Guidelines on position allowances for Team Leader and Deputy Team Leader of Inspection Teams in the Transport Industry
On the basis of Government Decree No. Decision No. 58/2014/NĐ-CP dated June 16, 2014 of At the proposal of stipulating the functions, tasks, powers and structure the Ministry of Home Affairs;
Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of At the proposal of on salary systems for cadres, civil servants, public officials, and armed forces personnel, and Clause 3, Article 1 of Decree No. 117/2016/NĐ-CP dated July 21, 2016 of the Government amending and supplementing certain articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of At the proposal of on salary systems for cadres, civil servants, public officials, and armed forces personnel;
Pursuant to Articles 4 and 8 Government Decree No. Decree No. 57/2013/NĐ-CP dated May 31, 2013 of At the proposal of on the organization and operation of inspection teams in the transport industry;
Circular No. 03/2008/TT-BNV dated June 3, 2008, issued by the Minister of Home Affairs guiding the implementation of examination for salary grade promotion without examination for officials, civil servants, and public employees who have received retirement notice.

Article 1. Scope of Regulation
This Circular guides position allowances for leadership positions for the title of Team Leader and Deputy Team Leader of Inspection Teams in the transport industry.
Article 2. Applicability
The position allowances for leadership positions guided in this Circular apply to individuals appointed to the positions of Team Leader and Deputy Team Leader of Inspection and Safety Teams under Departments directly under the Ministry, Inspection and Safety Teams under Departments under General Departments, Inspection and Safety Teams of Sub-departments under Departments directly under the Ministry, and Inspection Teams under Provincial Department of Transport Inspection Offices under central cities.

Article 4. Principles and methods of payment for position allowances
The principles, cases eligible for receiving, ceasing to receive position allowances for leadership positions, and methods of paying position allowances for leadership positions set out in Article 2 of this Circular shall be implemented according to the guidance provided in Section II and Clause 2, Section III of Circular No. 02/2005/TT-BNV dated January 5, 2005 of the Ministry of Home Affairs guiding the implementation of position allowances for leadership positions for cadres, civil servants, and public officials.
Article 5. Effective Date
This Circular takes effect from April 1, 2017.
Article 6. Implementation Organization
1. The Minister of Transport, Chairmen of People's Committees of provinces and centrally governed cities shall organize the implementation of this Circular for agencies and units under their jurisdiction based on the guidance provided herein.
2. During the implementation process, if there are any difficulties, ministries, sectors, and localities shall report them to the Ministry of Home Affairs for study and resolution./.
