CIRCULAR
Guidelines for certain contents for localities to issue policies
rewarding and supporting groups and individuals
who perform well in population work

Pursuant to the Law on Legislative Documents dated June 22, 2015;
Pursuant to the Population Ordinance dated January 9, 2003;
Pursuant to the Ordinance amending Article 10 of the Population Ordinance dated December 27, 2008;
Pursuant to Decree No. 104/2010/NĐ-CP dated September 16, 2003 of the Government detailing and guiding the implementation of certain provisions of the Population Ordinance;
Based on the review opinion in Circular No. 1731/TCTK-TTDL dated November 22, 2021 of the General Statistics Office, the Ministry of Planning and Investment;
On the proposal of the Director General of the General Office of Population and Family Planning;
The Minister of Health issues this Circular guiding certain contents for localities to formulate policies rewarding and supporting groups and individuals who perform well in population work.
Article 1. Scope of Regulation
This Circular guides certain contents for localities to base on when formulating policies encouraging: rewarding and supporting with money or goods for groups and individuals who perform well in population work.
Article 2. Subjects eligible for encouragement and support with money or goods
Groups and individuals performing well in population work include:
1. Groups: Villages, hamlets, ấp, bản, buôn, bon, phum, sóc, residential wards, neighborhoods, blocks, khóm, small districts, and equivalents (referred to collectively as villages); communes, towns (referred to collectively as communes) performing well in population work;
2. Individuals: Vietnamese citizens residing within the territory of Vietnam performing well in population work.
Article 3. Certain contents for encouraging the maintenance of a stable replacement fertility rate
1. In provinces belonging to high fertility regions according to the Prime Minister's Decision
a) Groups:
- Villages achieving three consecutive years without anyone having three or more children are proposed for commendation by the People's Committee at the commune level accompanied by monetary or material support.
- Villages achieving five consecutive years without anyone having three or more children are proposed for commendation by the People's Committee at the district level accompanied by encouragement and support in the form of monetary or material assistance.
- Communes achieving three consecutive years without anyone having three or more children are proposed for commendation by the People's Committee at the district level accompanied by monetary or material support.
- Communes located in mountainous, border, island, ethnic minority, difficult, and extremely difficult areas, with high fertility rates, achieving one year without anyone having three or more children are proposed for commendation by the People's Committee at the district level accompanied by monetary or material support.
- Communes achieving five consecutive years without anyone having three or more children are proposed for commendation by the People's Committee at the provincial level accompanied by monetary or material support.
b) Individuals:
- Women of reproductive age who have two children and voluntarily use long-term contraception methods (sterilization, intrauterine device, contraceptive implant) are encouraged and supported with monetary or material assistance.
- Population mobilizers and health workers in village-level units who achieve and exceed targets for mobilizing women of reproductive age who have two children and voluntarily use long-term contraception methods are encouraged and supported with monetary or material assistance.
2. In provinces belonging to low fertility regions according to the Prime Minister's Decision
a) Groups
- Communes achieving three consecutive years with a ratio of 60% of couples of reproductive age having two children are proposed for commendation by the People's Committee at the district level accompanied by monetary or material support.
- Communes achieving five consecutive years with a ratio of 60% of couples of reproductive age having two children are proposed for commendation by the People's Committee at the provincial level accompanied by monetary or material support.
b) Individuals
Based on actual conditions, localities select and decide on rewards and support in the form of money or goods for women who have two children before the age of 35.
3. In provinces belonging to replacement fertility regions according to the Prime Minister's Decision:
Based on population policy objectives and actual conditions, to maintain a stable replacement fertility rate, localities select and decide on specific contents to encourage and support groups and individuals as stipulated in Clause 1 and Clause 2 of this Article.
Article 4. Some Encouragement Contents for Controlling Imbalances in Sex Ratios at Birth
1. Collectives
A commune that achieves 100% of its villages having contents on controlling imbalances in sex ratios at birth included in village regulations proposed to the People's Committee of the district for one-time commendation accompanied by financial or in-kind support.
2. Individuals
Based on demographic policy objectives and practical experience, to control imbalances in sex ratios at birth, localities select and decide on specific contents to encourage and support couples who commit to having two children only, such as honoring and publicizing good parenting, healthy child-rearing, and academic success; waiving or reducing school fees, supporting the purchase of health insurance for students; providing milk for schoolchildren, and other appropriate forms and contents.
Article 5. Some Encouragement Contents for Improving Population Quality
1. Prenatal and Neonatal Screening
a) Pregnant women and newborns from households classified as poor, near-poor, social welfare beneficiaries; living in areas contaminated with dioxins, mountainous regions, border areas, islands, ethnic minority regions, difficult and extremely difficult areas shall be supported to implement prenatal screening (pre-natal screening) and neonatal screening (neonatal screening) and receive financial support (if applicable).
b) Population collaborators and healthcare workers in villages that achieve and exceed targets for mobilizing participants to undergo prenatal and neonatal screening shall be commended and supported with financial or in-kind rewards.
2. Elderly Health Care
a) Groups
- A commune that achieves 100% of its elderly population holding health insurance cards, having health monitoring files established and regular health check-ups conducted shall be recommended for one-time commendation by the People's Committee of the district accompanied by financial or in-kind support.
- Based on demographic policy objectives and practical experience, to ensure adaptation to an aging population and elderly health care, localities select and decide on encouraging and supporting the development of various types of health, cultural, and recreational clubs for the elderly in the community; expanding various types of elderly health care services in the community and other suitable contents.
b) Individuals
Population collaborators and healthcare workers in villages that achieve and exceed targets for mobilizing and monitoring health care for the elderly in families and communities shall be commended and supported with financial or in-kind rewards.
Article 6. Financial Resources
The funds for implementing encouragement, commendation, and financial or in-kind support for collectives and individuals effectively performing population work shall be sourced from local government budgets and other lawful financial resources as prescribed.
Article 7. Implementation Organization
1. The General Department of Population and Family Planning is responsible for guiding provincial-level Health Departments in implementing this Circular.
2. Based on the guidance provided in this Circular, the Health Department shall take the lead and coordinate with relevant departments, agencies, and units to advise and propose the Provincial People's Committee to issue contents on encouragement, commendation, and levels of financial or in-kind support for collectives and individuals effectively implementing local population policies.
Article 8. Effective Date
This Circular takes effect from March 10, 2021.
During the implementation process, if there are any difficulties, it is requested that relevant agencies, organizations, and individuals promptly report them to the Ministry of Health (General Department of Population and Family Planning) for consideration and resolution./.
