ABOLISHING CERTAIN LEGAL DOCUMENTS ISSUED BY THE MINISTER OF FOREIGN AFFAIRS

Based on the Law on Enactment of Legislative Acts dated June 22, 2015;
Based on the Law Amending and Supplementing Certain Provisions of the Law on Enactment of Legislative Acts dated June 18, 2020;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;
On the basis of Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures to implement the Law on Enacting Legal Documents;
Pursuant to Decree No. 26/2017/NĐ-CP dated March 14, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;
Pursuant to Decree No. 29/2020/NĐ-CP dated March 3, 2020 of the Government amending Article 3 of Decree No. 26/2017/NĐ-CP dated March 14, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;
PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE DEPARTMENT OF LEGAL AFFAIRS AND INTERNATIONAL TREATIES;
After reaching consensus with the Minister of Home Affairs, the Minister of Finance, and the Minister of Labor, Invalids, and Social Affairs,
The Minister of Foreign Affairs issues this Circular abolishing certain legal documents issued by the Minister of Foreign Affairs, jointly promulgated.
This Circular takes effect from January 25, 2026.
Abolish entirely the following legal documents issued by the Minister of Foreign Affairs, jointly promulgated:
1. Decision No. 2085/2007/QĐ-NG dated August 21, 2007 of the Minister of Foreign Affairs on the issuance of the Regulation on management and use of and cost standards for cars serving state receptions;
2. Circular No. 03/2008/TT-BNG dated December 24, 2008 of the Minister of Foreign Affairs guiding the implementation of the Regulation on managing investment construction projects of Vietnamese representative offices abroad and other Vietnamese agencies abroad;
3. Circular No. 01/2009/TT-BNG dated May 22, 2009 of the Minister of Foreign Affairs stipulating the criteria for Department Heads of Foreign Affairs;
4. Joint Circular No. 01/2013/TTLT-BNG-BNV-BTC-BLĐTBXH dated May 8, 2013 of the Minister of Foreign Affairs, the Minister of Home Affairs, the Minister of Finance, and the Minister of Labor, Invalids, and Social Affairs guiding the implementation of Clause 3, Article 1 of Decree No. 48/2012/NĐ-CP dated June 4, 2012 of the Government amending and supplementing certain articles of Decree No. 157/2005/NĐ-CP dated December 23, 2005 of the Government stipulating certain benefits for officials and civil servants working overseas during their term of office.
Article 2. Effective Date
This Circular takes effect from August 1, 2021.
Article 3. Responsibility for Implementation
Director of the Department of Legal Affairs and International Treaties, Heads of Departments and Units under the Ministry of Foreign Affairs, and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.
