THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 75/2009/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Law on Electricity Conservation and Efficiency;
Pursuant to Resolution No. 11/NQ-CP dated February 24, 2011 of the Government on key measures to control inflation, stabilize macroeconomic conditions, and ensure social welfare;
Pursuant to Directive No. 171/CT-TTg dated January 26, 2011 of the Prime Minister on strengthening electricity conservation;
Pursuant to Circular No. 111/2009/TTLT/BTC-BCT dated June 1, 2009 of the Ministry of Finance and the Ministry of Industry and Trade guiding the implementation of electricity conservation in state agencies and public institutions;
Considering the proposal of the Director of the Ministry's Office,

DECISION:

Article 1. Issuing the Plan for Electricity Conservation at the Ministry of Agriculture and Rural Development's Office (attached hereto)

Article 2. This Decision takes effect from the date of signature.

Article 3. The Director of the Ministry's Office, the Head of the Planning and Finance Department, and the Heads of units under the Ministry shall be responsible for implementing this Decision.

PLAN

ELECTRICITY CONSERVATION AT THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT IMPLEMENTING RESOLUTION NO. 11/NQ-CP DATED FEBRUARY 24, 2011 OF THE GOVERNMENT

(issued together with Decision No. 991/QD-BNN-VP dated May 17, 2011 of the Ministry of Agriculture and Rural Development)

To implement Directive No. 171/CT-TTg dated January 26, 2011 of the Prime Minister on strengthening electricity conservation in the context of difficulties in ensuring power supply, and Resolution No. 11/NQ-CP dated February 24, 2011 of the Government on key measures to control inflation, stabilize macroeconomic conditions, and ensure social welfare, the Ministry of Agriculture and Rural Development has developed the following electricity conservation plan:

1. Purpose and Requirements:

1.1. Enhance awareness and responsibility of officials, civil servants, and employees of the Ministry of Agriculture and Rural Development; strengthen management, guidance, and direction by the Heads of units under the Ministry regarding the implementation of electricity conservation and prevention of wasteful electricity usage at the Ministry's office.

1.2. Propose and effectively implement necessary and appropriate measures to strengthen the prevention of electricity waste, promote efficient electricity usage, and contribute to the implementation of Resolution No. 11/NQ-CP dated February 24, 2011 of the Government.

2. Content:

2.1. Disseminate and enforce Directive No. 171/CT-TTg dated January 26, 2011 of the Prime Minister to all officials, civil servants, employees, and workers in the Ministry to strictly follow the Prime Minister's Directive.

Responsible for implementation: Heads of units under the Ministry.

Coordination: Ministry's Office.

Implementation period: May and June 2011

2.2. Develop "Regulations on Electricity Usage, Replacement, and Repair of Electrical Equipment in Units under the Ministry" based on the following principles:

- Turn off unnecessary electrical devices when leaving the room and completely disconnect power if not using the devices after working hours.

- Maximize natural light and ventilation, turn off some lights when the number of people working in the room decreases.

- Only use air conditioning when absolutely necessary and only set it to cooling mode above 25°C; use fans instead of air conditioning when the weather is not too hot.

Regularly inspect and maintain ventilation and heat transfer systems to avoid energy loss.

- When renovating or installing new equipment, use high-efficiency energy-consuming devices as prescribed or purchase electrical devices with energy-saving labels; do not replace or buy new incandescent lamps.

- Strengthen the application of electricity conservation and efficiency measures in units under the Ministry. When constructing, repairing, or renovating work facilities, consider electricity conservation measures; apply planning and architectural design solutions suitable to natural conditions to reduce electricity consumption for lighting, ventilation, cooling, and heating; use and install high-efficiency electrical devices designed and produced according to permitted standards.

- Include electricity conservation in performance evaluation criteria, internal discipline compliance, and annual commendation and reward programs of units.

Individuals or units that waste electricity due to subjective reasons must bear responsibility for compensation in accordance with Circular No. 98/2006/TT-BTC dated October 20, 2006 of the Ministry of Finance guiding the compensation for damages and disciplinary actions against civil servants and employees who violate laws on thrift and anti-waste.

Establish a Working Group to implement the development of Monitoring and Evaluation Indices for Administrative Reform of the Ministry to conduct evaluations at units under the Ministry (referred to as the PAR Index Working Group): Ministry's Office.

Completion Time: May 2011

2.3. Design and install a reasonable common lighting system in corridors, restroom areas, courtyards, and gardens, reducing electricity consumption for common lighting by at least 50%.

2.4. Based on the previous year's electricity usage and the requirements for the next year, develop an annual electricity usage plan for the Ministry's office at its headquarters at 2 Ngoc Ha - 10 Nguyen Cong Hoan, Ba Dinh District, Hanoi, and submit it to the local power grid management unit in Ba Dinh District. The annual electricity usage plan must ensure at least a 10% reduction in electricity consumption compared to the previously registered normal usage plan (according to the template provided in Joint Circular No. 111/2009/TTLT/BTC-BCT dated June 1, 2009 of the Ministry of Finance and the Ministry of Industry and Trade on guiding electricity conservation in state agencies and public institutions).

Establish a Working Group to implement the development of Monitoring and Evaluation Indices for Administrative Reform of the Ministry to conduct evaluations at units under the Ministry (referred to as the PAR Index Working Group): Ministry's Office.

Completion Time: Before January 15 each year

2.5. Units under the Ministry with offices outside the Ministry's headquarters at 2 Ngoc Ha - 10 Nguyen Cong Hoan, Ba Dinh District, shall be responsible for developing their own annual electricity usage plans in accordance with the contents specified in point 2.4 and submitting them to the Ministry's Office and the local power grid management unit where they are located.

Establish a Working Group to implement the development of Monitoring and Evaluation Indices for Administrative Reform of the Ministry to conduct evaluations at units under the Ministry (referred to as the PAR Index Working Group): Units mentioned in item 2.5; Ministry's Office Representative in Ho Chi Minh City.

Completion Time: Before January 15 each year.

2. 6. Units under the Ministry with headquarters outside the Ministry's main office at No. 2 Ngoc Ha - 10 Nguyen Cong Hanh Street, Ba Dinh District shall prepare reports on the electricity supply situation of the grid management unit where their headquarters are located; the electricity usage situation, amount of electricity saved, cost savings from electricity conservation, and explanations for reasons why electricity was not conserved by their units, to be submitted to the Ministry’s Office.

The Ministry’s Office shall consolidate the electricity supply and usage situations, amount of electricity saved, cost savings achieved, and measures taken to address cases failing to meet electricity conservation targets of the Ministry (at the headquarters at No. 2 Ngoc Ha - 10 Nguyen Cong Hanh Street and units outside the Ministry's headquarters) and submit them to the Ministry of Industry and Trade for consolidation and reporting to the Prime Minister, while simultaneously sending them to the Ministry of Finance.

Establish a Working Group to implement the development of Monitoring and Evaluation Indices for Administrative Reform of the Ministry to conduct evaluations at units under the Ministry (referred to as the PAR Index Working Group): Units mentioned in Section 2.5; the Representative Office of the Ministry’s Office in Ho Chi Minh City; the Ministry’s Office.

Implementation period: Quarterly and annually.

3. Organization of Implementation

3. 1. Heads of units under the Ministry shall be responsible for: + Directing their units to strictly implement the Plan on Electricity Conservation and Usage Regulations, replacing and repairing electrical equipment at the Ministry's offices; and strengthening inspections, reminders, and timely handling of cases of wasteful electricity usage within their units.

+ Reporting the electricity usage and conservation situation of their units to the Ministry’s Office for consolidation and monitoring; promptly reflecting any difficulties arising during the implementation of the Plan to the Ministry's Leadership.

+ Commending, rewarding, or proposing the Ministry's Leadership to promptly reward collectives and individuals actively participating in electricity conservation efforts, having innovative ideas to apply management and technical measures to reduce losses and energy consumption of equipment; criticizing and handling collectives and individuals lacking a sense of responsibility and failing to comply with electricity usage regulations.

3. 2. Departments shall be responsible for disseminating, implementing, and directing subordinate units to carry out the contents stipulated in Point 3.1; and directing subordinate units to develop annual electricity usage plans according to the guidelines set forth in Point 2.5 of this Plan to be submitted to the grid management unit where their headquarters are located. Based on this, Departments shall consolidate and prepare reports on the overall electricity usage and conservation situation to be submitted to the Ministry’s Office.

3. 3. The Ministry’s Office shall strengthen monitoring, urging, inspecting, and periodically reporting to the Ministry's Leadership on the implementation of electricity conservation efforts at the Ministry's offices and propose necessary measures to ensure effective implementation of the Plan./.
