Repealing certain regulatory legal documents
ISSUED BY THE MINISTER OF HOME AFFAIRS

Pursuant to the Law ISSUING LEGAL REGULATORY DOCUMENT ON JUNE 22, 20205;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;
Pursuant to Decree No. 34/2017/NĐ-CP dated April 3, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
BASED ON DECREE NO. 30/2020/NĐ-CP OF MARCH 5, 2020 OF THE GOVERNMENT ON DOCUMENT MANAGEMENT WORK;
At the proposal of the Director of the General Office for Archives;
THE MINISTER OF HOME AFFAIRS ISSUES THIS CIRCULAR TO REVOKE CERTAIN LEGAL REGULATORY DOCUMENTS ISSUED BY THE MINISTER OF HOME AFFAIRS.
This Circular takes effect from January 25, 2026.
THE FOLLOWING ENTIRE LEGAL REGULATORY DOCUMENTS ISSUED BY THE MINISTER OF HOME AFFAIRS ARE HEREBY REVOKED:
1. CIRCULAR NO. 01/2011/TT-BNV OF JANUARY 19, 2011 OF THE MINISTRY OF HOME AFFAIRS GUIDING THE FORM AND TECHNIQUE FOR PREPARING ADMINISTRATIVE DOCUMENTS.
2. CIRCULAR NO. 07/2012/TT-BNV OF NOVEMBER 22, 2012 OF THE MINISTRY OF HOME AFFAIRS GUIDING THE MANAGEMENT OF DOCUMENTS, THE ESTABLISHMENT OF FILES, AND THE SUBMISSION OF FILES AND DOCUMENTS TO THE ARCHIVES OF THE ORGANIZATION.
3. CIRCULAR NO. 01/2019/TT-BNV OF JANUARY 24, 2019 OF THE MINISTRY OF HOME AFFAIRS PROVIDING THE PROCEDURE FOR EXCHANGE, STORAGE, AND PROCESSING OF ELECTRONIC DOCUMENTS IN DOCUMENT MANAGEMENT WORK, BASIC FUNCTIONS OF THE ELECTRONIC DOCUMENT MANAGEMENT SYSTEM IN THE PROCESS OF HANDLING BUSINESS OF ORGANIZATIONS.
Article 2. Effective Date
This Circular takes effect from June 15, 2020.
Article 3. Implementation Organization
THE NATIONAL ARCHIVES AND RECORDS ADMINISTRATION, HEADS OF UNITS UNDER THE MINISTRY OF HOME AFFAIRS, AND RELATED ORGANIZATIONS, ENTITIES, AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
