Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development and Decree No. 75/2009/NĐ-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Pursuant to the Plant Protection and Quarantine Law promulgated on August 8, 2001;
Pursuant to the Regulation on Management of Plant Protection Chemicals issued together with Decision No. 89/2006/QĐ-BNN dated October 2, 2006 of the Ministry of Agriculture and Rural Development;
The Ministry of Agriculture and Rural Development amends and supplements certain contents of Circular No. 09/2009/TT-BNN dated March 3, 2009 and Circular No. 64/2009/TT-BNNPTNT dated October 7, 2009 as follows:
Amending and supplementing certain contents of Circular No. 09/2009/TT-BNN dated March 3, 2009 of the Ministry of Agriculture and Rural Development on the issuance of the List of Plant Protection Chemicals Permitted for Use, Restricted Use, and Prohibited Use in Vietnam including: regarding
1. Amending the name of the registering organization, amending the registering object, amending the active ingredient name, amending the product name, form of product (Annex 1 attached).
2. Official registration: 2 cases (including 1 type of insecticide, 0.1 type of plant growth regulator) into the List of Plant Protection Chemicals Permitted for Use in Vietnam (Annex 3 attached)

3. Supplementary registration: 73 cases (including 35 types of insecticides, 32 types of fungicides, 6 types of herbicides) into the List of Plant Protection Chemicals Permitted for Use in Vietnam (Annex 4 attached).
Amending the name of the registering organization and the product name of Circular No. 64/2009/TT-BNNPTNT dated October 7, 2009 on the amendment and supplementation of certain contents of Circular No. 09/2009/TT-BNN dated March 3, 2009 on the issuance of the List of Plant Protection Chemicals Permitted for Use, Restricted Use, and Prohibited Use in Vietnam and Circular No. 20/2009/TT-BNN dated April 17, 2009, Circular No. 32/2009/TT-BNNPTNT dated June 8, 2009 on the amendment and supplementation of certain contents of Circular No. 09/2009/TT-BNN dated March 3, 2009 of the Ministry of Agriculture and Rural Development (Annex 2 attached).
The export and import of plant protection chemicals under this Circular shall be carried out in accordance with Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and foreign agency buying, selling, processing, and transiting goods.
The Director of the Plant Protection Department, the Head of the Ministry's Office, the Heads of units under the Ministry, and related organizations and individuals are responsible for implementing this Circular./.
Article 1. Amending and supplementing certain contents of Circular No. 09/2009/TT-BNN dated March 3, 2009, of the Ministry of Agriculture and Rural Development on the issuance of the List of Plant Protection Products permitted for use, restricted use, and prohibited use in Vietnam including:
1. Amending the name of the registering organization, amending the object of registration, amending the active ingredient name, amending the product name, form of the product (Annex 1 attached).

Article 2. Article 3. The export and import of various types of Plant Protection Products under this Circular shall be carried out in accordance with Decree No. 12/2006/NĐ-CP dated January 23, 2006, of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency buying, selling, processing, and transiting goods with foreign countries.
Article 4. This Circular shall take effect forty-five days from the date of signature.
Article 5. The Director of the Plant Protection Department, the Head of the Ministry's Office, the Heads of units under the Ministry, and related organizations and individuals are responsible for implementing this Circular./.
