Decree No. 09/Decree No. 249/2019/NĐ-CP dated January 24, 2019 of the Government on the reporting system of administrative agencies;
Decree No. 47/2020/NĐ-CP dated April 9, 2020 of the Government on Management, Connection, and Sharing of Digital Data of State Agencies;

The Minister of Construction issues this Circular to stipulate the periodic reporting system within the scope of state management of the Ministry of Construction.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
Article 1. This Circular stipulates the periodic reporting system within the scope of state management of the Ministry of Construction, including: entities responsible for reporting, receiving agencies, contents of reports, frequency of reporting, procedures and deadlines for submitting reports, responsibilities of agencies and organizations in implementing the reporting system.
Article 2. In addition to the periodic reporting systems prescribed in this Circular, other periodic reporting systems within the functional management scope of the Ministry of Construction shall be implemented in accordance with regulations set forth in relevant documents issued by competent authorities.
Article 2. Applicability
1. Ministries, ministerial-level agencies, and agencies under the Government (hereinafter referred to as ministries or sectors).
2. People's Committees of provinces and centrally governed cities (hereinafter referred to as provincial People's Committees).
3. People's Committees of districts, towns, and cities under provinces and centrally governed cities (hereinafter referred to as district People's Committees).
4. Construction Departments of provinces and centrally governed cities; Planning and Architecture Departments (for Hanoi City and Ho Chi Minh City); and related organizations involved in the implementation of the periodic reporting system within the scope of state management of the Ministry of Construction.
Article 3. General Principles and Requirements for Implementing the Periodic Reporting System
1. Adherence to principles and requirements for issuing the periodic reporting system as stipulated in Articles 5 and 11 of Decree No. 09/2019/NĐ-CP dated January 24, 2019 of the Government on the reporting system of administrative agencies (hereinafter referred to as Decree No. 09/2019/NĐ-CP).
2. Ensuring clarity, transparency, provision, and sharing of report information and data, security, safety, and confidentiality according to legal provisions; ensuring the applicability of information technology to meet the requirements of the National Reporting Information System.
Article 4. Requirements for Agencies and Organizations Submitting Reports
1. Collecting, summarizing, and updating report information and data to ensure completeness, accuracy, and timely submission as required.
2. Promptly adjusting and supplementing information and data upon request when the receiving agency returns the report through the Ministry of Construction's Reporting Information System.
Article 5. Requirements for Receiving Agencies
1. Checking, summarizing information and data from submitted reports, approving them, and reporting to the competent authority.
2. Promptly returning, guiding, and requesting the submitting agency to adjust and supplement reports that do not meet completeness and accuracy requirements.
Article 6. Methods of Submitting and Receiving Reports
Depending on the actual conditions of the submitting agencies and organizations, reports may be submitted using one of the following methods:
1. In cases where reporting forms have been digitized on the Ministry of Construction's Reporting Information System, units must submit their reports through the system in accordance with the specified timeframes.
2. In cases where reporting forms have not been digitized or if there are technical issues with the reporting information system, reports shall be submitted and received via the National Electronic Document Interconnection Trunk or other methods as prescribed by law.
3. In cases where agencies and organizations submit reports electronically or in paper form to meet the specified timeframe, they must subsequently update the reports on the Ministry of Construction's Reporting Information System for management and data exploitation purposes.
Article 7. Signing the report
The agency submitting reports in electronic document form or through the Information Reporting System shall sign the report and accompanying forms, as well as the data package on the System, in accordance with the provisions of the law.
Chapter II
REGIME OF PERIODIC REPORTS WITHIN THE SCOPE OF STATE MANAGEMENT OF THE MINISTRY OF CONSTRUCTION
Section 1. INVESTMENT AND CONSTRUCTION SECTOR
Article 8. Report on the management situation of investment construction activities
1. Basis for reporting: As stipulated in Clause 8, Article 109 of Decree No. 15/2021/NĐ-CP of the Government dated March 3, 2021 on project management of investment construction works.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports: Sectoral construction management ministries and provincial People's Committees shall submit reports to the Ministry of Construction no later than December 20 each year for consolidation and monitoring.
3. Content required for reporting: In accordance with Form No. 001 and Form No. 002 of the Appendix issued together with this Circular.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 9. Report on the quality situation, quality management work of construction projects, and safety management during construction
1. Basis for reporting: As stipulated in Clause 2 and Clause 7, Article 52 of Decree No. 06/2021/NĐ-CP dated January 26, 2021 of the Government detailing certain contents regarding quality management, construction work, and maintenance of construction projects.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
Sectoral construction management ministries and provincial People's Committees are responsible for submitting reports to the Ministry of Construction before December 15 each year for consolidation and monitoring.
3. Content required for reporting: In accordance with Form No. 003 and Form No. 004 of the Appendix issued together with this Circular.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 10. Report on technical safety inspection activity situations
1. Basis for reporting: As stipulated in Clause 2, Article 44 of Decree No. 44/2016/NĐ-CP dated May 15, 2016 of the Government detailing certain provisions of the Labor Safety and Health Law on technical safety inspection activities, safety training, and labor health environment monitoring.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
Technical safety inspection organizations are responsible for submitting reports to the Ministry of Construction before December 15 each year for consolidation and monitoring.
3. Content required for reporting: In accordance with the Form at Appendix Id issued together with Decree No. 44/2016/NĐ-CP dated May 15, 2016 of the Government detailing certain provisions of the Labor Safety and Health Law on technical safety inspection activities, safety training, and labor health environment monitoring.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Section 2. URBAN DEVELOPMENT AND INFRASTRUCTURE SECTOR
Article 11. Report on urban development situation
1. Basis for reporting: As stipulated in Clause 7, Article 46 of Decree No. 11/2013/NĐ-CP dated January 14, 2013 of the Government on urban development investment management.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
Provincial Construction Departments and Planning and Architecture Departments (for Hanoi City and Ho Chi Minh City) are the lead agencies to prepare reports submitted to provincial People's Committees for provincial People's Committees to submit the results of the reports to the Ministry of Construction for monitoring and consolidation no later than June 20 and December 20 of each reporting period.
3. Content required for reporting: In accordance with Form No. 005 and Form No. 006 of the Appendix issued together with this Circular.
4. Frequency of reporting: Six months, one year.
5. Time for finalizing the data for reporting: As stipulated in Clause 3 and Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 12. Report on Green Urban Development Construction
1. Basis for reporting: In accordance with the provisions of Article 8 of Circular No. 01/2018/TT-BXD dated January 5, 2018, issued by the Minister of Construction regarding green urban development construction indicators.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
a) For centrally-administered cities: The Department of Construction shall be responsible for submitting the report to the People's Committee of the city, the Department of Planning and Investment; the Department of Planning and Architecture (for Hanoi and Ho Chi Minh City) to serve as the basis for implementing activities as prescribed and submit to the Ministry of Construction for monitoring and consolidation no later than December 20 each year.
b) For provincial-level towns and townships under districts within provinces: The People's Committee at the district level shall be responsible for submitting the report to the lead agency designated by the Provincial People's Committee, while also submitting to the Department of Construction to serve as the basis for implementing activities as prescribed; the Department of Construction shall be responsible for submitting to the Ministry of Construction for monitoring and consolidation no later than December 20 each year.
3. Content required for reporting: According to Model 3 attached to Circular No. 01/2018/TT-BXD dated January 5, 2018, issued by the Minister of Construction regarding green urban development construction indicators.
4. Reporting frequency: Annually and over a five-year period.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 13. Report on Urban Green Tree Management Situation
1. Basis for reporting: In accordance with Clause 4, Article 23 of Decree No. 64/2010/NĐ-CP dated June 11, 2010, issued by the Government on urban green tree management.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
The People's Committee at the district level shall be responsible for submitting the report to the Department of Construction on the situation of trees under its management; the Department of Construction shall consolidate and submit the report to the Provincial People's Committee and the Ministry of Construction no later than December 20 each year.
3. Content required for reporting: According to Model 007 of the Appendix attached to this Circular.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 14. Report on Water Supply Production and Business Operations and Ensuring Safe Water Supply
1. Basis for reporting: In accordance with Article 7 of Circular No. 08/2012/TT-BXD dated November 21, 2012, issued by the Minister of Construction guiding the implementation of safe water supply assurance.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
The water supply unit shall be responsible for submitting the report to the Provincial Safe Water Supply Steering Committee and the Department of Construction on the situation of water supply production and business operations and ensuring safe water supply; the Department of Construction shall consolidate and submit the report to the Provincial People's Committee and the Ministry of Construction no later than December 20 each year.
3. Content required for reporting: According to Model 008 of the Appendix attached to this Circular.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 15. Report on Sewage Management and Wastewater Treatment Situation
1. Basis for reporting: In accordance with Clause 6, Article 46 of Decree No. 80/2014/NĐ-CP dated August 6, 2014, issued by the Government on sewage management and wastewater treatment.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
The sewage management unit shall be responsible for submitting the report to the Department of Construction on the situation of sewage management and wastewater treatment under its jurisdiction; the Department of Construction shall consolidate and submit the report to the Provincial People's Committee and the Ministry of Construction no later than December 20 each year.
3. Content required for reporting: According to Model 009 of the Appendix attached to this Circular.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 16. Report on the Establishment and Management of Underground Infrastructure Database of Urban Areas
1. Basis for reporting: In accordance with Clause 2, Clause 3 of Article 3 of Circular No. 11/2010/TT-BXD dated August 17, 2010, issued by the Minister of Construction guiding the management of underground infrastructure database of urban areas.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
The People's Committee at the district level shall be responsible for submitting the report to the Department of Construction on the situation of establishing and managing the underground infrastructure database under its jurisdiction; the Department of Construction shall consolidate and submit the report to the Ministry of Construction no later than December 20 each year.
3. Content required for reporting: According to Model 0010 of the Appendix attached to this Circular.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 17. Report on the situation of construction, management, and use of cemeteries and crematoria
1. Reporting entity: As stipulated in Clause 4, Article 31 of Decree No. 23/2016/NĐ-CP dated April 5, 2016 of the Government on construction, management, and use of cemeteries and crematoria.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
The provincial People's Committee shall submit a report to the Ministry of Construction on the situation of construction, management, and use of cemeteries and crematoria within its province no later than December 20 each year.
3. Content required for the report: In accordance with Model No. 0011 of the Appendix issued together with this Circular.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 18. Report on the situation of management and operation of urban public lighting systems
1. Reporting entity: As stipulated in Point b, Clause 2, Article 24 of Decree No. 79/2009/NĐ-CP dated September 28, 2009 of the Government on urban lighting management.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
The unit managing and operating the urban public lighting system shall submit a report to the urban authority and the specialized agency responsible for the management and operation of the urban public lighting system no later than December 20 each year.
3. Content required for the report: In accordance with Models No. 0012 and 0013 of the Appendix issued together with this Circular.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Section 3. FIELD OF MANAGEMENT AND DEVELOPMENT OF HOUSING AND REAL ESTATE MARKET
Article 19. Comprehensive report on social housing projects for low-income individuals/industrial workers in the locality
1. Reporting entity: As stipulated in Clause 6, Article 30 of Decree No. 100/2015/NĐ-CP dated October 20, 2015 of the Government on development and management of social housing; Clause 4, Article 15 and Clause 2, Article 16 of Circular No. 09/2021/TT-BXD dated August 16, 2021 of the Minister of Construction guiding the implementation of certain provisions of Decree No. 100/2015/NĐ-CP dated October 20, 2015 of the Government on development and management of social housing and Decree No. 49/2021/NĐ-CP dated April 1, 2021 amending and supplementing certain articles of Decree No. 100/2015/NĐ-CP dated October 20, 2015 of the Government on development and management of social housing.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
The Department of Construction shall submit reports to the provincial People's Committee and the Ministry of Construction no later than June 20 and December 20 of each reporting period.
3. Content required for the report: In accordance with Models No. 0014, 0015, and 0016 of the Appendix issued together with this Circular.
4. Frequency of report submission: Every six months, annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 3 and Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 20. Report on the situation of management of state-owned housing
1. Reporting entity: As stipulated in Article 47 of Decree No. 99/2015/NĐ-CP dated October 20, 2015 of the Government detailing and guiding the implementation of certain provisions of the Housing Law.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
a) The unit managing and operating housing shall submit a report to the housing management agency no later than December 15 each year;
b) The housing management agency shall submit a report to the representative agency of the owner of the housing being managed no later than December 18 each year;
c) The provincial People's Committee, ministries, sectors, and central agencies managing state-owned housing shall submit a report to the Ministry of Construction on the situation of management and use of housing under their jurisdiction no later than December 20 each year.
d) The Ministry of Construction shall compile and submit a report to the Prime Minister on the situation of management and use of state-owned housing nationwide no later than December 25 each year.
3. Content required for the report: In accordance with Models No. 0017 and 0018 of the Appendix issued together with this Circular.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 21. Report on the situation of housing ownership in Vietnam of foreign organizations and individuals
1. Basis for reporting: As prescribed in Article 79 of Decree No. 99/2015/NĐ-CP dated October 20, 2015 of the Government detailing and guiding the implementation of certain provisions of the Law on Housing.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
The Department of Natural Resources and Environment shall submit reports to the Ministry of Construction, the Ministry of Natural Resources and Environment, and the Department of Construction regarding the situation of housing ownership by foreign organizations and individuals within the province; the Department of Construction shall compile and report to the Ministry of Construction no later than June 20 and December 20 each year.
3. Content required for reporting: In accordance with Form No. 0019 and Form No. 0020 attached as an appendix to this Circular.
4. Frequency of reporting: Six months, one year.
5. Time for finalizing the data for reporting: As stipulated in Clause 3 and Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 22. Report on the management and use of official housing by Ministries, sectors, central agencies, and provincial People's Committees
1. Reporting entity: As stipulated in Article 47 of Decree No. 99/2015/NĐ-CP dated October 20, 2015 of the Government detailing and guiding the implementation of certain provisions of the Housing Law.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
Ministries, sectors, central agencies, and provincial People's Committees shall submit reports to the Ministry of Construction on the management of official housing no later than December 20 each year.
3. Content required for reporting: In accordance with Form No. 0021 and Form No. 0022 attached as an appendix to this Circular.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 23. Report on the management and arrangement for leasing of official housing by the official housing management agency
1. Reporting entity: As stipulated in Article 47 of Decree No. 99/2015/NĐ-CP dated October 20, 2015 of the Government detailing and guiding the implementation of certain provisions of the Housing Law.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
By no later than June 20 and December 20 of each reporting period, the official housing management agency shall submit reports to the representative of the owner of official housing for consolidation and reporting to the competent authority.
3. Content required for reporting: In accordance with Form No. 0023 attached as an appendix to this Circular.
4. Frequency of report submission: Every six months, annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 3 and Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 24. Report on the results of implementing policies to support housing for poor households and near-poor households in poor districts under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period
1. Basis for reporting: As prescribed in point e, Clause 2, Article 8 of Circular No. 01/2022/TT-BXD dated June 30, 2022 of the Minister of Construction on guiding the implementation of support for housing for poor households and near-poor households in poor districts under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
Provincial People's Committees with poor districts, which have been approved by the competent authority, must submit quarterly reports no later than the last day of the quarter and annual reports no later than December 20 each year, summarizing the results of implementation to be submitted to the Ministry of Construction for consolidation and submission to the Ministry of Labor, Invalids and Social Affairs for reporting to the Government and the Prime Minister.
3. Content required for reporting: Quarterly reports according to the form prescribed in Appendix V and annual reports according to the form prescribed in Appendix VI attached to Circular No. 01/2022/TT-BXD dated June 30, 2022 of the Minister of Construction on guiding the implementation of support for housing for poor households and near-poor households in poor districts under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.
4. Frequency of reporting: Quarterly and annually.
5. Time for finalizing data for reporting: As prescribed in Clause 2 and Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Section 4. FIELD OF BUILDING MATERIAL MANAGEMENT
Article 25. Report on the situation of exporting construction materials
1. Basis for reporting: As prescribed in Article 5 of Circular No. 04/2021/TT-BXD dated June 30, 2021 of the Minister of Construction guiding the export of construction materials.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
Export enterprises of construction materials must prepare periodic annual reports to submit to the Department of Construction for reporting to the provincial People's Committee (where the enterprise has export activities). The provincial People's Committee shall submit reports on the situation of exporting construction materials before December 20 each year to the Ministry of Construction for consolidation and reporting.
3. Content required for reporting: In accordance with the form prescribed in Appendix II of Circular No. 04/2021/TT-BXD dated June 30, 2021 of the Minister of Construction guiding the export of construction materials.
4. Frequency of reporting: Annually.
5. Time for finalizing data for reporting: As prescribed in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Article 26. Report on the situation of activities in the construction materials sector
1. Basis for reporting: As prescribed in Clause 3, Article 14 of Decree No. 09/2021/NĐ-CP of the Government dated February 9, 2021 on management of construction materials.
2. Entities responsible for submitting reports, receiving agencies, procedures, and deadlines for submission of reports:
The People's Committee of each province shall submit the report to the Ministry of Construction no later than December 20th of each year for consolidation.
3. Content required in the report: In accordance with Model No. 0024 attached as an appendix to this Circular.
4. Frequency of reporting: Annually.
5. Time for finalizing the data for reporting: As stipulated in Clause 4, Article 12 of Decree No. 09/2019/NĐ-CP.
Chapter III
IMPLEMENTATION
Article 27. Procedure for Implementing the Regular Reporting System on the Ministry of Construction's Information Reporting System
1. The Ministry of Construction's information reporting system operates, is exploited, and maintains its operation at the address: https://baocao.xaydung.gov.vn
2. Ministries, sectors, provincial People's Committees, and related organizations are provided with accounts and guidance on their use to implement the reporting system on the Ministry of Construction's information reporting system. Each unit's account system will include types such as administrative accounts, report updating accounts, and report approval accounts sent to the Ministry of Construction.
3. Regular reports are created on the system. Individuals with accounts log into the system to access their unit's report data, update, and approve reports sent to the Ministry of Construction, and bear responsibility for the information and data in the report.
4. Steps in the reporting process:
a) Ministries, sectors, provincial People's Committees, and related organizations assign subordinate agencies and units to take charge of implementing the report. Agencies and units use digital certificates issued by service providers according to detailed implementation regulations of the Law on Electronic Transactions regarding digital signatures and digital certificate verification services to register accounts on the electronic identity exchange platform and be granted permissions on the System by the Ministry of Construction;
b) Before the deadline for each report, staff responsible for updating data log into the Ministry of Construction's information reporting system to update the assigned reports. Upon completion of the report content and data, it will be reviewed by unit leaders for approval and submission to the Ministry of Construction;
c) Leaders and staff responsible for approving reports log into the system using their approval accounts to review and approve reports sent to the Ministry of Construction;
d) Approved reports sent to the Ministry of Construction cannot be edited or have data deleted. If a unit wishes to make changes or edits, they must contact the Ministry of Construction's system administrator to return the report to the unit for modification, supplementation, and resubmission to the system;
đ) In cases where the Ministry of Construction's system administrator identifies or evaluates that the report does not meet requirements, the report will be returned to the unit for re-updating and supplementing information before resubmitting to the system;
e) The Ministry of Construction reviews and consolidates data from reporting units to the Government and the Prime Minister.
5. In cases of force majeure preventing units from submitting reports on the Ministry of Construction's information reporting system within the specified time, they shall submit reports via electronic documents or paper documents in accordance with the guidelines set out in Article 6 of this Circular.
Article 28. Responsibilities of the Ministry of Construction
1. Publish the list of regular reports stipulated in legal normative documents issued or advised by the Ministry of Construction in accordance with Clause 3, Article 30 of Decree No. 09/2019/NĐ-CP.
2. Organize reviews and evaluations of the implementation of the reporting system within its authority to amend, supplement, or propose amendments and supplements to align with the scope of the Ministry of Construction's management, meeting the principles and requirements of Decree No. 09/2019/NĐ-CP and this Circular.
3. Deploy and operate the Ministry of Construction's information reporting system; organize connections, integration, and synchronization of report data with the Government's information reporting system.
4. Monitor and urge ministries, sectors, provincial People's Committees, and related units and organizations to implement the regular reporting system within the scope of the Ministry of Construction's management.
Article 29. Responsibilities of Ministries, Sectors, Provincial People's Committees, Relevant Units, and Organizations
1. Strictly, fully, and accurately implement the procedures and deadlines of reporting systems. The information and data in reports must ensure accuracy, objectivity, truthfulness, and reflect reality.
2. Assign specialized agencies and units under Ministries, Sectors, Provincial People's Committees, and organizations to carry out reports in accordance with each reporting system. Assign competent officials, civil servants, and employees with appropriate expertise to effectively perform regular reporting tasks.
3. Immediately notify the Ministry of Construction upon discovering errors or technical issues in the Reporting Information System that affect its operations or information security.
Article 30. Effective Date
1. This Circular takes effect from March 10, 2023.
2. The following legal documents shall cease to be effective from the date this Circular comes into force:
a) Circular No. 02/2018/TT-BXD dated February 6, 2018, issued by the Minister of Construction on environmental protection during construction works and the reporting system for environmental protection activities in the Construction sector;
b) Circular No. 02/2019/TT-BXD dated July 1, 2019, issued by the Minister of Construction detailing the periodic reporting system; amending, supplementing, and replacing certain provisions of related Circulars concerning the periodic reporting system within the scope of the Ministry of Construction’s management.
3. In cases where the legal documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new legal document. Where there are different provisions regarding the submission deadlines between this Circular and other Circulars issued by the Minister of Construction before this Circular takes effect, the provisions of this Circular shall apply.
4. During implementation, if any difficulties arise, relevant agencies and units are requested to promptly report to the Ministry of Construction for research and appropriate amendments and supplements.
