Repeals JOINT CIRCULAR No. 11/2013/TTLT-BCA-BQP-BTP-VKSNDTC-TANDTC dated November 6, 2013 issued by the Minister of Public Security, the Minister of National Defense, the Minister of Justice, the Procurator General of the Supreme People's Procuracy, and the President of the Supreme People's Court guiding the implementation of the State’s responsibility for compensation in criminal enforcement activities issued on June 22, 2015;

Pursuant to the Law BASED ON THE LAW ON THE ORGANIZATION OF THE PEOPLE'S COURTS dated November 24, 2014;

BASED ON THE LAW ON THE ORGANIZATION OF THE PEOPLE'S PROSECUTORATES dated November 24, 2014;

The Minister of Public Security, the Minister of National Defense, the Minister of Justice, the Procurator General of the Supreme People's Procuracy, and the President of the Supreme People's Court issue this JOINT CIRCULAR to abolish

CamendTO Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Issuance of Legal Normative Documents;

Pursuant to Decree No. 96/2017/NĐ-CP dated August 16, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Justice;

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

Abolish JOINT CIRCULAR No. 11/2013/TTLT-BCA-BQP-BTP-VKSNDTC-TANDTC dated November 6, 2013 issued by the Minister of Public Security, the Minister of National Defense, the Minister of Justice, the Procurator General of the Supreme People's Procuracy, and the President of the Supreme People's Court guiding the implementation of the State’s responsibility for compensation in criminal enforcement activities.

This Circular takes effect from January 25, 2026.
