RESOLUTION

Regarding the regular meeting of the Government in September 1997

During two days from September 10 to 11, 1997, the Government convened its regular meeting in September 1997 to discuss and decide on the following issues:

1. The Government discussed the "Programme of the Government on continuing to reform state-owned enterprises from now until 2000" and the draft "Government Decree on managing and implementing state ownership rights over state-owned enterprises." The Government considers these to be major and complex issues, with the drafting agencies having made thorough preparations and raised many urgent matters that are in line with practical requirements. The Government assigned Minister Tran Xuan Gia to incorporate opinions from the meeting, continue researching, and perfecting the Government Programme, particularly clarifying the basis for determining goals and solutions for further restructuring state-owned enterprises, principles and criteria for categorizing enterprises: those requiring 100% state capital, those where the state needs to maintain controlling shares or special shares, those subject to tender management, those needing to be sold and dissolved..., and submit it for the Central Committee's opinion before October 10, 1997. When finalizing the aforementioned Decree draft, attention should be paid to clearly stating the content regarding state management, the relationship between ministries and localities in management and the function of representing state ownership rights over state-owned enterprises, tied to the responsibilities of ministries, government agencies, provincial and municipal People's Committees under the central government, ensuring compliance with current laws and not involving issues requiring Central Committee approval, and submitting it to the Prime Minister for signing and promulgation in September 1997.

2. After listening to Minister and Head of the Government Organization-Cadre Department Do Quang Trung's report on the results of working with the Central Organization Department, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Finance, and incorporating opinions from the conference organized by the Central Propaganda Front Committee and the Vietnam Fatherland Front Central Committee on policies for village, town, and ward cadres, the Government provided comments and approved the content to amend and supplement Decree No. 50/CP dated July 26, 1995 on living allowances for village, town, and ward cadres. The Government Organization-Cadre Department was tasked with incorporating opinions from the meeting to finalize the Project for submission to the Central Committee in September 1997 and organize comprehensive research to develop a Project to consolidate and strengthen grassroots administrative units for submission to the Government.

3. The Government reviewed the report "Some key points on the implementation of the plan for the first eight months of 1997" and "The situation in implementing Government Resolutions No. 49/CP-m, 59/CP, and 85/CP-m." The Government noted that the economic situation over the past eight months maintained growth rates, industry grew by 13.2%, rice exports reached nearly 2.6 million tons, up 30.6%, and the trade deficit decreased by 43.7% compared to the same period last year. However, starting in August 1997, industrial production, agriculture, and exports faced difficulties, with the pace of industrial production increasing only by 9.8%, lower than the average increase in previous months, paddy yield for the Summer-Autumn season decreased compared to the same period in 1996; handling capital for enterprises and state budget revenue were low,... Overall, the implementation of urgent policies and measures by the Government in recent times has been slow and the results have not been significant.

To complete the targets set out in the 1997 socio-economic development plan according to the Resolution of the National Assembly, Ninth Session, Tenth Meeting, the Government requests all Ministries, Provincial and Municipal People's Committees under the central government to take positive and effective measures to fulfill the remaining tasks for 1997. The Ministries of Planning and Investment, Finance, Trade, Home Affairs, and the State Bank, along with the General Customs Department, and Provincial and Municipal People's Committees in accordance with their functions and responsibilities, should cooperate with relevant agencies to urgently implement several matters: transferring funds within the plan for projects lacking investment procedures to projects already having such procedures but lacking funds and capable of being implemented in 1997, providing capital for basic construction projects and working capital for enterprises in accordance with the schedule and requirements of the Government, taking measures to boost exports, strengthening efforts to collect state budget revenues and combat smuggling, and continuing to monitor and take measures to minimize the negative impacts of the financial crisis in neighboring countries on the national economy.

This Resolution was adopted by the Government on September 11, 1997 and took effect upon issuance.
