ON REGULATING THE SHOWING OF VIDEO

MINISTER OF CULTURE

Pursuant to Article 31 of the Council of Ministers' Organization Law dated July 4, 1981;

Pursuant to Decree No. 88/HĐBT dated March 27, 1985 and Decision No. 94-HĐBT dated May 28, 1988 of the Council of Ministers on improving the organizational structure of the cultural sector;

WHEREAS Resolution of the Fifth Session of the Eighth National Assembly;

WHEREAS the Directive of the Chairman of the Council of Ministers on urgent issues in the cultural sector;

To put an end to the chaotic situation of video showing currently causing serious harm to the spiritual life of our people, especially the younger generation; to restore order and integrate video activities into healthy cultural practices throughout society,

DECISION:

Article 1Strictly prohibit and immediately regulate the practice of charging for video showings by all Party agencies, state administrative bodies, mass organizations, military forces, police, state-owned economic organizations, collective and private enterprises nationwide.

Only units implementing the State plan of the cultural sector (Central and local film companies, cultural houses managed by the Department of Culture and Information) and hotels serving foreign guests may charge for video showings.

Article 2.All video tapes and discs that are shown for a fee must be approved by the Ministry of Culture and distributed by the Vietnam Cinema Federation.

Article 3.Strictly prohibit the import, export, storage, and circulation of video tapes and discs containing reactionary, pornographic, provocative, and violent content.

Article 4.All video activities must strictly comply with regulations issued by the Ministry of Culture.

Article 5.The People's Committees of provinces, cities, and centrally-administered municipalities shall be responsible for all video activities within their jurisdictions, and shall develop plans to guide the Departments of Culture and Information, Public Security, Finance, Customs, and other agencies and units on their territories to mobilize the comprehensive strength of the entire society to implement this Decision; conduct inspections and handle all violations, including prosecution under the law. This Decision shall take effect nationwide from July 8, 1989.
