DIRECTIVE

regarding the implementation of the Code of Conduct for Government Offices issued together with Decision No. 129/2007/QĐ-TTg dated August 2, 2007 of the Prime Minister inagencies and organizations under the Ministry of Home AffairsOn August 2, 2007, the Prime Minister signed Decision No. 129/2007/QĐ-TTg promulgating the Code of Conduct for Government Offices at administrative state agencies. To strictly implement the Code of Conduct for Government Offices at administrative state agencies under the Ministry of Home Affairs, the Minister of Home Affairs requests:

1. The Legal Department shall coordinate with the Cadre and Civil Servant Organization Department and the State Administration Magazine to promptly develop plans to disseminate and publicize the contents of the Code of Conduct for Government Offices at administrative state agencies to cadres, civil servants, officials, and staff of the Ministry's agencies and units under the Ministry of Home Affairs.

2. Heads of agencies and units under the Ministry of Home Affairs shall review relevant internal regulations and rules already issued to supplement and amend them appropriately and develop plans to implement the Code of Conduct for Government Offices; they shall be responsible for organizing its implementation and reporting on the results of implementing the Code of Conduct for Government Offices at administrative state agencies according to regular work reporting procedures and consider this as one of the criteria for assessing competition within their units.

3. The Ministry Inspectorate, the Cadre and Civil Servant Organization Department, and the Ministry Office, within their respective functions and duties, shall cooperate with the Party Committee, the Trade Union Executive Board, the Communist Youth Union Executive Board, the People's Inspectorate of the Ministry of Home Affairs, and the heads of agencies and units under the Ministry to organize inspections and audits of the implementation of the provisions of the Code of Conduct for Government Offices at administrative state agencies; they shall regularly report to the leadership of the Ministry of Home Affairs according to regular work reporting procedures.

4. The Legal Department, the Ministry Office, and the Cadre and Civil Servant Organization Department shall cooperate to draft and submit to the Minister for issuance the Code of Conduct for implementing government office culture in agencies and units under the Ministry.

5. The Civil Servant - Official Department shall study and provide uniform guidelines for the design and wearing of identification cards for cadres, civil servants, and officials to submit to the Minister for consideration and issuance.

6. The Organization and Staffing Department shall study and provide uniform guidelines for the display of agency nameplates to submit to the Minister for consideration and issuance.

During the implementation process, if there are any difficulties, agencies and units under the Ministry shall promptly report to the leadership of the Ministry of Home Affairs for resolution, ensuring strict compliance with the Code of Conduct for Government Offices at administrative state agencies issued together with Decision No. 129/2007/QĐ-TTg dated August 2, 2007 of the Prime Minister.

7. During the implementation process, if there are any difficulties, agencies and units under the Ministry shall promptly report to the leadership of the Ministry of Home Affairs for resolution, ensuring strict compliance with the Code of Conduct for Public Servants issued together with Decision No. 129/2007/QD-TTg dated August 2, 2007, of the Government Prime Minister./.
