Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant toLaw on Information Technology dated June 29, 2006;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical RegulationsandDecree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 17/201Pursuant to Decree No. 43/2017/NĐ-CP dated April 14, 2017 of the Government17Article 1. This Circular stipulates regulations on receiving citizens, handling and resolving complaints, reports, petitions, and reflections of the Ministry of Information and Communication including: citizen reception work; receipt, handling, and resolution of complaints, reports, petitions, and reflections; ensuring conditions for citizen reception, complaint resolution, petition resolution, reflection resolution; management of complaint and report resolution work and reporting systems.02, 201Pursuant to Article 7 of the Government Decree No. 71/2013/ND-CP dated August 14, 2013 detailing and guiding the implementation of a number of articles of the Law on Information Technology regarding the application of information technology in state administrative activities;

Pursuant to Decision No. 20/2020/QĐ-TTg dated July 22, 2020 of the Prime Minister on electronic identifier codes of agencies and organizations serving connection and data sharing with ministries, sectors, and localities;

Pursuant to the proposal of the Director of the Science and Technology Department,

Article 1. Amending and supplementing some articles of Circular No. 21/2023/TT-BTTTT dated December 31, 2023 of the Ministry of Information and Communications on functions and technical features of the Administrative Procedure Handling Information System at the ministerial and provincial levels (hereinafter referred to as Circular No. 21/2023/TT-BTTTT) as follows: The Ministry of Information and Communications issues this Circular Amending Circular 1:2022 QCVN 102:2016/BTTTT National Technical Regulation on structure of identification code and data format of message for interconnection of document management andđadministration.

Article 1. Issued together with this Circular is "Amending Circular 1:2022 QCVN 102:2016/BTTTT National Technical Regulation on structure of identification code and data format of message for interconnection of document management and administration systems".

Article 2. This Circular takes effect from September 15, 2022.

Article 3. The Director of the Office, Heads of Science and Technology Department, Director of the Informationization Bureau, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications, and relevant organizations and individuals are responsible for implementing this Circular./.

Foreword

Amending Circular 1:2022 QCVN 102:2016/BTTTT amends and supplements certain provisions of QCVN 102:2016/BTTTT.

Amending Circular 1:2022 QCVN 102:2016/BTTTT was compiled by the Informationization Bureau, reviewed by the Science and Technology Department, examined by the Ministry of Science and Technology, and issued together with Circular No. 01/2022/TT-BTTTT dated February 17, 2022 by the Minister of Information and Communications.

1. Amend and supplement the references at "1.3. References" as follows:

"1.3. References

Decision No. 124/QĐ/TTg dated July 8, 2004 of the Prime Minister on the issuance of the List and Codes of Administrative Units of provinces and centrally governed cities up to June 30, 2004.

Decision No. 20/2020/QĐ-TTg dated July 22, 2020 of the Prime Minister on electronic identifier codes of agencies and organizations serving connection and data sharing with ministries, sectors, and localities.

2. Amend "1.4.4. Electronic Identifier Code" at "1.4. Definitions" as follows:

"1.4.4. Electronic Identifier Code

The electronic identifier code includes: Electronic identifier code of ministries, sectors, and localities; Electronic identifier code of enterprises, cooperatives, and individual households; and Electronic identifier code of other agencies and organizations as prescribed in Article 4, Article 5, and Article 6 of Decision No. 20/2020/QĐ-TTg."

3. Repeal "1.4.6. Level 1 Unit" and "1.4.7. Level 2, 3, and 4 Units" at "1.4. Definitions".

4. Amend and supplement "2.1. Structure of Electronic Identifier Code" as follows:

"2.1. Structure of Electronic Identifier Code

2.1.1. Structure of Electronic Identifier Code of Ministries, Sectors, and Localities

As prescribed in Article 4 of Decision No. 20/2020/QĐ-TTg dated July 22, 2020 of the Prime Minister on electronic identifier codes of agencies and organizations serving connection and data sharing with ministries, sectors, and localities and related guidance documents for Decision No. 20/2020/QĐ-TTg.

2.1.2. Structure of Electronic Identifier Code of Enterprises, Cooperatives, and Individual Households

As prescribed in Article 5 of Decision No. 20/2020/QĐ-TTg dated July 22, 2020 of the Prime Minister on electronic identifier codes of agencies and organizations serving connection and data sharing with ministries, sectors, and localities and related guidance documents for Decision No. 20/2020/QĐ-TTg.

2.1.3. Structure of Electronic Identifier Code of Other Agencies and Organizations

Pursuant to Article 6 of Decision No. 20/2020/QĐ-TTg dated July 22, 2020 of the Prime Minister on the electronic identification code of agencies and organizations for connecting and sharing data with ministries, sectors, localities, and guiding documents for Decision No. 20/2020/QĐ-TTg.

5. Amend and supplement Point a at "2.2.2.1.1. edXML:From" as follows:

“a) edXML:Organld

Description: The electronic identification code of the agency or organization sending/issuing the document.

Status: Mandatory.

Format: String type with a maximum length of 35 characters.

NOTE: In cases where multiple agencies issue the document, this information field contains the electronic identification code of the leading agency issuing the document.”

6. Amend and supplement Point a at "2.2.2.1.2. edXML:To" as follows:

“a) edXML:OrganId

Description: The electronic identification code of the agency or organization receiving the document. In cases where the recipient is an individual outside the system of the issuing/agency sending the document, this information field contains the electronic identification code of the agency managing the account used in the system of the individual receiving the document.

Status: Mandatory.

Format: String type with a maximum length of 35 characters.”

7. Amend and supplement Point b at "2.2.2.1.5. edXML:DocumentType" as follows:

b) edXML:TypeName

Description: Names of types of normative legal documents. Includes the following types:

Status: Optional.

Format: String type with a maximum length of 100 characters.

NOTE: The default value of this field is Official Letter.

8. Repeal Clause 4.2 of "4. Provisions on Management".

9. Repeal Appendix A and Appendix D.

10. Amend and supplement Appendix B as follows:

Guidelines for common inspection diagrams

B.1. Diagram for connecting systems to be inspected with package extraction tool

Diagram for connecting the management system of normative legal documents to be inspected with the package extraction tool to create an edXML file for inspection purposes.

To inspect the edXML package, it is necessary to use a tool to extract packages from the management system of normative legal documents or intermediary system (hereinafter referred to as the package extraction tool). Figures B.1 and B.2 illustrate how to connect systems to be inspected with the package extraction tool.

B.2. Explanation of the diagram

- When extracting packages from the management system of normative legal documents, use Figure B.1.

- When extracting packages from the intermediary system, use Figure B.2.

- Package extraction tool:

+ The package extraction tool is a software. This software provides connection modules and technical specifications accompanying it for the management systems of normative legal documents or intermediary systems to be inspected to connect to the tool;

+ The package extraction tool has basic functions including: Receiving packages (receiving documents); exporting received packages into edXML files for inspection; reading and displaying packages on the screen for reviewing packages; notification functions and other extended functions.

+ The package extraction tool uses the electronic identification code of agencies and organizations as prescribed in this standard to receive incoming documents.

- Connection module: The connection module to connect different management systems of normative legal documents or different intermediary systems to the package extraction tool.

B.3. Implementing package capture

- The package extraction tool plays the role of receiver.

- Capturing and extracting packages sent from the management system of normative legal documents:

+ The management system of normative legal documents sends documents to the package extraction tool (it can send to one or multiple agencies).

+ The package extraction tool receives the package sent by the management system of normative legal documents and uses the function to export the package into an edXML file for inspection.

- Capturing and extracting packages sent from the intermediary system:

+ The management system of normative legal documents sends documents to the package extraction tool through the intermediary system (it can send to one or multiple agencies).

+ The intermediary system forwards the document received from the management system of normative legal documents to the package extraction tool.

+ The package extraction tool receives the package sent by the intermediary system and uses the function to export the package into an edXML file for inspection.

- The extracted edXML file serves as the basis for inspection units to evaluate the package in accordance with the standard.”
