CIRCULAR

Regulations on the retention period for inspection sector files and records

Cbased on the Law on Archives dated June 21, 2024;

Pursuant to Decree No. 109/2025/NĐ-CP dated May 20, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspector General;

At the proposal of the Director of the Government Inspectorate Office;

The Chief Inspector General issues this Circular to regulate the retention period for inspection sector files and records.

Article 1. Scope of Regulation

This Circular regulates the retention period for inspection sector files and records.

Article 2. Applicability

This Circular applies to agencies and units within the inspection sector and other relevant agencies, organizations, and individuals.

Article 3. Retention Period for Records and Documents

1. This Circular shall be accompanied by an appendix setting forth the retention periods for inspection sector files and records.

2. The implementation of the regulations on the retention period for files and records as stipulated in this Circular shall be carried out as follows:

a) The retention period for files and records used to determine the retention period for inspection sector files and records;

b) The specific retention period for each file and record shall not be less than the retention period specified in the accompanying appendix to this Circular.

Article 4. Effective date

This Circular takes effect from July 1, 2025.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. The Director of the Government Inspectorate Office, heads of agencies and units within the inspection sector, and other relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.

2. In the course of implementation, if there are difficulties or obstacles, agencies, organizations, units, and individuals are requested to report them to the Government Inspectorate for timely revision and supplementation to ensure compliance.
