中华民主共和国主席
根据1950年7月11日第121号令《关于组建国防部—总司令部》；
根据1958年4月10日第60号令《关于成立隶属于国防部—总司令部的军训总局》；
经国防部长—总司令提议，政府委员会批准；
发布勒令：
第一条： 现任命：
- 少将黄文太，副总参谋长，兼任军训总局局长。
- 原副总参谋长陈文茶，担任军训总局副局长。
第二条： 国防部长—总司令对本令的执行负责。
