Regarding the issuance of regulations on granting and managing "entry-exit permits"

Pursuant to Decree No. 21/2001/NĐ-CP dated May 28, 2001 of the Government detailing the implementation of the Law on Entry, Exit, and Residence of Foreigners in Vietnam dated April 28, 2000;
Pursuant to Decree No. 136/2003/NĐ-CP dated November 14, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

조 1. The attached Decision hereby promulgates the regulations on granting and managing "entry-exit permits" for foreigners residing permanently in Vietnam without passports for use in entry and exit from Vietnam.
조 2. This Decision shall take effect fifteen days after its publication in the Official Gazette.

The Director of the Immigration Administration under the Ministry of Public Security, the Provincial Police Chiefs, and the Chief of the Municipal Police Departments directly under the Central Government shall organize the implementation of this Decision according to their functions and tasks./.
