Issuing National Technical Regulations on
Motor Vehicle Driver Licensing Examination Centers
Pursuant toLaw on Traffic Order and Safety on Roads No. 36/2024/QH15 amended and supplemented by Law No. 118/2025/QH15;
Law on Technical Standards and Regulations No. 68/2006/QH11 amended and supplemented by Law No. 35/2018/QH14 and Law No. 70/2025/QH15;
Pursuant to Decree No.22/2026/NĐ-CP Government Decree No. 8/2026/ND-CP dated January 16, 2026 detailing certain provisions and measures to organize and guide the implementation of the Law on Technical Standards and Regulations;
Government Decree No. 02/2025/NĐ-CP dated February 18, 2025 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security amended and supplemented by Decree No. 11/2025/NĐ-CP;
At the proposal of the Director of the Traffic Police Corps;
The Minister of Public Security issues this Circular promulgating National Technical Regulations on Motor Vehicle Driver Licensing Examination Centers.
Article 1. Attached to this Circular are the National Technical Regulations on Motor Vehicle Driver Licensing Examination Centers.

Article 2. Effective Date
This Circular takes effect from July 1, 2026.

1. The Director of the Traffic Police Department shall be responsible for monitoring, inspecting, and urging the implementation of this Circular.
2. Heads of units under the agency, Directors of Provincial Police Departments, and organizations and individuals concerned shall be responsible for implementing this Circular.
In the process of implementing this Circular, if there are difficulties or obstacles, relevant units, localities, organizations, and individuals shall report to the Ministry of Public Security (through the Traffic Police Department) for timely guidance./.
