CIRCULAR

Amending and supplementing Circular No. 66/2009/TT-BTC dated March 30, 2009 of the Ministry of Finance on the regulations for collection, payment, management, and use of fees for issuing passports, visas, and other documents related to entry, exit, transit, and residence in Vietnam

Implementing Resolution No. 61/NQ-CP dated December 17, 2010 of the Government on simplifying administrative procedures within the scope of functions managed by the Ministry of Public Security;

Pursuant to the Ordinance on Fees and Charges;

Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 and Decree No. 24/2006/NĐ-CP dated March 6, 2006 of the Government detailing the implementation of the Ordinance on Fees and Charges;

Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
The Ministry of Finance hereby stipulates the regulations for collection, payment, management, and use of fees for issuing passports, visas, and other documents related to entry, exit, transit, and residence in Vietnam as follows:

1. Supplementing Point d in Clause 2 Section I Appendix Table of Fee Levels for Issuing Passports, Visas, and Other Documents Related to Exit, Entry, Transit, and Residence in Vietnam issued together with Circular No. 66/2009/TT-BTC dated March 30, 2009 of the Ministry of Finance as follows:

Article 1

d) Temporary travel pass for Vietnamese citizens traveling to work or tourism in border provinces and cities of China adjacent to Vietnam: VND 50,000.

2. Amending and supplementing Clause 3 Article 1 of Circular No. 66/2009/TT-BTC as follows:

"The level of fees for entry and exit shall be specifically defined in the Table of Fee Levels attached to this Circular, with the unit being one passport, one visa, or one document related to exit, entry, transit, and residence in Vietnam."

1. This Circular takes effect from September 1, 2011.

Article 2

2. Any other contents related to fees for issuing passports, visas, and other documents related to entry, exit, transit, and residence in Vietnam not mentioned in this Circular shall continue to be implemented according to the provisions of Circular No. 66/2009/TT-BTC dated March 30, 2009 of the Ministry of Finance on the regulations for collection, payment, management, and use of fees for issuing passports, visas, and other documents related to entry, exit, transit, and residence in Vietnam.

3. Organizations and individuals subject to fee payments and relevant agencies are responsible for implementing this Circular. In the process of implementation, if there are any difficulties, organizations and individuals are requested to promptly report to the Ministry of Finance for consideration and guidance./.
