Circular No. 96/2025/TT-BNNMT Issuing Economic and Technical Standards for Drilling Construction Works in Basic Geological Surveys, Mineral Resource Geological Surveys, and Mineral Exploration

CIRCULAR

Issuing economic and technical norms for construction work of drilling projects in basic geological surveys, mineral geological surveys, and mineral exploration

On the basis of Law on Geology and Mineral Resources November 29, 2024;

Decree No. 193/2025/NĐ-CP July 2, 2025 of the Government detailing implementation of certain provisions of Law on Geology and Mineral Resources;

Decree No. 35/2025/NĐ-CP February 25, 2025 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Vietnam Geological and Mineral Resources Administration;

The Minister of Agriculture and Rural Development issues this Circular on economic and technical norms for construction work of drilling projects in basic geological surveys, mineral geological surveys, and mineral exploration,

Article 1. This Circular hereby promulgates economic and technical norms for construction work of drilling projects in basic geological surveys, mineral geological surveys, and mineral exploration.

Article 2.Effective date

1. This Circular shall take effect from February 15, 2026.

2. The Part III Drilling Economic and Technical Norms for Geological Works issued together with Circular No. 11/2010/TT-BTNMT dated July 5, 2010 of the Minister of Natural Resources and Environment regarding economic and technical norms for geological works shall be abolished from the effective date of this Circular.

3. The Part XVII Drilling to a Depth of 1200m Economic and Technical Norms for Geological Works (Supplementary) issued together with Circular No. 07/2013/TT-BTNMT dated May 7, 2013 of the Minister of Natural Resources and Environment amending and supplementing the Economic and Technical Norms for Geological Works issued together with Circular No. 11/2010/TT-BTNMT dated July 5, 2010 of the Minister of Natural Resources and Environment shall be abolished from the effective date of this Circular.

4. Chapter II Part II Drilling with Mechanical Rotary Core Sampling Using Cable Technology Procedures and Economic and Technical Norms for Twelve Categories of Work in Basic Geological Surveys on Mineral Resources and Mineral Exploration issued together with Circular No. 47/2015/TT-BTNMT dated November 5, 2015 of the Minister of Natural Resources and Environment stipulating Procedures and Economic and Technical Norms for Twelve Categories of Work in Basic Geological Surveys on Mineral Resources and Mineral Exploration shall be abolished from the effective date of this Circular.

Article 3. Transitional Provisions

Projects, programs, technical design estimates, and tasks approved before the effective date of this Circular shall be implemented according to the current regulations at the time of approval until they are approved for adjustment by competent authorities.

Article 4.Implementation

1. Ministries, ministerial-level agencies, government agencies, provincial people's committees, heads of units under the Ministry of Agriculture and Rural Development, and related organizations and individuals are responsible for implementing this Circular.

2. The Vietnam Geological and Mineral Resources Administration is responsible for disseminating and supervising the implementation of this Circular.

3. In the course of implementation, if there are difficulties or obstacles, relevant agencies, organizations, and individuals are requested to promptly report to the Ministry of Agriculture and Rural Development for consideration and resolution.
