ANNOUNCEMENT OF PORT WATER AREAS AND MARITIME ZONES BELONGING TO THE ADMINISTRATIVE TERRITORY OF HO CHI MINH CITY, TAY NINH PROVINCE, DONG THAP PROVINCE, AND THE MANAGEMENT AREA OF HO CHI MINH CITY PORT AUTHORITY
Pursuant to the Maritime Code of Vietnam dated November 25, 2015;
Pursuant to Decree No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing certain provisions of the Vietnam Maritime Code on maritime activity management and subsequent amending and supplementing decrees;
Pursuant to Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
At the proposal of the Director of the Vietnam Maritime and Inland Waterway Administration;
The Minister of Construction hereby issues this Circular announcing the port water areas and maritime zones belonging to the administrative territory of Ho Chi Minh City, Tay Ninh Province, Dong Thap Province, and the management area of Ho Chi Minh City Port Authority.
Article 1. Announcement of port water areas within the administrative territory of Ho Chi Minh City
The port water areas within the administrative territory of Ho Chi Minh City, measured from the highest tidal level, include the following areas:
1. The Ganh Rai Bay and Dong Tran Bay area with the scope:
a) Landward boundary (North): adjacent to the Soai Rap River mouth, running along the coast of Can Gio Commune to the two most protruding points of the Nghe Bai River mouth and the shore of Phu Loi Island to the two most protruding points of the Cai Me River mouth, running along the shore to point HCM1 (Vung Tau Cape) with coordinates 10°19’19,00”N, 107°04’49,00”E and point HCM2 with coordinates 10°19’14,00”N, 107°17’28,00”E.
b) Seaward boundary (East): limited by the straight line connecting point HCM2 and point HCM3 with coordinates 10°07’13,00”N, 107°17’28,00”E.
c) Seaward boundary (South): limited by the straight line connecting point HCM3 and point HCM4 with coordinates 10°07’15,00”N, 106°57’46,00”E.
d) Seaward boundary (West) and west coast of Ganh Rai Bay:
From the most protruding point of the right bank of the Soai Rap River, running along the coast of Dong Thap Province to point HCM7 with coordinates 10°16’58,00”N, 106°46’11,00”E, connecting to points HCM6 with coordinates 10°16’58,00”N, 106°52’05,00”E, HCM5 with coordinates 10°15’04,00”N, 106°57’48,00”E, and point HCM4.
2. The Nghe Bai River, Long Tau River, Nha Be River, Sai Gon River, Du River, Tac Dinh Cau Channel, and Tac Ro River area with the scope:
a) Scope at the Nghe Bai River, Long Tau River, Nha Be River, and Sai Gon River:
The boundary of the area starts from the two most protruding points of the Nghe Bai River mouth, adjacent to the Ganh Rai Bay area; from there, it runs along both banks of the Nghe Bai River and Long Tau River to the intersection between the right side of the Sai Gon River shipping channel and the right side of the Dong Tran - Go Gia shipping channel. From this intersection, the boundary continues along the right side of the Sai Gon River shipping channel and the shore of Ho Chi Minh City territory in the upstream direction of the Nha Be River, to a line perpendicular to the riverbank, 200 meters away from Oil Wharf 186. At this point, the boundary is defined from point HD5 (coordinates 10°41’48,08”N; 106°45’30,94”E), running upstream to point HD6 (coordinates 10°42’09,37”N; 106°45’13,37”E), then connecting perpendicularly to the riverbank and continuing along both banks of the Nha Be River in the upstream direction.
From the Red Light Cape confluence (intersection of Dong Nai River, Nha Be River, and Sai Gon River), it runs along both banks of the Sai Gon River to a line connected by points HCM8 (10°46’11,23”N, 106°42’18,40”E) and HCM9 (10°46’13,14”N, 106°42’29,54”E).
The Double Creek area: from the two most protruding points of Double Creek, running along both banks to the downstream boundary of the safety corridor of Phu Xuan Bridge.
b) Scope at the Du River, Tac Dinh Cau Channel, and Tac Ro River: from the two most protruding points of the Du River mouth (at the confluence of the Du River and Nghe Bai River) running along both banks of the Du River to the confluence of the Du River and Tac Dinh Cau Channel, running along both banks of Tac Dinh Cau Channel and Tac Ro River (from the confluence of Tac Dinh Cau Channel and Tac Ro River to the confluence of Tac Ro River and Long Tau River).
3. The Soai Rap River area with the scope:
From the Soai Rap River mouth area (adjacent to the Dong Tran Bay area), running along both banks of the Soai Rap River to the Bien Khanh Branch (confluence of Soai Rap River, Nha Be River, and Long Tau River).
The Dong Dien River area: from the two most protruding points of the Dong Dien River, running along both banks to the downstream boundary of the safety corridor of Dong Dien Bridge.
4. The Dong Tran River, Tac Bai - Tac Ong Cu Channel, Tac Cu Channel, and Go Gia River area with the scope:
a) From the two most protruding points of the Go Gia River mouth (at the confluence of Go Gia River, Cai Me River, and Thi Vai River), running along both banks of the Go Gia River to the upper limit boundary parallel to latitude 10°35’00”N (at the confluence of Go Gia River, Ba Gioi River, and Tac Cu Channel).
b) From the two most protruding points of Tac Cu Channel (adjacent to the confluence of Go Gia River, Ba Gioi River, and Tac Cu Channel), running along both banks in the upstream direction to the confluence of Tac Cu Channel and Dong Tran River.
c) From the two most protruding points of Tac Bai - Tac Ong Cu Channel (adjacent to the Go Gia River), running along both banks in the upstream direction to the confluence of Tac Bai - Tac Ong Cu Channel and Dong Tran River.
d) Scope at the Dong Tran River: from the two most protruding points of the Dong Tran River (adjacent to the Nghe Bai River), running along both banks in the upstream direction to point HDT2 with coordinates 10°38’34,07”N, 106°51’37,77”E, connecting perpendicularly to the right side according to the design of the Dong Tran - Go Gia shipping channel, running along the right side of the Dong Tran - Go Gia shipping channel and the shore of Ho Chi Minh City territory in the upstream direction to the confluence of Dong Tran River and Long Tau River.
5. The Cai Me River, Thi Vai River, Dinh River, Ba Creek, Ong Ben Creek, Rang River, and Thieu River area with the scope:
a) Scope at the Dinh River and Ba Creek:
From point HCM11 (southern edge of Goc Cong) with coordinates 10°25’00,00”N, 107°07’00,00”E, running along the right bank of the Dinh River through the Tra Son Seafood Company wharf bridge to the straight line boundary cutting across the river at latitude 10°26’12,50”N. From the intersection of the straight line cutting across the river at latitude 10°26’12,50”N with the left bank of the Dinh River, running along the Dinh River in the downstream direction to the most protruding point of the right bank of Ba Creek mouth. From the two most protruding points of the Ba Creek mouth, running along both banks of Ba Creek to the straight line cutting across the creek, 100 meters upstream from the edge of the Vungtau Shipyard dock (the boundary between the Vungtau Shipyard dock and the dedicated port of Vietnam Marine Safety Assurance Corporation).
b) Scope at Ong Ben Creek and Rang River:

From point HCM11 and point HCM10 with coordinates 10°26’08,00”N, 107°06’00,00”E, follow the southwestern shore of Long Son commune to the farthest protrusion of the left bank of Mr. Bền Creek.
From the two farthest protrusions of Mr. Bền Creek, run along both banks of Mr. Bền Creek upstream to the confluence of Mr. Bền Creek and River Rạng, then continue running along both banks of River Rạng to the meridian 107°03’19,75”E intersecting River Rạng.
c) Scope at River Cái Mép, River Thị Vải:
From the two farthest protrusions of River Cái Mép (adjacent to the Gulf Gành Rái area), run upstream along both banks of River Cái Mép and River Thị Vải to the uppermost part of Mr. Cò Creek (point HĐ1 with coordinates 10°36’42,70”N, 107°00’18,18”E) perpendicular to the left boundary of the Vũng Tàu - Thị Vải shipping channel, and run along the left boundary of the Vũng Tàu - Thị Vải shipping channel to the boundary of the port water area under the management of the Dong Nai Marine Port Authority at latitude 10°38’45”N.
d) Scope at River Thêu: from the confluence of River Thêu and River Cái Mép, run along both banks downstream along River Thêu to latitude 10°30’03,09”N.
6. The area before the Bình Dương Port on River Đồng Nai is limited by four points HĐ7, HĐ8, HĐ9, HĐ10 with the following coordinates:
HĐ7: 10°53’58,10”N, 106°50’14,40”E;
HĐ8: 10°54’03,40”N, 106°50’13,30”E;
HĐ9: 10°54’04,50”N, 106°50’14,00”E;
HĐ10: 10°53’56,90”N, 106°50’16,30”E.
7. The scope of River Đồng Nai:
From the confluence of Mũi Đèn Đỏ (intersection of Rivers Đồng Nai, Nhà Bè, Sài Gòn), run along both banks of River Đồng Nai to the straight line cutting across River Đồng Nai from the farthest protrusion of Tắc Thầy Bảy belonging to Ông Cồn Island to the farthest protrusion of Long Trường Ward. The boundary between River Đồng Nai and River Sau is a straight line cutting across River Sau determined by the straight line connecting two points with coordinates HĐ3 (10°46’06,69”N, 106°48’22,52”E) and HĐ4 (10°45’46,53”N, 106°48’22,11”E).
8. The area of Côn Đảo with the scope:
a) Scope at Bến Đầm Bay:
Seaward boundary: limited by straight lines connecting successively points BĐ1, BĐ2, BĐ3, and BĐ4 with the following coordinates:
BĐ1: 08°39’47,00”N, 106°32’23,00”E (northwestern tip - hòn Bà);
BĐ2: 08°42’26,00”N, 106°32’08,00”E (southwestern tip - hòn Tre Lớn);
BĐ3: 08°41’08,00”N, 106°33’13,00”E (southern tip - hòn Trác);
BĐ4: 08°41’01,00”N, 106°33’34,00”E.
Landward boundary: from point BĐ4, follow the shoreline southward to the northeastern shoreline (hòn Bà) to point BĐ1.
b) Scope at Côn Sơn Bay:
Seaward boundary: limited by straight lines connecting successively points CS1, CS2, CS3, CS4, CS5, and CS6 with the following coordinates:
CS1: 08°39’30,80”N, 106°36’10,00”E (White Rock Light);
CS2: 08°39’05,30”N, 106°37’25,10”E;
CS3: 08°40’54,20”N, 106°39’34,60”E (Xinh Sun Cape - hòn Bảy Cạnh);
CS4: 08°42’41,10”N, 106°42’19,70”E (point CS4 is the intersection of two lines originating from point CS3 and tangent to the circle defining the Pilot Pick-up and Drop-off Zone, which is a circle with a radius of 840 meters centered at coordinates 08°42’48”N, 106°41’40”E);
CS5: 08°43’26,50”N, 106°41’44,20”E (point CS5 is the intersection of two lines originating from point CS6 tangent to the circle defining the Pilot Pick-up and Drop-off Zone, which is a circle with a radius of 840 meters centered at coordinates 08°42’48”N, 106°41’40”E and the tangent line to the circle defining the Pilot Pick-up and Drop-off Zone, which is a circle with a radius of 840 meters centered at coordinates 08°42’48”N, 106°41’40”E);
CS6: 08°41’38,30”N, 106°39’26,70”E (Tàu Bể Cape).
Landward boundary: from point CS6, follow the shoreline southward to CS1.
9. Areas of offshore oil ports: White Tiger, Dragon, Great Hero, East Light, Twin Dragons - West Twin Dragons, White Rhinoceros, Skylark, Lan Tây, South China Sea, Golden Star - Great Moon. The coordinates of the boundary points of the offshore oil ports are specified in Appendix I issued together with this Circular.
10. The boundaries of branch river mouths and creek mouths leading into rivers defined in Clauses 1, 2, 3, 4, 5, 7, and 8 of this Article are limited by a straight line connecting the two farthest protrusions of the respective branch river mouth or creek mouth.
11. The boundaries of the port water areas within the jurisdiction of Ho Chi Minh City as stipulated in this Circular are determined on nautical charts published by the Vietnam Ship Safety Assurance Corporation, including: VN3GR001, VN300025, VN4CD001, VN4ĐN001 updated to the latest version in 2025. Coordinates of points, meridians, and latitudes specified in this Circular are based on the VN-2000 coordinate system and are converted to the WGS-84 coordinate system as provided in Appendix II issued together with this Circular.
Article 2. Announcing the Port Waters Area within Tây Ninh Province
The Port Waters Area within Tây Ninh Province, measured from the highest tidal level, includes the following areas:
1. The area of the Vàm Cỏ River with the scope: from the two most protruding points of the Vàm Cỏ River mouth (adjacent to the Soài Rạp River) running along both banks upstream to the straight line connecting the two points TN5 (10°28’08,66”N, 106°28’15,57”E) and TN6 (10°28’29,16”N, 106°37’48,07”E).
2. The area of the Cần Giuộc River with the scope: from the two most protruding points of the Cần Giuộc River mouth (adjacent to the Soài Rạp River) running along both banks upstream to the straight line connecting the two points TN3 (10°30’39,67”N, 106°42’44,98”E) and TN4 (10°30’26,67”N, 106°42’49,58”E).
3. The area of the Soài Rạp River (within Tây Ninh Province) with the scope:
a) The area on the Soài Rạp River: the area from the right bank of the Soài Rạp River to the left edge of the Soài Rạp shipping channel from the confluence of the Vàm Cỏ River to the Hàng Channel;
b) The area of the Hàng Channel with the scope: from the two most protruding points of the Hàng Channel (adjacent to the Soài Rạp River) running along both banks upstream to the straight line connecting the two points TN1 (10°34’20,13”N, 106°43’10,49”E) and TN2 (10°34’15,58”N, 106°43’05,30”E).
4. The boundary of the entrances of channels and creeks into the rivers specified in Clauses 1, 2, and 3 of this Article is limited by the straight line connecting the two most protruding points at the entrance of each channel or creek.
5. The boundary of the Port Waters Area within Tây Ninh Province stipulated in this Circular is determined on the VN3GR001 nautical chart issued by the Vietnam Marine Safety Assurance Corporation, updated to the latest version in 2025. The coordinates of the points, meridians, and parallels specified in this Circular are applied according to the VN-2000 coordinate system and converted to the WGS-84 coordinate system as detailed in Appendix II attached to this Circular.
Article 3. Announcing the Port Waters Area within Đồng Tháp Province
The Port Waters Area within Đồng Tháp Province, measured from the highest tidal level, includes the following areas:
1. The area on the Soài Rạp River (within Đồng Tháp Province) with the scope: the area from the right bank of the Soài Rạp River to the left edge of the Soài Rạp shipping channel from the mouth of the Soài Rạp River to the confluence of the Vàm Cỏ River.
2. The area of the Đồng Tranh Bay (within Đồng Tháp Province) with the scope:
Limited by the straight lines connecting the following points in sequence: HCM7, HCM6, HCM5, ĐT1, TG2 with the following coordinates:
HCM7: 10°16’58,00”N, 106°46’11,00”E;
HCM6: 10°16’58,00”N, 106°52’05,00”E;
HCM5: 10°15’04,00”N, 106°57’48,00”E;

3. The area of the Tiền River (branch Cửa Tiểu) with the scope:
From the Cửa Tiểu area running along both banks of the Tiền River (branch Cửa Tiểu): the right bank (from the sea inward) to point TG9; the left bank (from the sea inward) to the straight line connecting points TG4 - TG5, continuing along the left edge of the Tiền River shipping channel to the straight line TG6 - TG7, then running along the left bank of the Tiền River to point TG8, forming a closed path with point TG9. Coordinates of the limiting points are as follows:
TG4: 10°18’18,00”N, 106°28’46,00”E (the most protruding point of Tân Thới Island);

6. The area upstream of Mỹ Thuận Bridge with the scope: the anchorage area for vessels at the following points with the following coordinates:

MTH2: 10°17’04,90”N, 105°53’12,90”E;
MTH3: 10°17’16,70”N, 105°52’59,40”E.
7. The area of the border between Vĩnh Xương and Thường Phước with the scope:
Limited by the straight lines connecting the following points in sequence: VX1, VX2, VX3, TP1, TP2, TP3 with the following coordinates:
VX1: 10°54’45,77”N, 105°10’52,89”E;
VX2: 10°54’23,95”N, 105°10’54,82”E;

8. The area of the Hậu River with the scope: the Lấp Vò wharf area on the Hậu River is the straight line crossing the Hậu River at Nọc Creek and point LV1 within Đồng Tháp Province (border between Đồng Tháp and Vĩnh Long Provinces) running along the Hậu River bank upstream to the straight line crossing the Hậu River at Cái Tàu Thượng Creek within Đồng Tháp Province and point LV2 (border between An Giang and Đồng Tháp Provinces), with the following coordinates: LV1: 10°08’06,46”N, 105°40’51,73”E; LV2: 10°20’08,14”N, 105°29’09,22”E.
9. The boundary of the entrances of channels and creeks into the rivers specified in Clauses 1, 2, 3, 4, 5, 6, and 8 of this Article is limited by the straight line connecting the two most protruding points at the entrance of each channel or creek.
10. The boundaries of the port water area within the jurisdiction of Dong Thap Province as stipulated in this Circular shall be determined on nautical charts issued by Vietnam Maritime Safety Assurance Corporation, including: VN3GR001 updated to the latest version in 2025, and the Mekong River Chart of 2008. The coordinates of points, meridians, and parallels specified in this Circular shall be applied according to the VN-2000 Coordinate System and converted to the WGS-84 Coordinate System as set forth in Appendix II attached hereto.
Article 4. Marine areas within the jurisdiction of Ho Chi Minh City, Tay Ninh Province, and Dong Thap Province
1. Marine area number 1: includes the Nghe Ba River, Long Tau River, Nha Be River, Sai Gon River, Du River, Tac Dinh Cau, Rach Tac Roi, Soi Rap River, Dong Nai River area within the jurisdiction of Ho Chi Minh City; the Soi Rap River area within the jurisdiction of Tay Ninh Province, and the Soi Rap River area within the jurisdiction of Dong Thap Province.
2. Marine area number 2: includes the Dong Tran River, Tac Bai - Tac Ong Cu, Tac Cu, Go Gia River area; Cai Me River, Thi Vai River, Dinh River, Bach Rach, Ong Ben Rach, Rang River, Thieu River, and Ganh Rai Bay, Dong Tran Bay area within the jurisdiction of Ho Chi Minh City.
3. Marine area number 3: includes the offshore oil ports area of Bach Ho, Dragon, Dai Hung, Rang Dong, Dragon Pair - Dragon Pair West, Te Gac Trang, Chim Sao, Lan Tay, Bien Dong, Sao Vang - Dai Nguyet within the jurisdiction of Ho Chi Minh City.
4. Marine area number 4: includes the Con Dao area within the jurisdiction of Ho Chi Minh City.
5. Marine area number 5: includes the Vam Co River area, Can Giooc River area within the jurisdiction of Tay Ninh Province, and Dong Tran Bay, Tiền River (branch My Cau) area within the jurisdiction of Dong Thap Province.
6. Marine area number 6: includes the My Ngai area, Sa Dec area, upper reaches of My Thuan Bridge area, and Vinh Xuong - Thuong Phuoc border area within the jurisdiction of Dong Thap Province.
Article 5. Management Area of the Ho Chi Minh City Port Authority
The Ho Chi Minh City Port Authority manages the specialized maritime affairs at the port areas within the jurisdiction of Ho Chi Minh City, Tay Ninh Province, and Dong Thap Province as defined in Clauses 1, 2, 3, 4, 5, 7, 8, 9 of Article 1; Clause 3 of Article 2; Clause 1 of Article 3 of this Circular, and the marine areas defined in Clauses 1, 2, 3, 4 of Article 4 of this Circular.
Article 6. Implementation Provisions
1. This Circular takes effect from March 15, 2026.
2. Repeal Circular No. 18/2020/TT-BGTVT dated August 14, 2020 of the Minister of Transport promulgating the port water areas within the jurisdiction of Ho Chi Minh City, Long An Province, and Tien Giang Province, and the management area of the Ho Chi Minh City Port Authority.
3. Repeal Circular No. 02/2022/TT-BGTVT dated February 18, 2022 of the Minister of Transport amending and supplementing some provisions of Circular No. 18/2020/TT-BGTVT dated August 14, 2020 of the Minister of Transport promulgating the port water areas within the jurisdiction of Ho Chi Minh City, Long An Province, and Tien Giang Province, and the management area of the Ho Chi Minh City Port Authority.
4. Repeal Circular No. 57/2015/TT-BGTVT dated October 19, 2015 of the Minister of Transport promulgating the port water areas within the jurisdiction of Ba Ria - Vung Tau Province, and the management area of the Vung Tau Port Authority.
5. Repeal Clause 1 of Article 2 of Circular No. 03/2022/TT-BGTVT dated February 18, 2022 of the Minister of Transport promulgating the port water areas within the jurisdiction of Dong Thap Province, Vinh Long Province, and Ben Tre Province, and the management area of the Dong Thap Port Authority.
6. Repeal item numbers 17, 19, 20, 21 in the List of Marine Areas under the Jurisdiction of the Port Authorities issued together with Circular No. 32/2019/TT-BGTVT dated September 4, 2019 of the Minister of Transport promulgating the list of marine areas under the jurisdiction of the Port Authorities.
