MINISTER PREAMBLEỚGRACE PERIOD THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Resolution No. 07/2000/NQ-CP dated June 05, 2000 of the Government on building and developing the software industry for the period 2000-2005;

Pursuant to Decision No. 81/2001/QĐ-TTg dated May 24, 2001 of the Prime Minister approving the Action Program to implement Directive No. 58/CT-TW of the Politburo on accelerating the application and development of information technology in the process of industrialization and modernization from 2001 to 2005; Political resolution on accelerating the application and development of information technology in the industrialization and modernization process from 2001 to 2005;

Considering the proposal of the Ministry of Ministry of Science and Technology Based on the report No. 2297/TTr-BKHCNMT dated August 15, 2001 of the Ministry of Science, Technology and Environment and the report No. 3215/BKH-VPTĐ dated May 23, 2002 of the Ministry of Planning and Investment, Planning and Investment (Memorandum No. 3215/BKH-VPTĐ dated May 23, 2002),

Article 1. Approves the Overall Plan on the Application and Development of Information Technology (IT) in Vietnam until 2005 with the following main contents:

I. OBJECTIVES

By 2005, the application and development of IT in Vietnam will achieve the following characteristics and basic targets:

1. The average level and effectiveness of IT application nationwide will reach the average level of countries in the region; IT application in the activities of Party agencies, State agencies, political-social organizations, and key economic sectors will play a leading role in the national economy at the central level, Hanoi City, and Ho Chi Minh City, reaching the level of advanced countries in the region.

2. Develop modern telecommunications networks and Internet with increasing capacity, high speed, and quality, providing diverse services to society and consumers at prices comparable to the regional average. By 2005, all provinces and cities nationwide will be connected by optical cables, and the Internet usage rate will reach 4 to 5% of the total population.

3. The IT industry will achieve an annual growth rate of 20 to 25%, supporting the development of important industries, contributing to ensuring a high and sustainable economic growth rate.

4. Train an additional 50,000 IT professionals at various levels, including 25,000 highly qualified specialists and professional programmers fluent in necessary foreign languages for IT.

II. MAIN CONTENTS OF THE PLAN

1. Promote IT application in priority areas

a) Economic and social fields that play a crucial and essential role in enhancing the competitiveness of the economy and enterprises; serving industrialization, modernization of agriculture, and rural development.

b) In security and defense.

ofc) In state administrative services and other social services. In the activities of Party and State agencies.

d) Build and put into operation some electronic information systems, gradually creating a national information infrastructure towards a unified national information system.

2. Develop national telecommunications and Internet networks

Develop advanced, modern telecommunications and Internet networks operating effectively, safely, and reliably, covering the entire country. Form a national information highway with large capacity and high speed. Provide broadband access services to end-users: optical fiber, wideband wireless, satellite communications, etc. Develop private information networks.

Accelerate the popularization of Internet in economic, cultural, and social activities, enabling consumers to access Internet with good quality and prices comparable to the regional average.

Develop Internet to apply various types of services and IT applications such as: electronic press, e-commerce, e-government, postal, telecommunication, financial, banking, education, training, healthcare over the network, serving the industrialization and modernization of the country.

Open up to allow more service providers (IXPs), access providers (ISPs), and application providers (OSPs) to participate in fair competition to enhance efficiency and promote market development.

By 2005, the number of Internet users should increase at least tenfold compared to 2000, reaching a target of 1.3 to 1.5 subscriptions per 100 people. The Internet usage rate should reach 4 to 5% of the total population, laying the groundwork for Vietnam's Internet usage rate to reach the regional average by 2010.

In 2002-2003, all research institutes, universities, colleges, and vocational schools will be connected to the Internet. By 2005, 50% of secondary schools nationwide; all central hospitals and over 50% of provincial hospitals will be connected to the Internet.

By 2005, the information networks of all ministries, sectors, central administrative agencies, provincial and district-level local governments will be connected to the government-wide network and the Internet; most officials and civil servants in these units will have the ability to use Internet applications to serve their professional work; integrate Internet into electronic public administration.

3. Establish the IT industry

a) Software industry

Build the software industry into a key economic sector with an average annual growth rate of 30 to 35%. Encourage the formation of investment funds from different economic sectors, including foreign-invested economic sectors, to attract investment for software industry development. Encourage the establishment and provide preferential policies for developing software parks of various scales. The State will directly invest approximately 50 to 70 million USD to support projects for resource development, market development, and product development.

By 2005, achieve a total output of 500 million USD, of which exports will account for about 200 million USD. Attract 25,000 to 30,000 professional software engineers and programmers fluent in foreign languages to work in the software industry.

b) Hardware industry

Rapidly develop the hardware industry in the computer and communication sectors.

Ensure that domestically produced and assembled computers and communication equipment meet high quality standards, satisfying about 80% of domestic demand; have competitive pricing in the global and regional markets to participate in exports.

Promote the production of information equipment and information processing devices, especially those connected to computer networks.

Implement special policies to attract foreign investment and mobilize domestic capital for the development of the hardware industry, particularly to attract leading multinational companies in the field of IT to invest and transfer technology in Vietnam.

4. Developing human resources

Enhance the quality of IT training within the existing education and training system through improving the qualifications of teachers and lecturers; updating modern curricula according to social needs and market demands; creating favorable conditions for students and pupils to have good facilities for learning IT (computers, libraries, internet, laboratories, etc.).

Establish new specialized institutions to train high-quality engineers, bachelor's degree holders, and postgraduate students in IT to meet the demand for professional labor in the IT industry, for research and teaching in IT. Closely and effectively combine training, teaching, and research in IT.

Develop and implement appropriate IT training programs for students in non-IT majors to promote the application of IT in these fields and create opportunities for the development of new technologies, products, and services in these fields combined with achievements and methods of IT; implement specialized IT training for staff, engineers, and graduates from non-IT majors. From 2002 to 2005, train approximately 2,000 to 3,000 people annually through practical training programs.

The State supports sending students (undergraduate and postgraduate) and about 500 professionals at all levels (IT management specialists, university and college teachers, researchers, engineers working in the IT industry) abroad each year for short-term internships, research, and experience surveys in the field of IT in countries and regions with advanced IT.

Urgently train a team of high-level IT experts (leading IT projects, leading IT enterprises...) and top IT specialists.

Supplement IT knowledge for all teachers at all educational levels. Teach IT applications to students in teacher training schools. Focus on applying IT in education, innovating teaching methods and educational management.

Socialize education and training in IT, encourage social organizations, economic sectors, and individuals to participate in investing in developing IT human resources. Encourage and support activities to popularize IT knowledge and information throughout society... Create conditions and environments to attract foreigners, especially overseas Vietnamese, to bring their knowledge, technology, and investments to contribute positively to the development of Vietnam's IT human resources.

Annually, about 20% of officials working in Party and State agencies at all levels will be trained and improved in IT knowledge.

5. Strengthen research and implementation activities in IT.

IT research work aims to address the following tasks: grasp technological advancements worldwide, effectively adapt and transfer technology to Vietnam; gradually solve specific IT issues in Vietnam, primarily writing, translation, and speech. Encourage the establishment of technology incubators with commercial potential arising from research and development bases of software parks, institutes, universities, and production and business areas of various economic sectors.

Organize the evaluation and recognition of domestically produced IT products that meet quality standards suitable for Vietnam's conditions to encourage the use of these products. Build and develop a "Database of Domestic IT Products."

Encourage the establishment of research and development centers in IT enterprises belonging to all economic sectors.

Strengthen key research centers in IT at institutes and universities to become core forces in research and implementation.

6. Create a favorable legal environment.

Develop and implement policies on the application and development of IT; laws on electronic information, information source creation and standardization, intellectual property protection and copyright, procurement and use of IT equipment and services by state agencies, infrastructure construction and provision of telecommunications and Internet services, training and utilization of IT human resources, investment in research and implementation of IT, encouraging the application of IT linked to requirements of thrift, practicality, and effectiveness in all economic and social fields, standardization in IT, information security and confidentiality, preferential investment for IT application and industrial development, supporting IT enterprises to expand markets, technology transfer in the IT field, international cooperation in IT.

7. Improve the state management system in the field of IT.

Develop and implement a project on unified state management of IT and telecommunications with necessary mechanisms, including a system of professional positions for IT specialists and managers, and overall leadership in information.

Implement the activities of the Steering Committee assisting the Prime Minister in implementing the Action Program to implement Directive 58-CT/TW on accelerating the application and development of IT in the process of industrialization and modernization during the period 2001-2005 as stipulated in Decision No. 81/2001/QĐ-TTg dated May 24, 2001 of the Government.

8. Enhance awareness of IT throughout society, particularly among leaders and state managers.

Enhance the quality, effectiveness, and diversification of forms of information dissemination and popularization of IT and information society through television and other mass media.
Organize appropriate forms and contents of information suitable for leaders at all levels regarding the strategies and policies on information technology (IT) of various countries, trends in development, impact, importance, and the potential for applying IT to support various fields and activities...

Develop and implement short-term training programs to enhance awareness about IT for leaders at all levels.

III. SOLUTIONS AND IMPLEMENTATION ORGANIZATION

1. Main solutions

- Mobilize maximum resources for the application and development of IT. By 2005, total investment in the application and development of IT from all sources should reach 2% of GDP, with the main resources coming from domestic and foreign businesses and economic-social organizations. The Government, Ministries, sectors, and localities should allocate an appropriate proportion annually for the application and development of IT.

- Improve the legal framework, mechanisms, and policies to create favorable conditions and incentives for the application and development of IT. Establish strict and effective management regulations for IT projects.

- Strengthen the reform of state management, promptly establish and improve the system of agencies managing IT and telecommunications to unify state management in this field.

- Enhance awareness about IT throughout society, particularly among state management officials, business leaders, and political-social organizations.

2. Implementation of key programs, projects, and initiatives.

a) Key programs

- Program "Construction and Upgrade of Telecommunications Infrastructure and Internet" led by the General Post Office.

- Program "Development of Human Resources in IT" led by the Ministry of Education and Training.
the Program "Construction and Development of the Software Industry" led by the Ministry of Science, Technology, and Environment.

- Program "Construction and Development of the Hardware Industry" led by the Ministry of Industry.

b) Key initiatives and projects

Project"Improvement and Upgrade of the National Statistical Information System" led by the General Statistics Office.maintain.

Project"Organizing the Development of E-commerce" led by the Ministry of Trade.

Project"Application of IT to Serve Industrialization and Modernization of Agriculture and Rural Development" led by the Ministry of Agriculture and Rural Development.

Project"Building Pilot Information Systems to Address Urgent Issues in Urban Management in Hanoi and Ho Chi Minh City" led by the People's Committee of Hanoi and the People's Committee of Ho Chi Minh City.

Project"Application and Development of IT for National Defense" led by the Ministry of Defense.

Project "Application and Development of IT to Serve Public Security" led by the Ministry of Public Security.

Project "Electronic Information System on Culture-Society" led by the Ministry of Culture and Information.

Project"Improvement and Upgrade of the Legal Information System" led by the Ministry of Justice.

Article 2. Responsibilities of Ministries, sectors, and localities

a) Ministries, agencies at the ministerial level, government agencies, People's Committees of provinces and centrally governed cities shall base on this overall plan to develop the overall plan for the period of 2002-2005 and annual plans on the application and development of information technology as a priority component in their economic and social development plans; implement activities on the application and development of information technology within their regular operational plans; ensure investment and carry out investment projects that have been decided upon by competent authorities according to schedule.

b) Ministries, agencies at the ministerial level, government agencies, People's Committees of provinces and centrally governed cities assigned to lead key programs, projects, and initiatives mentioned in Point 2, Part III, Article 1 of this Decision must promptly complete investment plans, implementation plans, and immediately commence certain activities from 2002.

c) The Ministry of Science, Technology and Environment, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism, the Ministry of Industry and Trade, the Ministry of Public Security, the Ministry of Foreign Affairs, the Government Organizational and Cadre Management Board, the General Post Office, the General Statistics Office shall perform tasks assigned by the Prime Minister in Part III, Article 1 of Decision No. 81/2001/QĐ-TTg dated May 24, 2001 to contribute to the realization of the objectives and specific contents of this overall plan.

d) The Ministry of Planning and Investment is tasked with leading and coordinating with the Ministry of Finance and the Ministry of Science, Technology and Environment to balance and integrate resources in the five-year and annual state plans for key programs, projects, and initiatives, as well as plans for the application and development of information technology of ministries, agencies at the ministerial level, and provinces and centrally governed cities; develop solutions to implement policies for mobilizing domestic and foreign capital for the application and development of information technology.

đ) The Ministry of Finance is tasked with leading the establishment of mechanisms and policies to ensure preferential allocation and sufficient funding for key programs, projects, and initiatives, as well as plans for the application of information technology of ministries, agencies at the ministerial level, and provinces and centrally governed cities; establish mechanisms and policies to ensure effective spending for the application and development of information technology.

e) The Ministry of Science, Technology and Environment is tasked with leading and coordinating with relevant ministries, sectors, and People's Committees of provinces and centrally governed cities to implement the "Overall Plan for the Application and Development of Information Technology for the Period of 2002-2005"; develop implementation plans for the period of 2002-2005 and annually in accordance with this overall plan; propose necessary measures to be submitted to the Prime Minister for decision; conduct mid-term reviews of the implementation of the overall plan annually and a final review at the end of the period.

Article 3. This Decision takes effect from the date of signature.

Article 4. Ministers, Heads of agencies at the ministerial level, Heads of government agencies, Chairmen of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision ./
