Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;
Pursuant to the Government Decree No. 40/2012/NĐ-CP dated May 2, 2012 on currency issuance operations; storage and transportation of valuable assets and securities within the State Bank of Vietnam system, credit institutions, and foreign bank branches;
Pursuant to the Government Decree No. 102/2022/NĐ-CP dated December 12, 2022 on the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
At the proposal of the Director of the Currency Issuance and Treasury Department;
The Governor of the State Bank of Vietnam issues this Circular regulating the management of newly printed serial numbers of the State Bank of Vietnam.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular regulates the management of newly printed serial numbers for all types of paper money issued by the State Bank of Vietnam (hereinafter referred to as the State Bank) from the time of issuing serial number patterns, using serial number patterns during the printing process until the newly printed money is released into circulation.
Article 2. Applicability
1. Units under the State Bank: The Currency Issuance and Treasury Department, Trading Departments, State Bank branches in provinces and centrally-administered cities (hereinafter referred to as State Bank branches).
2. Printing and minting facilities.
3. Relevant agencies, organizations, and individuals.
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. Serial number pattern consists of two letters selected from the 26 letters of the alphabet (including: A, B, C, D, E, F, G, H, I, J, K, L, M, N, O, P, Q, R, S, T, U, V, W, X, Y, Z). The serial number pattern includes main patterns and auxiliary patterns.
2. Main pattern is the serial number pattern used to print on banknotes according to the annual quantity and structure of printed money.
3. Auxiliary pattern is the serial number pattern used to print on banknotes to replace damaged ones.
4. Serial number consists of the serial number pattern and a natural number sequence with the number of digits as prescribed in Clause 1, Article 5 of this Circular.
5. Markings are elements recorded on seals of new banknote packages, bundles, or other packaging methods specified by the State Bank. Markings include the printing or minting facility, type of money, serial number pattern, package number, year of production, name or code of the packager, and other factors according to the production organization procedures of the printing or minting facility.
6. Newly printed money is original sealed money from the printing or minting facility according to the packaging method specified by the State Bank.
Chapter II
SPECIFIC PROVISIONS
Article 4. Issuing Serial Number Patterns
1. The Director of the Currency Issuance and Treasury Department issues serial number patterns for each type of money to the printing or minting facilities. The quantity of main patterns issued is based on the annual quantity of printed money decided by the Governor of the State Bank; the quantity of auxiliary patterns issued is based on the economic and technical standards for printing set by the State Bank.
2. The serial number patterns issued to the printing or minting facilities are recorded on the serial number pattern issuance table and kept in the serial number pattern issuance file of the Currency Issuance and Treasury Department.
3. In case the printing or minting facility does not use up the issued serial number patterns, the facility must report to the State Bank (Currency Issuance and Treasury Department) as prescribed in Clause 1, Article 9 of this Circular.
Article 5. Principles of Serial Number Printing and Management During the Printing Process at the Printing and Minting Facilities
1. Principles of Serial Number Printing During the Printing Process
a) For types of money announced for issuance by the State Bank before 2003, the serial number consists of the serial number pattern and a seven-digit natural number sequence starting from 0000001;
b) For types of money announced for issuance by the State Bank from 2003 onwards, the serial number consists of the serial number pattern and an eight-digit natural number sequence, where the two digits adjacent to the serial number pattern are the last two digits of the year of production of the note, and the next six digits are a natural number sequence starting from 000001;
c) Each note has its own unique serial number
2. Principles of Serial Number Management During the Printing Process at the Printing and Minting Facilities
a) The printing or minting facility implements serial number printing of banknotes according to the principles stipulated in Clause 1 of this Article. If a damaged note is discovered after the serial number printing stage, the printing or minting facility must use a note with an auxiliary pattern to replace it. The principle of using auxiliary patterns for replacement is carried out according to the regulations of the printing or minting facility as prescribed in Clause 2, Article 9 of this Circular;
b) The printing or minting facility organizes the storage and management of serial number information for each type of money (including auxiliary patterns) ensuring accuracy and completeness of the elements recorded on the seals of new banknote packages, bundles, or other packaging methods specified by the State Bank, including elements such as the printing or minting facility, type of money, serial number pattern, year of production. Documentation regarding serial number patterns is stored at the printing or minting facility according to the regulations of the printing or minting facility as prescribed in Clause 2, Article 9 of this Circular.
Article 6. Management of serial numbers of newly printed currency during the process of issuing and receiving money
1. During the process of issuing and receiving newly printed money
a) The printing and minting facilities shall issue newly printed money to the State Bank of Vietnam (Currency Issuance and Treasury Department); issue and receive newly printed money among Central Treasury Departments; issue and receive newly printed money between the Central Treasury Department and the Trading Departments and State Bank branches; issue and receive newly printed money among State Bank branches.
The party issuing newly printed money must prepare a list of serial numbers for each type of money according to the provisions of point c of this clause, attached to the receipt or delivery note. The receiving party is responsible for checking and verifying the contents of the list against the actual issuance and receipt; in case of discrepancies, the receiving party must notify the issuing party to adjust and ensure consistency with the actual issuance and receipt.
b) When transferring newly printed money from the Reserve Issuance Fund to the Operational Issuance Fund at State Bank branches and vice versa, the custodian of the issuing party must prepare a list of serial numbers for each type of money according to the provisions of point c of this clause. The custodian of the receiving party is responsible for checking and verifying the contents of the list against the actual issuance and receipt; in case of discrepancies, the receiving party must notify the issuing party to adjust and ensure consistency with the actual issuance and receipt.
c) The list of serial numbers must be signed by the custodian of the issuing party and must accurately reflect the following elements: the issuing party, the receiving party, the type of money, quantity, serial number sequence, year of production, packaging symbol, bundle or package method specified by the State Bank, or other packaging methods prescribed by the State Bank. This list shall be made in two copies, each party keeping one copy.
2. Responsibilities for monitoring, managing, and storing information on serial numbers of newly printed money
a) The issuing and receiving parties are responsible for monitoring, managing, and storing information on serial numbers of newly printed money packages, bundles, or other packaging methods that have been issued and received at their units.
b) When the Trading Department, State Bank branches issue newly printed money in sealed packages to credit organizations, foreign bank branches, National Treasury, and other entities, the issuing party is responsible for managing and storing information on serial numbers of newly printed money that has been issued to these units.
Article 7. Provision of data and information
In cases where the State Bank of Vietnam (Currency Issuance and Treasury Department) requests to search for and provide data and information on serial numbers of newly printed money; request to search for the origin of newly printed money packages, bundles, or other packaging methods specified by the State Bank, related units (printing and minting facilities, Trading Department, State Bank branches) are responsible for providing timely and accurate information and bear responsibility for the data and information provided to the State Bank.
Chapter III
RESPONSIBILITIES OF UNITS
Article 8. Responsibilities of the Currency Issuance and Treasury Department
1. The Director of the Currency Issuance and Treasury Department shall implement the issuance of serial number sequences to printing and minting facilities.
2. Manage and store records of issued serial number sequences; guide and inspect the implementation of regulations stipulated in this Circular within the State Bank system, printing and minting facilities.
3. Serve as the coordinating unit with related units to provide information related to serial numbers of newly printed money to support anti-counterfeiting efforts; investigative work of security investigation agencies as prescribed by law.
4. Serve as the coordinating unit with related units to research and apply information technology in managing serial numbers of newly printed money.
Article 9. Responsibilities of printing and minting facilities
1. Within thirty working days after completing the submission of newly printed money according to the Contract between the State Bank and the printing and minting facility, the printing and minting facility shall report to the State Bank (Issue Department and Treasury) on the situation regarding the use of the serial number series issued.
2. Issue regulations on the management, use, and storage of serial number series during production at the printing and minting facility and submit them to the State Bank (Issue Department and Treasury) within ten days from the date of issuance of such regulations.
3. Provide promptly, fully, and accurately all information related to the serial numbers of newly printed money produced by the printing and minting facility to the State Bank upon request.
Chapter IV
IMPLEMENTING PROVISIONS
Article 10. Effective Date
Circular takes effect from May 14, 2024.
Decision No. 28/2007/QD-NHNN dated June 21, 2007 of the State Bank on the Issuance of Regulations on the Management of Serial Numbers of Newly Printed Money ceases to be effective from the date this Circular takes effect.
Article 11. Implementation Organization
The Director of the Office, the Director of the Issue Department and Treasury, the General Manager of the Trading Department, the Heads of units under the State Bank, the Directors of State Bank branches, and the printing and minting facilities are responsible for organizing the implementation of this Circular./.
