根据1945年11月14日内阁决议，成立农业部。
依据1947年2月2日第11/SL-bis号指令，将土地局并入农业部。
遵照农业部部长的建议，
经内阁协商同意，
现发布如下命令：
条 一
将中部分册地政簿并入农业部下的土地局。
条 二
委任黎玉欢先生为土地局局长。
条 三
农业部部长依照本指令执行。
