Since it was not published in the Official Gazette, this Circular has not taken effect.

Based on the directive of the Deputy Prime Minister at the National Traffic Safety Conference on , the Ministry of Finance issued Circular No. 89/2007/TT-BTC dated to replace the aforementioned Circular No. 78/2007/TT-BTC. It is requested that relevant agencies and units revoke Circular No. 78/2007/TT-BTC and promptly implement Circular No. 89/2007/TT-BTC upon its effective date. .
