CIRCULAR

Regulations on economic and technical norms for information support services for tourists and community tourism development tourists and community tourism development

Pursuant to the Tourism Law dated June 19, 2017;

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, placing orders, or tendering for the provision of products and public services using state budget funds from regular expenditure;

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering goods or services, or tendering for the provision of public products and services using state budget funds from regular expenditure;

Pursuant to Decree No. 43/2025/NĐ-CP dated February 28, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Based on the proposal of the Director of the National Tourism Administration of Vietnam;

The Minister of Culture, Sports and Tourism issues this Circular regulating economic and technical norms for information support services for tourists and community tourism development.

Article 1. Scope of Regulation and Applicability

Article 1. This Circular regulates economic and technical norms for the following public services using state budget funds:

a) Information support services for tourists;

b) Information support services for community tourism development.

Article 2. This Circular applies to organizations, units, agencies organizing the services specified in Clause 1 of this Article (hereinafter referred to as public services) and other related organizations and individuals.

3. Encouraging non-governmental agencies and organizations providing public services without using state budget funds to apply economic and technical norms as prescribed in this Circular.

Article 2. General Provisions on Economic and Technical Standards

Article 3. The economic and technical norms set forth in this Circular are the maximum levels, ensuring the correct and full accounting of labor costs, machinery, equipment usage, and material usage to complete the provision of public services.

2. Job titles within the labor cost component of the standard tables are determined according to the following principles:

a) The job titles in the labor cost component of the normative table shall be applied according to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for civil servants, public officials, and armed forces personnel; Decree No. 117/2016/NĐ-CP dated July 21, 2016 of the Government amending and supplementing certain articles of Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on salary regulations for civil servants, public officials, and armed forces personnel; Decree No. 111/2022/NĐ-CP dated December 30, 2022 of the Government on contracts for certain types of work in administrative agencies and public service units, or equivalent positions approved by competent authorities;

b) In cases where the rank or grade of the job title of the personnel working in agencies and organizations does not conform to the provisions in the economic and technical norms table, the superior management agency of the public service unit shall consider and decide to apply equivalent ranks or grades of the job title of the personnel working there and actual labor costs. In these cases, labor costs must not exceed the labor costs calculated from the norms set out in this Circular.

c) For civil servants and public officials receiving salaries from the state budget who participate in implementing components of the service process of public services, the labor cost consumption norms prescribed in this Circular shall not be applied.

3. Other expenses in activities serving the provision of public services are handled as follows:

a) For expenses on purchasing materials, copyright, translating materials, updating and storing information, data, electricity, transaction phone calls, travel expenses, organizing conferences, seminars, training sessions, using infrastructure, information technology facilities, management software, office supplies (excluding A4 paper, ink, ballpoint pens, file folders), and other incidental expenses, public service units shall apply the levels already established by competent state authorities or prepare separate budgets for additional processes outside the norms for approval by competent authorities in accordance with the State Budget Law.

b) For actual expenses, procurement of goods, leasing, hiring, and subcontracting services shall be carried out in accordance with the State Budget Law. For outsourced service payment items within the tender threshold, they shall be implemented in accordance with the Tender Law.

Article 3. Content and structure of economic and technical norms

1. The content of economic and technical norms includes:

c) Consumption cost of material usage: the specific quantity of various materials needed directly to serve the provision of public services. The consumption cost in the norm is calculated based on the specific quantity of each type of material. The consumption cost of auxiliary materials is calculated at 10% of the total value of material consumption in the same normative table.

b) Depreciation on machinery and equipment used: is the period of use of each type of machinery and equipment to serve the provision of public service activities. The depreciation rate for machinery and equipment in the standard is calculated based on machine shifts, with each shift corresponding to one working day (eight hours) as stipulated in Article 105 of the Labor Code;

c) Depreciation on materials used: is the quantity of specific and necessary materials directly used to serve the provision of public service activities. The depreciation rate in the standard is calculated based on the quantity of each specific material. The depreciation rate for incidental materials is calculated at a ratio of 10% of the total value of material depreciation in the same standard table.

2. The structure of economic and technical norms includes:

a) Name of the norm;

b) Description of work content: the main work stages to implement the provision of public services;

c) Norm table, including:

- Labor cost consumption norm: rank and grade of labor, unit of measurement for consumption cost, normative consumption cost value;

- Machinery and equipment usage consumption cost norm: name of machinery or equipment, unit of measurement for consumption cost, normative consumption cost value;

- Material usage consumption cost norm: name and specifications of material, unit of measurement for consumption cost, normative consumption cost value; 

- Normative value: the numerical value of actual time spent on labor, machinery and equipment usage, and material usage during the provision of public services;

- Notes: guidance on how to calculate the norm under different technical conditions (if applicable) or to complete a workload different from the unit of measurement in the norm table.

Article 4. Forms of Providing Public Services

1. Tourist information support services shall be implemented in one or more of the following forms:

a) Providing information directly at the organization, unit, or agency providing public services.

b) Providing online information, including: proactively posting and updating information on electronic websites, applying technology, and social media pages; providing information via email and online applications upon request.

c) Providing information through telephone.

d) Providing information through automatic call centers or broadcasting systems in tourist areas and sites.

2. Community tourism development information support services shall be implemented in one or more of the forms specified in points a, b, and c of Clause 1 of this Article.

Article 5. Economic and Technical Standards for Public Services

The economic and technical standards for tourist information support services and community tourism development services are detailed in the Appendix attached to this Circular.

Article 6. Implementation Organization

1. Based on the economic and technical standards prescribed in this Circular, ministries, sectors, central agencies, People's Committees of provinces and centrally governed cities, and related agencies shall consider and decide to apply specific economic and technical standards suitable for the conditions of the public service-providing units under their management.

2. Agencies and organizations using state budget funds to provide public services shall study actual conditions and propose specific standards to the competent authority for consideration and decision-making.

Article 7. Effective Date

1. This Circular takes effect from the date 15 the 5 of 2025.

In case the legal regulations cited for application in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued amended, supplemented, or replacement regulations.

3. During implementation, if any issues arise, obstacles occur, or problems are encountered, agencies, organizations, and individuals shall report them to the Ministry of Culture, Sports and Tourism (through the National Tourism Administration) for examination and resolution./.
