根据1945年11月14日内阁会议关于成立农业部的决议，
依据1947年12月16日第18/SL号指令组织垦荒移民局，
遵照农林部副部长的提议，
经内阁同意后，
现发布如下命令：
条一
任命黎廷忠先生（农业工程师）为垦荒移民局副局长。
条二
农林部部长和财政部长负责执行本指令。
