for the city of Qui Nhon, Binh Dinh province until 2020
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Urban Planning Management Charter issued together with Decree No. 91/CP dated August 17, 1994 of the Government;
Considering the proposal of the Chairman of the People's Committee of Binh Dinh Province at Report No. 43/TT-UB dated September 3, 2003 and that of the Minister of Construction at Report No. 05/TTr-BXD dated February 25, 2004,
DECISION:
Article 1Approve the adjustment of the master plan for the city of Qui Nhon, Binh Dinh province until 2020 with the following main contents:
1. Scope of the planning adjustment
The scope of the planning adjustment includes: the existing area (comprising 16 wards and 4 suburban communes, covering an area of 21,644 hectares), the area expected to be expanded towards the West (the Long My area belonging to Phuoc My commune, Tuy Phuoc district, covering approximately 6,942 hectares) and the area expected to develop the Nhon Hoi Economic Zone (covering approximately 12,000 hectares, including 7,113 hectares within the city limits and 4,887 hectares in the areas planned for development in Phu Cat and Tuy Phuoc districts). The total area of the entire city by 2020 will be 33,473 hectares, delineated as follows:
- North and Northwest bordering Tuy Phuoc and Phu Cat districts.
- West bordering Tuy Phuoc district.
- South bordering Phu Yen province.
1. To fully exploit advantages in natural conditions, geographical and economic positions, and political factors in international and domestic trade and services, promoting socio-economic development in Quang Tri Province and the Central Region, thereby contributing to narrowing the gap between this region and other regions nationwide, closely combining investment attraction and economic development with national defense and security assurance.
2. On the nature
- The city of Qui Nhon is the provincial capital, the political, economic, cultural, and scientific and technological center of Binh Dinh province.
- It is a city in the Central Coast economic zone, one of the industrial, port service, trade, tourism, and education centers of the Southern Central Coast and Central Highlands regions.
- It is an important water and land transportation hub in the Southern Central Coast region, serving as a gateway to the Central Highlands, southern Laos, northeastern Cambodia, and Thailand to the East Sea.
- It has a significant position regarding national security and defense.
3. Population Scale
- By 2010, the total population of the city will be about 350,000 people; of which the urban population will be about 320,000 people, and the suburban population will be about 30,000 people;
- By 2020, the total population of the city will be about 500,000 people; of which the urban population will be about 450,000 people, and the suburban population will be about 50,000 people.
4. Land scale
a) By 2010, the total area of the city will be about 28,586 hectares, including:
- Urban land 15,011 hectares, comprising:
+ Urban construction land 4,130 hectares, averaging 125 m2/person, including residential land 2,880 hectares (including land serving within the city 2,490 hectares, land serving outside the city 390 hectares); non-residential land 1,250 hectares, averaging 30 m2/person (including industrial land: 670 hectares);
+ Other land within the urban area 10,881 hectares.
- Suburban land 13,575 hectares.
b) By 2020, the total area of the city will be 33,473 hectares, including:
- Urban land 16,531 hectares, comprising:
+ Urban construction land 6,000 hectares, averaging 133 m2/person, including residential land 3,600 hectares (including land serving within the city 3,150 hectares, land serving outside the city 450 hectares); non-residential land 2,400 hectares, averaging 45 m2/person (including industrial land 1,250 hectares);
+ Other land within the urban area 10,531 hectares.
- Suburban land 12,055 hectares.
- Land expected to expand the city towards the North (part of Phu Cat and Tuy Phuoc districts) approximately 4,887 hectares.
5. Orientation for spatial organization
5.1. Land use structure and functional zoning
5.1.1. Residential land:
a) Residential areas:
Forming urban areas: central urban area (old area), northern urban area, western urban area, and Nhon Hoi urban area - Phuong Mai peninsula, specifically as follows:
- Central urban area (old area) comprises 12 wards:
+ By 2010, the population will be around 210,000 people, with an area of 630 hectares;
+ By 2020, the population will be around 220,000 people, with an area of 660 hectares;
Limit new construction, mainly renovating and refurbishing old construction areas, building density 30%, average floor height 3 stories. Complete and expand towards Quy Hoa, along the Quy Nhon - Song Cuong route, mainly for tourism development.
- Northern urban area includes Nhon Binh, Nhon Phu wards and the area north of Ha Thanh River.
+ By 2010, the population will be around 55,000 people, with an area of 192.5 hectares;
+ By 2020, the population will be around 130,000 people, with an area of 455 hectares;
Mainly constructing villa and detached houses, average floor height 2 stories, building density 25-30%, average 35 m2/person.
- Western urban area includes Bui Thi Xuan, Tran Quang Dieu wards and the Long My expansion area.
+ By 2010, the population will be around 55,000 people, with an area of 192.5 hectares;
+ By 2020, the population will be around 95,000 people, with an area of 430 hectares.
Average residential land 45 m2/person, building density 25-30%, average floor height 2 stories.
- Nhon Hoi urban area (in the Nhon Hoi Economic Zone - Phuong Mai peninsula) will be developed as a new urban area, serving industrial and tourism development.
+ By 2010, the population will be around 30,000 people, with an area of 152 hectares;
+ By 2020, the population will be around 50,000 people, with an area of 255 hectares;
Mainly constructing villa, average 51 m2/person, building density 25-30%, average floor height 2 stories.
b) System of centers
Total area 315 hectares, averaging 7 m2/person.
- Administrative and political center mainly located in Le Loi ward, with a scale of 15 hectares.
- Urban and regional commercial and service center comprising representative offices, banks, financial institutions, high-rise hotels, supermarkets, etc., arranged on Nguyen Tat Thanh street (former airport area), with a scale of 45 hectares.
- Areas for non-urban agencies with a scale of 125 hectares.
c) Specialized centers
Area 185 hectares including: non-urban agencies with a scale of 125 hectares, universities, vocational schools, and technical training schools maintaining their current status and will develop and expand along the Quy Nhon - Song Cuong road or in Tran Quang Dieu ward with a scale of 60 hectares.
d) Parks, green spaces, sports fields, and forest parks
- Urban park green space area 495 hectares including:
+ Phu Hoa Park area 149 hectares: cultural, sports, and entertainment park;
+ Ba Hoa Ecological Forest Park area 260 hectares;
+ Coastal Commercial and Service Park area 36 hectares;
+ Han Thanh Riverside Entertainment Park area 50 hectares;
- Ecological green space and forest park area 300 hectares, including:
+ Nhon Ly Park area 200 hectares, cultural, rest park serving Nui Ba and Nhon Ly tourist areas;
+ Ba Lau Park with an area of 100 hectares, serving the areas of Buu Thi Xuan Ward and Tran Quang Diao Ward;
- The Phuong Mai Mountain and Vuong Chu areas will be developed into forest parks for ecotourism.
5.1.2. Non-residential land
a) Industrial zones
By 2020, there will be an area of 1,250 hectares, including:
- Concentrated industrial zones: Phu Tai Industrial Zone with an area of 330 hectares; Nhon Hoi Industrial Zone with an area of approximately 600 to 700 hectares, connected to the Nhon Hoi Port, planned for high-tech park development, port-related industry, and tourism; Long My Industrial Zone with an area of approximately 250 hectares, planned for construction materials industry, agricultural and forestry product processing, and machinery serving agriculture,...
- Small industrial clusters such as: the Northern Seafood Processing Area with an area of 15 to 20 hectares; the Quang Trung Township Small and Handicraft Industry Cluster with an area of 50 to 100 hectares;
- Wind power plant located in the northeast of Nhon Hoi with an area of 50 to 100 hectares;
- Factories and enterprises causing environmental pollution must be relocated outside the city.
b) Warehouse land
By 2020, there will be an area of 190 hectares, including warehouses serving the Nhon Hoi, Qui Nhon, and Thi Nai ports. Military ammunition, fuel storage facilities, and other sectoral warehouses that are not properly located need to be relocated outside the city.
c) Land for port construction
- The existing Qui Nhon Port is a general cargo and container port, upgraded and expanded to reach a capacity of about 3 million tons/year; the land area is 25 hectares.
- The existing Thi Nai Port is a local general cargo port, improved and upgraded to reach a capacity of about 0.5 to 0.6 million tons/year; the land area is 4 hectares.
- The Nhon Hoi Port (east of Thi Nai Lagoon) is a general cargo and container port, newly constructed, reaching a capacity of about 11 million tons/year, with a land area of approximately 90 hectares.
d) Major infrastructure projects, waste treatment areas, and cemeteries
The land area is 216 hectares.
5.2. Architectural planning and natural landscape protection
- The central urban area (old town) should reflect the style of a coastal city with main spatial axes facing the sea.
- The northern area (Nhon Binh - Nhon Phu) should highlight its characteristic estuarine and marine ecosystem. The distinctive space is that of various types of garden houses, villas combined with green areas and ecotourism zones.
- The western area (Phu Tai within Tran Quang Diao Ward and Buu Thi Xuan Ward) is a concentrated industrial zone, with architectural space suitable for modern high-rise residential areas combined with green spaces and clean industries with minimal pollution.
- The Nhon Hoi Peninsula - Phuong Mai Peninsula area is a new development zone with a city garden structure, with main spatial axes facing Thi Nai Lagoon.
6. Orientation for technical infrastructure development
6.1. Transportation
6.1.1. External transportation
a) Railways
Exploit the railway line within the city and the Qui Nhon Railway Station until 2005; after 2005, relocate it outside the city and organize a branch line to the Qui Nhon Port; at Nhon Binh, construct a pre-port station combined with track separation.
b) Roads
- National Highway 1A and 1D passing through the city serve both external transportation and urban main roads; right-of-way width 30 - 40 meters, length 25 kilometers
- Construct the extension of National Highway 19 eastward through Tuy Phuoc Town, branching into two routes: National Highway 19A to Qui Nhon Port, National Highway 19B to Nhon Hoi Port; right-of-way width 60 meters, length 9.5 kilometers. The Quy Nhon - Nhon Hoi Bridge (across Thi Nai Lagoon) has a length of about 7 kilometers, with the main bridge being about 2.5 kilometers long and five small bridges over small islands north of Ha Thanh River totaling about 700 meters, bridge width 15 meters.
- Complete the central bus terminal in the southern part of the city, with an area of 4.3 hectares according to the approved project; renovate and expand the Nhon Binh Bus Terminal in the northern part into an intercity bus terminal, with an area of 1.5 hectares; build two bus terminals at Dieu Tri and the Phuong Mai Urban Area with a total area of 3 to 4 hectares.
c) Waterways
- Qui Nhon Port capacity by 2020 is 4.0 million tons/year, occupying a land area of 25 hectares.
- Nhon Hoi Port capacity by 2020 is 11.5 to 12.0 million tons/year, occupying a land area of 90 hectares.
- Thi Nai Port capacity by 2020 is 0.8 million tons/year, occupying a land area of 4 hectares.
6.1.2. Urban transportation
- Main roads and district roads have a total length of 279.8 kilometers, road density 4.7 kilometers/square kilometer. The urban transportation land area is 540 hectares, averaging 12 square meters/person.
- Major transportation routes connecting the old urban area and the new development area on the Phuong Mai Peninsula include: Suoi Trao Road through Vuong Chu, with a right-of-way width of 20 meters organizing a tunnel through the mountain 1,200 meters long; Dien Bien Phu Road and Nhon Binh Road west of Mount Ba Hoa, with a right-of-way width of 60 meters; Quy Nhon - Nhon Hoi Road connecting to Nguyen Tat Thanh Road with a right-of-way width of 40 meters.
- Urban road network: improve and upgrade roads in the old urban area; in the new urban development area, construct a system of roads including primary roads with a right-of-way width from 40 to 60 meters, secondary roads with a right-of-way width from 30 to 35 meters, regional roads with a right-of-way width from 24 to 28 meters, and district roads with a right-of-way width from 15 to 20 meters;
6.2. Land leveling and drainage
6.2.1. Land leveling
a) For the old city area, the construction ground level should be 3.0 meters or higher, including:
- Park areas with a construction ground level of 2.5 meters or higher;
- Buu Thi Xuan Ward and Tran Quang Diao Ward areas with a construction ground level of 4.5 meters or higher;
- For construction projects along the slopes of Vuong Chu Mountain and Hon Cha Mountain, only local leveling should be done for each project, avoiding large-scale earthmoving to prevent erosion.
b) For the Phuong Mai Peninsula area
- The construction ground level should be 3.5 meters or higher;
- Along the slopes of Phuong Mai Mountain, parks, when constructing foundations for buildings, only local leveling should be done without large-scale earthmoving;
- Areas near rivers and streams can only plant trees, no construction projects are allowed near the riverbank (within the riverbank protection zone from 30 to 50 meters).
6.2.2. Stormwater drainage
- In the old city area, use a common stormwater drainage system, with culverts at the outlet.
- In new construction areas, choose separate stormwater drainage systems.
6.3. Water supply
a) Water sources
Underground water usage at Ha Thanh river well field (capacity 20,000 m3/year), Tan An - Con river well field (capacity 25,000 m3/year), The Thanh well field (capacity 8,500 m3/year), and surface water from Dinh Binh lake - Con river (capacity 100,000 m3/year) with the proposed water extraction location at Dam Da town - An Nhon town.
b) Total water demand
- By 2010: 63,500 m3/year;
- By 2020: 160,000 m3/year.
c) Water supply standards
- For urban areas: Initial phase (2010) to meet the standard of 110 liters/person/day; long-term (2020) to meet the standard of 150 liters/person/day;
- Industrial water supply: 40 m3/ha/year;
- Water supply for tourism: 300 liters/person/day.
6.4. On power supply
a) Power source
- Utilize national grid 220KV and 110KV through provincial transformer stations.
- Construct wind power plant at Nhon Hoi with expected capacity from 15 to 30 MW, serving as local power supply for the city and integrating into the national grid.
b) Total power demand
- By 2010: 190,186 KW.
- By 2020: 326,315 KW.
c) Residential electricity consumption standards
- By 2010: inner city area 700 KWh/person/year;
- By 2020: inner city area 1,500 KWh/person/year.
6.5. On wastewater discharge and environmental sanitation
- Use a combined sewage and stormwater drainage system for the old city area (north, east, and southeast of Ba Hoa mountain). Other areas will use separate sewage systems;
- Binh Mai peninsula area: construct a separate sewage system;
- Hospital wastewater will be treated separately at each hospital before being discharged into the common system;
- Industrial wastewater will be treated separately at each industrial park's wastewater treatment station before being discharged into the common system;
- Construct two solid waste treatment zones at Long My with a scale of 11.5 hectares and the western area of Ba Hoa mountain with a scale of approximately 4 hectares;
- Public cemetery: One zone at Bui Thi Xuan ward (foot of Hon Cha mountain) with a scale of 21 hectares and constructing a new zone in the western area of Ba Hoa mountain with a scale of 3 hectares.
7. First phase planning period 2010
7.1. Investment in exploitation and renovation of old urban areas
- For residential areas: plan to renovate housing with average floor height of 1.5 to 2 floors, construction density of 35 to 39%.
- For public facilities serving urban areas: improve and upgrade according to development needs.
- For green spaces and urban parks: continue to complete and refurbish.
- For existing industrial zones: complete Phu Tai industrial park (phase 1 and 2) with a scale of 330 hectares and small-scale industry zone in Quang Trung ward with a scale of 20 hectares.
- For Quy Nhon port: renovate and upgrade by building a new 30,000 DWT ship dock 170 meters long, with an area of 25 hectares.
7.2. Investment in new expansion areas
- Plan and invest in new residential areas with a scale of about 270 hectares for 30,000 people. Concentrated in Phu Tai, Nhon Binh, Nhon Phu, and Nhon Hoi.
- Construct a commercial service center with a scale of 30 hectares in the old airport area and build some public facilities such as Provincial Cultural Center, Workers' House, Provincial Museum, hotel, etc.
- Construct a city park and flower garden system including:
+ Phu Hoa Park with a scale of 149 hectares, serving cultural, sports, and entertainment purposes.
+ Ba Hoa Mountain Park with a scale of 260 hectares connected to Phu Hoa Park to serve the Phu Tai urban area.
- Plan and construct the integrated Nhon Hoi industrial park with a scale of 250 hectares, serving the province's economic development including mechanical manufacturing, processing, shipbuilding and repair, etc.
- Construct the wind power industrial park on Binh Mai peninsula with a scale of 50 to 60 hectares.
- Construct Nhon Hoi port west of Thien Nai lagoon with a scale of 30 hectares for a 30,000 DWT ship dock, with a capacity of about 2.5 million tons/year.
7.3. Infrastructure projects
- Construct National Highway 19A to Quy Nhon port, National Highway 19B to Nhon Hoi port.
- Renovate and expand Quy Nhon port to reach a capacity of 2.2 million tons/year; construct Nhon Hoi port phase 1 with a capacity of 1.3 to 2.2 million tons/year.
- Construct central bus terminal, Nhon Binh terminal, Dieu Tri terminal.
- Renovate and upgrade streets in the old urban area.
- Construct new roads: Xuan Duyen coastal road, Quy Nhon - Nhon Hoi bridge road, Nguyen Tat Thanh extension road, Dien Bien Phu road, and some parking lots in the city center.
- Construct Quy Nhon Water Plant 2 (at Dieu Tri) with a capacity of 25,000 m3/year; Phu Tai Water Plant with a capacity of 1,000 m3/year; two Nhon Hoi booster pump stations with a total capacity of 20,000 m3/year.
- Construct 220 KV single-circuit transmission line from Quy Nhon to Tuy Hoa, Nha Trang; increase the capacity of Phu Tai substation 220/110 KV to 2x125 MVA; 110 KV substations and 110 KV transmission lines, 22 KV distribution network.
7.4. Priority investment construction projects
- Infrastructure of Nhon Hoi Economic Zone;
- Nhon Hoi Industrial Park;
- Nhon Hoi Port;
- New Urban Area Nhon Hoi.
. Entrust the People's Committee of Binh Dinh Province:
Article 2- Approve the adjusted master plan file for Quy Nhon City until 2020 to serve as the basis for planning management and subsequent investment construction steps.
- Issue Construction Management Regulations according to the adjusted master plan for Quy Nhon City until 2020 after obtaining the agreement of the Ministry of Construction.
- Organize the announcement of the adjusted master plan for Quy Nhon City until 2020; coordinate with relevant ministries and sectors to implement the adjusted master plan for Quy Nhon City in accordance with the law.
The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairman of the People's Committee of Binh Dinh Province, Chairman of the People's Committee of Quy Nhon City are responsible for implementing this Decision./.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
