Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;

Pursuant to the Higher Education Law on June 18, 2012;

Pursuant to the Law on Vocational Education dated November 27, 2014;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending point b Clause 13 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education;

Pursuant to Decree No. 141/2013/NĐ-CP dated October 24, 2013 of the Government detailing and guiding the implementation of certain provisions of the Higher Education Law;

Pursuant to Decree No. 48/2015/NĐ-CP dated May 15, 2015, of the Government detailing certain provisions of the Vocational Education Law;

At the proposal of the Director of the Department of Higher Education,

          "1. Secondary SchoolAmending and supplementing the name and some articles of the Admissions Regulation for full-time undergraduate programs; admissions for full-time undergraduate teacher training programs issued together with Circular No. 05/2017/TT-BGDĐT dated January 25, 2017 of the Minister of Education and Training.

Article 1. Provincial People's Committees set specific pricesAmending and supplementing the name and some articles of the Admissions Regulation for full-time undergraduate programs; admissions for full-time undergraduate teacher training programs issued together with Circular No. 05/2017/TT-BGDĐT dated January 25, 2017 of the Minister of Education and Training:

1. The name of the Admissions Regulation for full-time undergraduate programs; admissions for full-time undergraduate teacher training programs issued together with Circular No. 05/2017/TT-BGDĐT dated January 25, 2017 of the Minister of Education and Training shall be amended and supplemented as follows:

           “Admissions Regulation for full-time undergraduate programs; admissions for full-time undergraduate teacher training programs; admissions for full-time secondary vocational teacher training programs.”

          2. Clause 2 Article 1 shall be amended and supplemented as follows:

  “2. This regulation applies to universities, university-level institutions, colleges, and schools secondary vocational admitting students to teacher training programs (hereinafter referred to collectively as schools); departments of education and training (EDT) and organizations and individuals related to the implementation of admissions for full-time undergraduate programs; admissions for full-time undergraduate teacher training programs, admissions secondary vocational for full-time secondary vocational teacher training programs.”

          3. Point a Clause 1 Article 3 shall be amended and supplemented as follows:

           “a) Providing complete information about quality assurance conditions: physical facilities (classrooms, laboratories and essential equipment, learning materials), teaching staff, scale of training, employment rate of full-time undergraduate graduates within 12 months from graduation of the two most recent years compared to the year of admission according to the field of study (Annex attached).

          In case of changes in the content of the proposal, the school must announce and disclose at least 10 days before the first day that candidates adjust their preferences and have the responsibility to notify relevant candidates about the change in the content of the school's proposal.

           Schools that do not disclose all required information as stipulated herein shall not be allowed to announce admissions, and if they declare information that does not match the actual conditions, they will be subject to violation handling as provided for in Article 25 of this Regulation.”

          4. Clause 1 Article 6 shall be amended and supplemented as follows:

          “1. Having completed high school (through regular education or continuing education) or having completed secondary vocational education, hereinafter referred to collectively as completing secondary education;

           Those who have completed secondary vocational education but do not have a high school diploma must complete and be recognized as having fulfilled the required high school cultural subjects as prescribed.”

          5. Article 7 shall be amended and supplemented as follows:

  a) Supplement paragraph 1 Clause 2 as follows:

 “Schools publicly announce quotas, criteria, scope of majors, and training programs for direct admission in their Admission Proposals.”

           b) Paragraph 1 Point d Clause 2 shall be amended and supplemented as follows:

           “d) Candidates who have graduated from high school or secondary vocational arts schools and won official awards in international arts competitions in singing, dancing, music, and fine arts recognized by the Ministry of Culture, Sports and Tourism may be directly admitted to corresponding undergraduate, college, or secondary vocational programs as specified by each school;”

            c) Supplement Point l into Clause 2 as follows:

            “l) Individuals who have won first, second, or third place in ASEAN regional skills competitions or international skills competitions, if they have a high school diploma or a secondary vocational diploma and have studied and passed the required amount of high school cultural knowledge as prescribed by law, may be directly admitted to a school to study a suitable major or trade.”

  d) Supplement paragraph 1 Clause 3 as follows:

 “Schools publicly announce quotas, criteria, scope of majors, and training programs for preferential admission in their Admission Proposals.”

           d) Paragraph 1 Point c Clause 3 shall be amended and supplemented as follows:

c) Artistic talent candidates who have graduated from high school or from art vocational schools and won official prizes in national professional arts competitions in singing, dancing, music, fine arts, and have participated in the National High School Admissions Examination without having any subject score below 1.0 point in their chosen subject combination shall be given priority admission according to the regulations of each school.

e) Supplementing Point d Clause 3 as follows:

"A person who has won first, second, or third prize at ASEAN Skills Competitions or international skills competitions, and holds a high school diploma or a vocational diploma, and has completed and passed the required amount of secondary general knowledge education as stipulated by law shall be considered for priority admission by the school principal to study a relevant field or profession according to the regulations of each school."

6. The fourth item of Point b Clause 4 Article 7 shall be amended and supplemented as follows:

"- Students with permanent residence registration (during high school or vocational school period) for more than 18 months in villages in Region III and villages with particularly difficult hamlets under ethnic minority and mountainous regions as defined by the Minister, Chairman of the Ethnic Minority Committee and the Prime Minister; particularly difficult villages in coastal areas and islands; particularly difficult villages, border villages, and safe area villages within the scope of investment under Program 135; difficult and particularly difficult hamlets and villages in areas as defined by the Prime Minister if they study high school (or vocational school) at locations within districts, towns, cities in provinces that include at least one of the aforementioned villages;"

7. Clause 5 Article 7 shall be amended and supplemented as follows:

5. Priority point range

The difference in admission threshold points between two consecutive groups of candidates is 1.0 point, and between two consecutive regions is 0.25 point, corresponding to the total points of three subjects/exams (in the subject combination for admission) not multiplied by coefficient according to a scale of 10 points.

8. Article 12 shall be amended and supplemented as follows:

          “Article 12. Admission threshold quality assurance

1. For teacher training programs at university, college, and vocational levels: Based on the results of the National High School Admissions Examination, the Ministry of Education and Training will determine the admission threshold quality assurance for schools to develop their admission plans.

2. For other fields, schools will independently determine the admission threshold quality assurance, and announce it on their website and the Ministry of Education and Training's recruitment information portal before candidates adjust their preferences.

9. Point c and Point d Clause 1 Article 13 shall be amended and supplemented as follows:

c) The admission score is the sum of the scores of each exam/subject in the chosen subject combination according to a scale of 10 points, plus the priority points for candidate category and region as stipulated in Article 7 of this Regulation, rounded to two decimal places; In case of candidates with the same admission score at the end of the list, they will be admitted based on additional conditions announced by each school, and if the quota is still exceeded, preference will be given to candidates with higher preferences;

d) Schools may conduct multiple admissions throughout the year, and the recruitment plan for each round must be published on the school's website and the Ministry of Education and Training's recruitment information portal at least 10 days before candidates apply for admission.

Before the 1st day of March, May, July, August, September, and November, schools must update the list of admitted candidates and the list of enrolled candidates for each admission round on their website and the Ministry of Education and Training's recruitment information portal.

10. Point d Clause 3 Article 13 shall be amended and supplemented as follows:

d) The enrollment quota of schools shall be determined according to the regulations on determining the enrollment quota for vocational and college-level teacher training programs; university, master's, and doctoral level programs issued by the Ministry of Education and Training.

11. Clause 3 Article 17 shall be amended and supplemented as follows:

3. Admission threshold quality assurance for admission based on high school academic performance for teacher training programs is as follows:

  1. For bachelor's degree, students graduating from high school with excellent grades in grade 12 are eligible. For Music Education, Fine Arts Education, and Physical Education majors, students graduating from high school with good grades or above are eligible.
  2. For college and vocational degree, students graduating from high school with good grades or above are eligible. For Music Education, Fine Arts Education (college level), and Physical Education and Sports Education (vocational level) majors, students graduating from high school with average grades or above are eligible.

        

12. The beginning of Clause 3 Article 25 shall be amended and supplemented as follows:

3. Principals or Chairpersons of the School Council and related persons shall be disciplined according to the provisions of the Civil Servants Law, the Public Servants Law, and implementing regulations; other relevant laws when violating any of the following offenses:"

           Article 2.

1. Repealing the following articles, clauses, and points: Point d Clause 1 Article 3; Clause 1 Article 11; Clause 5 Article 14; Clause 4 and Clause 6 Article 17.

          2. Add the phrase “secondary vocational education recruitment”after the phrase “higher vocational education recruitment”at Clause 1, Article 1; Replace the abbreviation “CĐSP” with the phrase “CĐSP, TCSP” at Points d, e, h of Clause 2; Paragraph 1 of Clause 3; Point b of Clause 3, Article 7 and Point a of Clause 1, Article 20; Replace the term “ethnic” with “ethnic minority” at Point i of Clause 2, Article 7.This Circular takes effect from April 16, 2018. The Secondary Vocational Education Recruitment Regulation issued together with Circular No. 27/2014/TT-BGDĐT dated August 11, 2014, by the Minister of Education and Training is hereby abolished.          Article 4.

          Article 3. The Director of the Office, the Head of the Higher Education Department, the Heads of relevant units under the Ministry of Education and Training; the Chairpersons of the People's Committees of provinces and centrally governed cities; the Directors of Departments of Education and Training; the Rectors of universities; the Deans of university colleges; the Principals of higher vocational colleges; the Principals of secondary vocational colleges responsible for the implementation of this Circular.
