WHEREAS,Considering the proposal of the Director of the Department of Higher Education, 1 The Minister of Education and Training issues this Circular to amend and supplement some Articles of1Regular University Programs; admissions foruTeacher Training Groups issued together with Circular No. 05/2017/TT-BGDĐT dated January 25, 2017; which has been amended and supplemented by Circular No. 07/2018/TT-BGDĐT dated March 1, 2018 of the Minister of Education and Training.

Article 1. Amend and supplement some Articles of the Regulations on admissions for regular university programs; admissions for teacher training groups at colleges issued together with Circular No. 05/2017/TT-BGDĐT dated January 25, 2017; which has been amended and supplemented by Circular No. 07/2018/TT-BGDĐT dated March 1, 2018 of the Minister of Education and Training:11. Point c Clause 1 Article 2 shall be amended and supplemented as follows:amend"c) Schools with preliminary admission procedures; schools organizing specialized ability assessment tests or having skill-based subjects combined with using results from the National High School Examination (hereinafter referred to collectively as special schools): determine and publicly announce on their websites and some mass media about the time, application forms for preliminary admission; procedures, conditions to meet preliminary admission requirements; methods of organizing tests, examination methods and sample test questions for schools organizing specialized ability assessment tests; implement the examination and admission process as prescribed in Clause 5 Article 13 of these Regulations."

Pursuant to Decreeand amended and supplemented by certain articles related to conditions for investment and business and administrative procedures in the field of information and communications on November 7, 20182. Clause 3 Article 2 shall be amended and supplemented as follows:on business;

"3. Schools using multiple admission methods for a major or group of majors (hereinafter referred to collectively as major) must determine and publicly announce quotas for each admission method; implement rights and responsibilities corresponding to each method as prescribed in Clauses 1 and 2 of this Article;

For teacher training majors, medical majors such as Medicine, Traditional Medicine, Dentistry, Pharmacy, Nursing, Preventive Medicine, Midwifery, Nutrition, Dental Prosthetics Technology, Medical Laboratory Technology, Medical Imaging Technology, Rehabilitation Technology, if the school uses a combined admission method between points from the National High School Examination and high school academic performance or combines points from preliminary admission or selection tests with points from the National High School Examination and/or high school academic performance, then the minimum threshold for admission based on points from the National High School Examination and high school academic performance must be equivalent to the thresholds set out in these Regulations. - For music education, fine arts education, physical education, sports coaching, nursing, preventive medicine, midwifery, nutrition, dental prosthetics technology, medical laboratory technology, medical imaging technology, rehabilitation technology majors, the average score for admission using high school academic performance must be at least 6.5 or higher;

For physical education and sports coaching majors, the average score for admission using high school academic performance for athletes who have reached level 1, champions, or have won medals in the Ho Khue Phu Dong Games, national youth championships, or international youth championships, or national championships, or international championships must be at least 5.0 or higher.”

3. Point a Clause 1 Article 3 shall be amended and supplemented as follows:

"a) Provide complete information on quality assurance conditions: facilities (classrooms, laboratories and essential equipment, learning materials), faculty, scale of training, ratio of graduates from regular programs employed within one year after graduation for the two most recent years compared to the year of admission according to the field of study (Annex attached)."

4. Item 5, Point b Clause 4 Article 7 shall be amended and supplemented as follows:

"- Military personnel; police officers, non-commissioned officers, conscripts in the People's Public Security Forces sent to take the exam, if stationed for 18 months or more in a particular area, will enjoy preferential treatment according to that area or according to their permanent residence before enlistment, whichever offers higher preferential treatment; if stationed for 18 months or more in areas with different levels of preferential treatment, they will enjoy preferential treatment according to the area where they have spent the longest time; if less than 18 months, they will enjoy preferential treatment according to their permanent residence before enlistment;"

5. Clause 1 Article 12 shall be amended and supplemented as follows:

"1. Based on the results of the National High School Examination, the Ministry of Education and Training will determine the minimum admission threshold for the following majors for schools to develop their admission plans:

a) Majors in teacher training groups at undergraduate, college, and secondary levels;

For Physical Education and Sports Training majors, the minimum cumulative average grade for admission based on high school academic performance for individuals who are Level 1 athletes, champions, athletes who have won medals at the Phu Dong Youth Games, national and international youth championships, or national and international championships shall be 5.0 or higher.

3. Point a, Clause 1, Article 3 shall be amended and supplemented as follows:

"a) Provide complete information on quality assurance conditions: infrastructure (classrooms, laboratories and essential equipment, learning materials), faculty members, scale of training, the ratio of regular graduates employed within one year after graduation for the two most recent years compared to the year of enrollment by field of study (Annex attached)."

4. The fifth bullet point under Point b, Clause 4, Article 7 shall be amended and supplemented as follows:

"- Military personnel; police officers, non-commissioned officers, conscript soldiers in the People's Public Security Forces sent to take the exam, if stationed for 18 months or more in a certain area, shall enjoy preferential treatment according to that area or their permanent residence registration before enlistment, whichever has a higher preferential level; if stationed for 18 months or more in areas with different preferential levels, they shall enjoy preferential treatment according to the area where they have been stationed for a longer period; if less than 18 months, they shall enjoy preferential treatment according to their permanent residence registration before enlistment;"

5. Clause 1, Article 12 shall be amended and supplemented as follows:

"1. Based on the results of the National High School Exit Examination, the Ministry of Education and Training shall determine the threshold for ensuring the quality of entry for the following majors for universities to develop admission plans:

a) Majors belonging to the teacher training group at bachelor’s, associate’s, and secondary levels;

b) The medical sciences, traditional medicine, stomatology, pharmacy, nursing, preventive medicine, midwifery, nutrition, dental prosthetics technology, medical laboratory technology, medical imaging technology, and rehabilitation technology training at the bachelor's degree level.

6. Point a, Clause 3, Article 13 shall be amended and supplemented as follows:

"a) Before candidates proceed with registration procedures, universities shall publish necessary information on their websites for candidates to register: school code, major code, enrollment quota for each major, examination score combination, point difference regulations between different combinations, additional conditions used in the examination and other provisions not contrary to this Regulation; they must fully enter all information about admissions to the Ministry of Education and Training’s Admissions Portal within the specified time limit. Specifically, the minimum admission score threshold may be set after the results of the National High School Examination are available and consistent with the quality assurance threshold for admission as stipulated in this Regulation; implement the admission process according to the provisions of Clause 5 of this Article.”

7. Point e, Clause 5, Article 13 shall be amended and supplemented as follows:

"e) Universities shall receive and retain original copies of the Certificate of Examination Results, compile and update the confirmed admission results of candidates on the Ministry of Education and Training’s Admissions Portal, and decide whether to stop or continue supplementary admissions.”

8. Clause 3, Article 17 shall be amended and supplemented as follows:

"3. The quality assurance threshold for admission through the examination based on high school academic performance for majors in teacher education programs; medical sciences, traditional medicine, stomatology, pharmacy, nursing, preventive medicine, midwifery, nutrition, dental prosthetics technology, medical laboratory technology, medical imaging technology, and rehabilitation technology at the bachelor's degree level shall be as follows:

a) For majors in teacher education programs:

- Bachelor's degree admission shall consider high school graduates with excellent academic performance in grade 12. For music education, fine arts education, physical education, and sports coaching majors, admission shall consider high school graduates with good academic performance in grade 12. Physical education and sports coaching majors also admit athletes with first-class status, champions, or those who have won medals at the Ho Khue Phu Dong Games, national youth championships, or international youth championships, or national and international championships with academic performance in grade 12 rated as average or higher.

- Associate's degree and secondary vocational degree admission shall consider high school graduates with good academic performance in grade 12. For music education, fine arts education, associate-level physical education, and secondary-level sports education majors, admission shall consider high school graduates with academic performance in grade 12 rated as average or higher.

b) For medical sciences, traditional medicine, stomatology, pharmacy, nursing, preventive medicine, midwifery, nutrition, dental prosthetics technology, medical laboratory technology, medical imaging technology, and rehabilitation technology at the bachelor's degree level, admission shall consider high school graduates with excellent academic performance in grade 12 for medical sciences, traditional medicine, and stomatology majors; for nursing, preventive medicine, midwifery, nutrition, dental prosthetics technology, medical laboratory technology, medical imaging technology, and rehabilitation technology majors, admission shall consider high school graduates with good academic performance in grade 12.”

9. Add point d, Clause 1, Article 19 as follows:

"d) Candidates admitted must confirm their acceptance within the specified timeframe of the university. Beyond this period, failure to confirm acceptance is considered a refusal to enroll, and the university may admit other candidates; candidates confirm acceptance by submitting the original Certificate of Examination Results to one university and are not eligible to participate in admissions processes at other universities.”

Article 2. Delete the phrase "Hero of Labor during the Resistance War" in point a, Clause 2, Article 7; replace the phrase "candidates from ethnic minority groups with very small populations as currently defined by the Prime Minister" with "candidates from ethnic minority groups with very small populations as currently defined by the Government" in point i, Clause 2, Article 7; replace the phrase "Sports Management Committee" with "General Department of Sports" in point b, Clause 3, Article 7; replace the phrase "communities, particularly difficult communities" with "particularly difficult communities" in the fourth bullet point of point b, Clause 4, Article 7.

Article 3. This Circular takes effect from April 15, 2019.

Article 4. The Director of the Office, the Head of the Higher Education Department, the Heads of relevant units under the Ministry of Education and Training; the Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government; the Directors of Departments of Education and Training; the Directors of Departments of Education, Science, and Technology; the Presidents of universities and academies; the Deans of universities; the Principals of colleges; and the Principals of secondary vocational schools responsible for teacher education programs are responsible for implementing this Circular.
