民主共和国越南临时政府主席
发布指令：
条一： 自本指令签署之日起，废除1945年9月1日发布的第3号指令中关于在河内实行戒严令的条款（a）。
人民可以在夜间像往常一样在城市中通行。
条二： 内务部长和国防部长执行本指令。
