CIRCULAR
Issuing Regulations on Admissions for Vocational Secondary Education
Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;
Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012, of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Considering the proposal of the Director of the Department of Vocational Education,
The Minister of Education and Training issues this Circular on the Regulations on Admissions for Vocational Secondary Education.
Article 1. These Regulations on Admissions for Vocational Secondary Education are promulgated together with this Circular.
Article 2. This Circular takes effect from September 25, 2014. This Circular replaces Decision No. 06/2006/QĐ-BGDĐT dated March 17, 2006 of the Minister of Education and Training on the Regulations on Admissions for Vocational Secondary Education and Decision No. 08/2007/QĐ-BGDĐT dated April 6, 2007 on amending and supplementing certain provisions of the Regulations on Admissions for Vocational Secondary Education issued together with Decision No. 06/2006/QĐ-BGDĐT dated March 17, 2006 of the Minister of Education and Training.
Article 3. The Heads of the Office, the Director of the Department of Vocational Education, the Heads of units related to the Ministry of Education and Training; Directors of provincial Departments of Education and Training; Principals of vocational secondary schools, Heads of other educational institutions training at the vocational secondary level shall be responsible for implementing this Circular.

Admissions for Vocational Secondary Education
(Issued together with Circular No. 27/2014/TT-BGDĐT dated August 11, 2014 of the Minister of Education and Training)
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
1. These regulations govern admissions for vocational secondary education (VSE), including: General provisions and specific provisions regarding admission work; conditions for successful admission and summoning successful candidates; reporting and record-keeping systems; rewards and penalties for violations.
2. These regulations apply to vocational secondary schools and other educational institutions training at the vocational secondary level (hereinafter referred to as schools), organizations, and individuals involved in the implementation of admissions for VSE.
3. These regulations do not apply to admissions for VSE to study abroad.
Article 2. Management of Admission Work
1. The Ministry of Education and Training (MOET) directs uniformly on admissions for VSE.
2. Ministries, agencies equivalent to ministries, and agencies under the Government (hereinafter collectively referred to as ministries), sectors; Provincial People's Committees, municipal people's committees directly under the central government have the responsibility to direct and guide subordinate schools to implement regulations on admissions for VSE.
Article 3. Inspection, examination, and supervision activities related to admissions
1. Admission inspection activities shall be conducted in accordance with existing regulations on the organization and operation of inspections for examination periods issued by the Minister of Education and Training.
The Minister, the Heads of Ministries equivalent to the Ministry, the Heads of Government Agencies, the Chairpersons of Provincial People's Committees under the Central Government shall direct inspection work and organize inspections according to their respective levels of state management over education.
The Inspector General of the Ministry of Education and Training, the Inspector General of the Department of Education and Training shall issue decisions on inspections, establish inspection teams, or appoint independent inspectors to conduct admissions inspections in accordance with regulations. In necessary cases, the Minister of Education and Training, the Director of the Department of Education and Training may issue decisions on inspections and establish inspection teams.
2. Schools have the responsibility to organize self-inspection, examination, and supervision of admissions work.
3. During the admissions year, individuals whose relatives (spouse, children, siblings) are applying for vocational training at a particular school shall not participate in inspection, examination, and supervision activities related to admissions processes at that school.
Article 4. Forms of Admissions
1. Vocational admissions include the following forms:
a) Selection;
b) A combination of selective admission and examination-based admission.
2. Based on the characteristics, nature, and specific requirements of the training program, based on the opinions of the Admissions Council (AC), the Principals of schools may decide to conduct preliminary selection before proceeding with the relevant contents of selective admission or examination-based admission.
Article 5. Admissions Period and Public Disclosure of Admissions Information
1. Schools can organize one or more admissions sessions starting from February 1st and ending the admissions process no later than December 20th each year. The admissions period and number of admissions sessions in a year shall be decided by the Principals of schools.
Admissions shall be organized based on the admissions quotas already determined according to regulations. The admissions quota of a given year shall only be applicable in that year.
2. At least 30 days prior to each admissions session, schools shall publicly disclose admissions information on their websites and other mass media. The content of public disclosure shall include at least the following: target group for admissions, form of admissions, admissions quota, eligibility criteria, evaluation criteria, content of skill tests (if any), application materials, admissions period, recruitment area (if any), training program, training form, training duration, training location, tuition fees, and other contents (if any).
Article 6. Eligibility for Admissions
1. Candidates who meet the following conditions shall be eligible for vocational admissions:
a) Having completed secondary school (SS) or high school (HS) (or equivalent) depending on the training program of the school;
b) Meeting the preliminary selection requirements (if applying to schools with preliminary selection requirements);
c) Submitting complete and timely application materials and admission fees as prescribed;
d) Other conditions (if any) as prescribed by the Principals of schools.
2. Eligibility for admissions for civil servants, public officials, employees working in state agencies, units, enterprises, political organizations, social-political organizations; military personnel, police officers on active duty; foreign candidates:
a) Ensuring the conditions stipulated in Clause 1 of this Article;
b) Civil servants, public officials, and employees (if using state budget funds for study) working in state agencies, units, enterprises, political organizations, social-political organizations shall be eligible for admissions if they have been approved by the competent authority head;
c) Military personnel and police officers on active duty shall be eligible for admissions to schools specified by the Ministry of National Defense or the Ministry of Public Security if they have been approved by the competent authority;
d) For foreign candidates wishing to study vocational training in Vietnam: The Principals of schools shall base their decision on the candidate's academic results from secondary school (grade sheet), knowledge and Vietnamese language test results as prescribed by the school to admit the candidate for study.
3. Individuals who are not eligible to apply:
a) Not meeting the conditions stipulated in Clauses 1 and 2 of this Article;
b) Not complying with the Law on Military Service Obligation;
c) Currently serving a criminal sentence;
d) Having had their admission eligibility revoked or been disciplined with expulsion and not having completed 12 months from the date of the disciplinary decision to the date of application.
Article 7. Preferential Policies in Admissions
Direct admissions policy
The Principals of schools shall base their decision on the opinions of the School Admissions Council to directly admit the following groups:
a) Labor heroes, heroes of the people's armed forces, national model workers who have completed SS or HS (or equivalent);
b) Candidates who applied and were admitted to vocational schools but were immediately called up for military service or concentrated voluntary youth service in the same year, now having completed their obligations and been discharged, if they meet the health conditions and have all valid documents, shall be directly admitted to the previous school without needing to reapply or retake examinations;
c) Candidates who won prizes from the encouragement level upwards in national or provincial-level science and technology competitions, student excellence selection contests, or Olympiads. If the candidate has not yet completed HS or SS, they will be reserved until graduation.
The majors of these candidates shall be prioritized and considered suitable for the subject in which they won the prize;
d) Candidates who won prizes from the encouragement level upwards in provincial or higher-level sports competitions shall be directly admitted to vocational schools specializing in physical education or sports, or to the physical education or sports majors of schools as prescribed by each school;
đ) Candidates who won prizes from the encouragement level upwards in provincial or higher-level arts competitions such as singing, dancing, music shall be directly admitted to vocational schools specializing in arts or to the arts majors of schools as prescribed by each school;
e) Candidates who have a disability confirmation certificate in accordance with the Law on Persons with Disabilities; children of those who participated in the resistance war and were deformed or disabled due to the consequences of toxic chemicals and are currently receiving monthly allowances; War invalids, veterans, and persons holding a "Certificate Entitled to Benefits for War Invalids": The principals of schools shall base their decisions to admit such candidates for study based on their academic records (school transcripts) from secondary school, health status, and the requirements of the training program.
g) Candidates whose household registration has been in a poor district for three years or more, who have studied for three years and graduated from high school or studied for four years and graduated from junior high school in poor districts (students studying at boarding schools for ethnic minorities are counted according to their permanent household registration), as stipulated in Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of the Government on the Program for Rapid and Sustainable Poverty Reduction in 62 Poor Districts and Decision No. 293/QĐ-TTg dated February 5, 2013 of the Prime Minister on Targeted Support from the Central Budget for 23 High-Poverty Districts to Apply Investment Infrastructure Policies as Provided for in Resolution No. 30a/2008/NQ-CP on the Program for Rapid and Sustainable Poverty Reduction in 62 Poor Districts; candidates belonging to ethnic groups with very small populations as provided for in Decision No. 2123/QĐ-TTg dated November 22, 2010 of the Prime Minister approving the Project on Developing Education for Ethnic Groups with Very Small Populations for the period 2010-2015; and candidates from 20 border and island poor districts in the Southwest region.
h) Graduates of junior high school or high school (or equivalent) who have been rated as good or better in conduct and have achieved a total score of 6.0 points or higher in Mathematics and Vietnamese in the final year, and belong to one of the following categories:
+ Children of martyrs;
+ Children of war invalids, children of veterans, and children of persons entitled to benefits similar to war invalids with a disability rate of 81% or higher;
+ Orphans of both parents.
2. Preferential policies by category
a) Priority Group 1 (PG1) includes the following categories:
- Category 01: Citizens of Vietnam who are ethnic minorities with permanent residence in particularly difficult communes, villages in areas I, II, and III in the ethnic minority and mountainous regions during the period 2012-2015 as specified in Decision No. 447/QĐ-UBDT dated September 19, 2013 of the Minister, Chairman of the National Ethnic Minorities Committee; Decision No. 539/QĐ-TTg dated April 1, 2013 of the Prime Minister approving the list of particularly difficult communes in coastal and island areas for the period 2013-2015.
- Category 02: Direct production workers who have worked continuously for three years or more, including at least one year recognized as a model worker by provincial-level authorities or above and awarded a commendation certificate.
- Category 03:
+ Military personnel and public security officers serving in Zone 1 for a period of 12 months or more and dispatched for study;
+ Military personnel and public security officers on active duty assigned to study with a service period of 18 months or more;
+ Military personnel and public security officers who have been discharged and recognized as having completed their service obligations according to regulations;
+ Those performing international duties;
+ Those who have contributed to the revolution.
- Category 04:
+ Children of martyrs;
+ Children of war invalids with a disability rate of 81% or higher;
+ Children of veterans with a disability rate of 81% or higher;
+ Children of those holding "Certificate of Entitlement to Benefits Equivalent to War Invalids" where the person holding the certificate has a labor capacity reduction rate of 81% or more;
+ Children of Heroes of the Armed Forces, children of Heroes of Labor;
+ Children of Labor Heroes during the resistance war;
+ Children of those who participated in the resistance war for national liberation, national defense, and international duties infected with toxic chemicals with a labor capacity reduction rate of 81% or higher.
b) Priority Group 2 (PG2) includes the following categories:
- Category 05:
+ Concentrated volunteer youth assigned to study;
+ Military personnel and public security officers dispatched for study for less than 18 months and not serving in Zone 1;
+ Village Militia Self-Defense Core Commanders, Deputy Commanders, and Core Members of Militia Self-Defense Teams who have completed at least 12 months of service in the Militia Self-Defense Core and are applying for admission to the Basic Military Training Program;
- Category 06:
+ Citizens of Vietnam who are ethnic minorities with permanent residence outside the areas specified for Priority Group 1;
+ Children of war invalids, children of veterans, and children of persons entitled to benefits similar to war invalids with a disability rate below 81%;
+ Children of those involved in the resistance movement affected by toxic chemicals with a labor capacity reduction rate below 81%;
+ Children of those involved in revolutionary or resistance movements captured and imprisoned by the enemy.
+ Children of those who participated in the resistance war for national liberation, national defense, and international duties;
+ Children of those who contributed to the revolution;
- Object 07:
+ Outstanding workers from all economic sectors recognized as skilled workers, artisans, and awarded certificates or medals for Creative Labor by the General Confederation of Trade Unions of Vietnam or the Communist Youth Union Central Committee;
+ Teachers who have taught for at least three years (as of the date of application) and are applying for admission to teacher training programs;
+ Medical assistants, pharmacy assistants, nurses, and technicians in the medical and pharmaceutical fields with a primary degree who have worked for at least three years (as of the date of application) and are applying for admission to medical and pharmaceutical programs;
+ People with special difficulties.
- Other special priority candidates participating in the admission process to vocational colleges: Schools report to the Minister of Education and Training for consideration and decision.
3. Preferential policies by area
a) Candidates who have continuously studied and graduated from junior high school or high school (or equivalent) in a particular area will enjoy preferential treatment in that area. If there is a transfer between schools during the years of study, the longer period of study in a particular area will determine the preferential treatment area. If each year is spent in a different school or half the time in one school and half in another, the graduation area will determine the preferential treatment area.
In cases where there is no school in the place of permanent residence, if the candidate must study at a school located in an area with lower preferential treatment than the place of permanent residence, they will still enjoy preferential treatment in the area of their permanent residence.
This provision applies to all candidates, including those who have already graduated before the vocational college admission year.
b) The following cases shall enjoy regional priority based on their permanent residence registration:
- Students of boarding schools for ethnic minorities;
- Students in preparatory classes;
- Students of source classes established pursuant to decisions of Ministries or agencies equivalent to Ministries or provincial People's Committees;
- Military personnel and public security officers dispatched for admission, if stationed for 18 months or more in a particular area, will enjoy preferential treatment in that area or according to their permanent residence before enlistment, whichever has higher preferential treatment; if less than 18 months, they will enjoy preferential treatment according to their permanent residence before enlistment.
- Students with permanent residence registration in particularly difficult communes, villages in areas I, II, III of ethnic minority and mountainous regions during the period from 2012 to 2015 as specified in Decision No. 447/QĐ-UBDT dated September 19, 2013 of the Minister, Chairman of the National Ethnic Council; Decision No. 539/QĐ-TTg dated April 1, 2013 of the Prime Minister approving the list of particularly difficult communes in coastal areas and islands for the period from 2013 to 2015, if they study at middle school or high school in locations within districts or towns that include such communes.
c) The recruitment regions are divided as follows:
- Area 1 (KV1) includes: Particularly difficult communes, villages in areas I, II, III of ethnic minority and mountainous regions during the period from 2012 to 2015 and particularly difficult communes in coastal areas and islands during the period from 2013 to 2015 as currently defined;
- Area 2 - rural (KV2-NT) includes: Localities not belonging to KV1, KV2, KV3;
- Area 2 (KV2) includes: Provincial cities; towns; suburban counties of centrally-administered cities (excluding communes belonging to KV1);
- Area 3 (KV3) includes: Central urban districts of centrally-administered cities. Candidates in KV3 do not qualify for regional preference benefits.
4. Framework for points granted based on candidate category and recruitment area
The difference in admission score between two consecutive candidate categories is 1.0 (one) point, and between two consecutive recruitment areas is 0.5 (half) point.
5. Direct admission policy and candidate category preference policy as stipulated in Clause 1 and Clause 2 of this Article shall be implemented as follows:
a) A candidate meeting multiple criteria may only enjoy the highest priority criterion;
b) A candidate eligible for direct admission but does not use this right if applying for vocational college admission through examination or selection, and the school grants additional points according to regulations to the total scores of the subjects applied for by the candidate;
c) Annually, candidates eligible for direct admission must prepare and submit a direct admission application form (direct admission application form, supporting documents proving eligibility for direct admission) directly to the intended school during the application receipt period.
Article 8. Procedures and application forms for registration to apply
1. Registration to Apply (RtA)
a) Based on the school's admission plan, candidates register to apply for majors suitable for their aspirations, abilities, and conditions;
b) Candidates can register to apply for one or more schools through the admission registration form.
The admission registration form is issued and published on the unit's electronic information website by the schools, and the form must contain at least the following candidate information: Full name, date of birth, ethnicity, permanent residence registration, place of study each year of high school (middle school), place of graduation from high school (middle school), major applied for, preferential category, notification address.
2. Application Documents for Admission, including:
a) Admission application form;
b) Legally certified copies of other necessary documents according to the requirements and criteria for admission examination or selection of each school.
3. Procedures for submitting application forms for RtA and admission fees
Candidates wishing to apply for vocational college admission at a particular school must submit their application forms and admission fees to that school. Procedures for submitting application forms for RtA are regulated by the President of the School Management Board and publicly announced on the school's electronic information website and other mass media.
Article 9. Admission Qualification
Candidates who meet the following conditions shall be qualified for admission to the school they have applied for:
1. Meeting the preliminary examination requirements (for schools that conduct preliminary examinations).
2. Meeting the admission criteria set by the school for each category of candidates, according to each region.
3. Submitting complete application files and examination fees.
Article 10. Responsibilities of Candidates During the Admissions Period
1. Accurately declaring and submitting complete application files and examination fees to the school within the time frame specified by the school, and being present at the designated time and place when required.
2. Having the responsibility to detect and report violations of the Admissions Regulations so that the Admissions Board can handle them promptly.
3. For candidates applying through talent entrance exams, in addition to fulfilling the responsibilities of candidates during the admissions period as stipulated in this Regulation, they must also fulfill the responsibilities of candidates during the talent entrance exam period as organized by the school.
Article 11. Organization, Tasks, and Authorities of the Admissions Board
Annually, for schools conducting admissions, the Principal issues a decision to establish the Admissions Board to manage tasks related to admissions work.
1. Composition of the Admissions Board
a) Chairperson: The Principal or Deputy Principal authorized by the Principal;
b) Vice-Chairman: Deputy Principal or Head of Training Department;
c) Standing Member: Head or Deputy Head of the Training Department or Examination Department (if applicable);
d) Members: Decided by the Principal.
Individuals with relatives (spouse; child; siblings) applying to the school that year may not participate in the Admissions Board.
2. Tasks and Authorities of the Admissions Board
a) Publicly announcing admissions information as prescribed;
b) Organizing and implementing the assessment or talent entrance examination according to the provisions of this Regulation;
c) Collecting and using admission fees as prescribed;
d) Resolving inquiries and complaints related to the admissions period;
đ) Deciding or recommending commendations and disciplinary actions in admissions work;
e) Summarizing admissions work and reporting to the Ministry of Education and Training and the supervising authority.
3. Tasks and Authorities of the Chairperson of the Admissions Board
a) Establishing working committees of the Admissions Board suitable for the school's admissions work, including:
- Secretariat; Review Committee; Question Paper Committee; Supervision Committee; Grading Committee (for schools conducting talent entrance examinations);
- Other committees (if any) as determined by the Chairperson of the Admissions Board based on the opinions of the members of the Admissions Board;
The structure, number, composition, functions, tasks, and authorities of the working committees of the Admissions Board are determined by the Chairperson of the Admissions Board based on the opinions of the members of the Admissions Board.
Individuals with relatives (spouse; child; siblings) applying to the school that year may not participate in the working committees of the Admissions Board.
b) Disseminating, guiding, and organizing the implementation of admissions work according to the provisions of this Regulation;
c) Deciding and bearing full responsibility for all aspects of admissions work of the school.
4. The Vice-Chairperson of the Admissions Board assists the Chairperson of the Admissions Board in performing tasks assigned by the Chairperson and replaces the Chairperson to handle matters when authorized by the Chairperson.
Chapter II
SPECIFIC PROVISIONS ON ADMISSIONS WORK
Section 1
ASSESSMENT-BASED ADMISSIONS
Article 12. General Provisions on Assessment-Based Admissions
1. Schools only implement assessment-based admissions (except for talent training programs) for admissions.
2. If a school conducts assessments for multiple categories of candidates, it must determine criteria for each category.
3. The content and criteria for assessment-based admissions are decided by the Chairperson of the Admissions Board based on the grounds specified in Article 13 of this Regulation and the opinions of the members of the Admissions Board, ensuring suitability for the target group of admissions, characteristics, and requirements of the training program.
Article 13. Basis for Admission
1. For candidates who have completed junior high school (JHS), senior high school (SHS) (or equivalent):
Based on the opinions of the members of the Admissions Committee, the Chairperson of the Admissions Committee of each school shall select admission criteria based on the following contents, among which coefficients may be applied to prioritized contents:
a) The results of recognition and graduation classification of JHS, SHS (or equivalent) of the candidate;
b) The academic performance and discipline of the candidate during JHS, SHS (or equivalent);
c) The entrance examination scores for university and college of the candidate.
2. For candidates who have completed vocational intermediate level, vocational college level, college, university, postgraduate studies:
Based on the opinions of the members of the Admissions Committee, the Chairperson of the Admissions Committee of each school shall select admission criteria based on the following contents, among which coefficients may be applied to prioritized contents:
a) The academic performance and discipline of the candidate at the vocational intermediate level, vocational college level, college, university, postgraduate studies;
b) The results of recognition and graduation classification of JHS, SHS (or equivalent) of the candidate;
c) The academic performance and discipline of the candidate during JHS, SHS (or equivalent).
Article 14. Procedure for Admission
1. The admission process for college-level programs is carried out in the following sequence:
a) Receiving application files and classifying application files according to the admission criteria;
b) Entering candidate data and compiling data according to the admission criteria;
c) Checking the compiled data results;
d) Statistics of the compiled data results;
đ) Developing selection criteria determination plans;
e) Determining selection criteria;
g) Summoning successful candidates to enroll.
2. Specific contents regarding the compilation of candidate data, checking the compiled data results, developing selection plans, selection criteria, and summoning successful candidates to enroll are stipulated by the Chairperson of the Admissions Committee based on the opinions of the committee members.
Section 2
ADMISSION TO ARTISTIC MAJORS
Article 15. General Provisions on Admission to Artistic Majors and Preparation for the Examination
1. Schools admitting artistic majors shall organize admissions as follows:
a) The art subject shall be admitted through either an assessment or an examination, as decided by the Chairperson of the School's Admissions Committee, ensuring suitability with the target group, characteristics, and requirements of the training program;
In cases where the art subject is organized through an examination, the Chairperson of the Admissions Committee shall be responsible for implementing the following stages: setting the exam questions, organizing the exam, grading the exam, assessing admissions, and summoning successful candidates; resolving complaints and reports related to the examination.
b) Cultural subjects shall be admitted through an assessment. The Chairperson decides on a minimum of one cultural subject suitable for the artistic major for the assessment.
Schools combine the results of the art subject with the cultural subject scores to assess and admit successful candidates, wherein the art subject score can be weighted. The assessment is conducted in accordance with the provisions of Section 1, Chapter II of this Regulation.
2. Target groups for admission, admission quotas for each type of target group, admission methods for the art subject; time for organizing the art examination; duration of the art examination; location for organizing the art examination (which can be preliminary screening or selection examinations held at the school or directly in localities); content of the art examination, examination rooms, examination room space; responsibilities of candidates during the examination; other necessary conditions and information related to organizing the art examination are stipulated by the Chairperson of the Admissions Committee based on the opinions of the committee members.
3. In cases where candidates participating in the art subject examination are missing points due to the loss of examination papers or results caused by the fault of the Admissions Committee, the Chairperson of the Admissions Committee shall notify the candidates about the decision to organize supplementary examinations and the time for supplementary examinations. The cost of organizing supplementary examinations shall be borne by the school. Candidates who do not participate in the supplementary examination will not be considered for admission.
After completing the examination room list and printing the Examination Notification, schools shall not accept further registration forms for the current admission period.
Article 16. Requirements for the Admissions Exam for Special Talents
1. The admissions exam for special talents must meet requirements to assess knowledge and identify basic talents, the ability to apply and skills of candidates, consistent with the general level of candidates taking the exam.
2. The exam must meet the requirement to classify the level of candidates and be suitable for the time allocated for each part of the special talent exam.
3. The content of the exam must ensure accuracy, clarity, and absence of errors. Standard symbols and terms according to current regulations must be unified.
Article 17. Procedure for Compiling Exam Questions
1. Drafting and introducing the exam questions.
2. Selecting and completing the exam questions along with answers and detailed grading scales.
3. Peer reviewing the exam questions.
4. Proofreading the exam questions.
5. Typing, printing, packaging, storing, distributing, and using the exam questions.
Principles for drafting and introducing official and backup exam questions; answers and grading scales; peer review and proofreading of exam questions; standards and conditions for individuals involved in creating exam questions; areas for compiling exam questions; related tasks involving typing and printing exam questions, packaging, storing, and distributing exam questions, using official and backup exam questions; securing exam questions; handling unusual incidents with exam questions shall be stipulated by the Chairman of the Examination Board based on the opinions of the Board members.
Article 18. Preparation Work for the Exam
1. Before the official exam date, the school completes necessary procedures for candidates such as: examination cards, candidate lists in examination rooms; guiding candidates to examination rooms, test locations, schedules; disseminating the Examination Regulations; supplementing and adjusting any errors regarding names, categories, permanent residence registration, recruitment areas, special talent test contents, major names, and major codes of candidates.
2. Based on the opinions of the Board members, the Chairman of the Examination Board stipulates standards, duties, responsibilities, and specific tasks for invigilators; examination room supervisors; medical staff, security officers, police officers (military control officers if applicable); responsibilities of candidates during the exam period.
Article 19. Grading Area
1. The grading area includes the grading location and the storage location for test results. The grading location and storage location for test results need to be arranged reasonably, with security forces, sufficient fire prevention and firefighting equipment, confidentiality, and preservation of test papers.
2. Specific contents regarding the storage of test results; materials and documents that invigilators can bring and use during the exam as well as within the examination area shall be stipulated by the Chairman of the Examination Board based on the opinions of the Board members.
Article 20. Grading and Handling Test Results
Prior to officially grading, the Head of the Grading Committee must brief the graders on the admission regulations, discuss answers and grading scales, and unify the grading plan. Graders may grade jointly from two to three candidates, then discuss, draw lessons, and organize formal grading for the remaining candidates.
Graders must grade the test papers strictly according to the approved official grading scale and answers by the Chairman of the Examination Board. While the grading scales for different parts of the special talent tests may vary, the overall grading scale must be standardized to a scale of 10.
Candidates who provide creative and unique solutions compared to the answers may receive bonus points. The level of bonus points proposed by the grader and decided by the Head of the Grading Committee cannot exceed 10% of the prescribed grading scale.
Handling discrepancies in scores between graders can be conducted immediately after each part of the test or each session depending on the nature and characteristics of the special talent test sections. At the end of each grading session, graders must discuss and unify the scores for each candidate who has taken the test; if consensus cannot be reached on the graded scores, it must be reported to the Head of the Grading Committee for decision.
All materials related to test scores must be sealed and directly managed by the Head of the Secretariat.
Section 3
APPENDIX
Article 21. Rechecking Organization
1. Time for Rechecking
The Admissions Committee of the school shall accept applications for rechecking of examination results within fifteen days from the date of announcement of examination results and admission decisions. The Admissions Committee must respond to applicants no later than ten days from the date of receipt of the application.
2. Rechecking Organization
a) The rechecking process shall be directly managed by the Chairman of the Admissions Committee. Members who have participated in previous data entry and verification processes shall not participate in the rechecking process; the time and place of work shall be determined by the Chairman of the Admissions Committee.
b) Before conducting the re-examination, the Secretariat (consisting of at least two people) shall perform the following tasks:
- Conducting a preliminary check on the registration dossier of the applicant, and if any irregularities are found, they shall prepare a record and report to the Chairperson of the Admissions Committee;
- Preparing a handover record for the Chairperson of the Admissions Committee regarding the registration dossiers of applicants requesting re-examination.
c) During the re-examination process, the re-examination team (consisting of at least two people) shall perform the following tasks:
- Checking the status of the registration dossier of the applicant;
- Compare the examination results announced by the school with the applicant's registration dossier;
- Report to the Chairman of the Admissions Committee after comparing the examination results of the applicants requesting rechecking.
d) Handling Rechecking Results
- If the examination results after rechecking match the data in the applicant's registration dossier, the Head of the Rechecking Board shall sign and confirm the official result;
- If the examination results after rechecking differ from the data in the applicant's registration dossier, withdraw the registration dossier and hand it over to the Head of the Rechecking Board for review and adjustment according to the applicant's registration dossier, prepare a record and retain the admission file;
- In cases where rechecking changes the admission status from non-admission to admission (or vice versa), the Chairman of the Admissions Committee shall determine the cause of the error, and if there is evidence of violation, handle it according to the regulations of this Charter.
đ) Conclusion of Rechecking
- The rechecking result signed and confirmed by the Head of the Rechecking Board is the official result.
- Adjusted results are decided by the Chairperson of the Admissions Committee and announced to the applicants requesting re-examination.
Article 22. Examination of Rechecking Results
1. Ministries, sectors; People's Committees of provinces and centrally governed cities shall establish committees (or assign staff) to cooperate with the Ministry of Education and Training to examine rechecking results at schools under their jurisdiction if they receive feedback from applicants.
2. The Examination Committee of Rechecking Results has the final authority to decide on the official results of applicants requesting rechecking.
Chapter III
ADMISSION REQUIREMENTS AND REGISTRATION
ADMITTED APPLICANTS
Article 23. Determination of Admission Requirements
1. Based on the number of quotas determined according to regulations, after deducting those admitted through direct admission and assigned admission (if any); based on statistics of admissions; based on the framework of preferential points, the Secretariat of the Admissions Committee proposes several selection plans to be reviewed and decided upon by the Chairman of the Admissions Committee of the school.
Schools may establish general admission criteria for the entire school or for each training program, as specified by the Chairman of the Admissions Committee.
2. When the number of admitted students does not meet the quota, the school may lower the selection criteria or conduct additional admissions until the quota is filled. Lowering the selection criteria and conducting subsequent admissions shall be determined by the Chairman of the Admissions Committee based on the opinions of the members of the Admissions Committee and must be publicly announced on the school's website or other mass media.
3. If the number of students entering the school meets the quota in the next admission round, the school shall not accept additional registration files even if there are still subsequent admission rounds as previously announced, and must publicly announce this on the school's website and other mass media.
Selection criteria for all admission rounds of the school do not necessarily need to be the same and shall be decided by the Chairman of the Admissions Committee based on the opinions of the members of the Admissions Committee.
4. For programs that fail to meet the quota, after determining the permissible selection criteria according to the training requirements of the school and still falling short, the school may admit candidates who were not admitted to other programs but meet the selection criteria and requirements of the under-subscribed program and voluntarily enroll in that program. If the number of candidates meeting the transfer program criteria exceeds the quota, they will be selected based on descending order of selection criteria until the quota is met through a transparent process.
5. Based on the proposed selection criteria plans of the Secretariat of the Admissions Committee, taking into account the opinions of the members of the Admissions Committee, the Chairman of the Admissions Committee decides, takes responsibility, and approves the admission requirements such that the number of admitted students does not exceed the predetermined quota. Admission criteria and list of admitted students must be publicly announced on the school's website or other mass media.
Article 24. Summoning Successful Candidates to Register for Enrollment
1. The Chairman of the Admissions Committee shall directly review the list of successful candidates submitted by the Secretariat, and sign the summonses for successful candidates to enroll. The summons must clearly state the candidate's admission results and necessary conditions for enrollment. Summonses shall not be sent to candidates who have not submitted registration forms for the school.
2. Prior to formal enrollment, students must undergo a comprehensive health check organized by the school. Health examinations must follow the guidelines of the Ministry of Health and the Ministry of Education and Training. If the school does not establish a Health Examination Board, candidates may be examined at healthcare facilities with the necessary certification conditions as stipulated by the Ministry of Health. Health certificates issued by healthcare facilities or by the school’s Health Examination Board shall be added to the student management file.
3. Successful candidates must submit the following documents:
a) A valid copy of the high school (or supplementary high school) transcript or junior high school transcript (depending on the category of applicants);
b) A temporary graduation certificate for those admitted immediately upon graduation, or a valid copy of the graduation certificate for those who graduated in previous years. Those submitting a temporary graduation certificate must present the original graduation certificate for verification and inspection at the beginning of the next academic year;
c) A certified true copy of the birth certificate and permanent residence registration.
d) A valid copy of any documents confirming preferential status (if applicable), such as烈士候选人优先录取的证明文件(如有),例如:烈士子女证明、残疾军人证、烈士或考生父母享受残疾军人待遇的证明。其他文件(如有)由招生委员会主席规定;

The documents specified in points a, b, c, and d of this Clause shall be used by the school for management and verification against the originals when necessary.
4. Candidates arriving late at the school for enrollment more than 15 days after the date indicated in their admission summons, without a valid reason, shall be considered as having withdrawn from the program. If late arrival is due to illness, accident, or natural disaster, with confirmation from a district or county hospital or local government office respectively, the schools shall consider and decide whether to accept them for enrollment or defer their admission until the following year.
5. Successful candidates who are prevented from enrolling by their local authorities have the right to appeal to the provincial or centrally-administered municipal People's Committee and the Ministry of Education and Training. Only the Chairman of the provincial or centrally-administered municipal People's Committee has the authority to issue a decision to prevent a successful candidate from enrolling, but must explain the reasons and legal basis for the decision to the affected party.
Article 25. Verification of Admission Results, Examinations, and Files of Successful Candidates
1. Within thirty days from the date of the candidate's arrival at the school for enrollment, the school must verify the admission results and examination results of all successful candidates enrolled in the school at all stages, and simultaneously verify and compare the original documents of the candidates. If violations of regulations or suspicious cases are discovered, a report should be made to the Principal to take appropriate measures to verify and handle the situation.
2. When successful candidates arrive at the school for enrollment, the school assigns staff to collect files according to Clause 3, Article 24 of this Regulation.
During the process of collecting files or while students are studying at the school, if fake files are discovered, they must be reported to the school Principal for handling according to the provisions of the Regulation.
Chapter IV
REPORTING AND RECORD KEEPING REGIME
Article 26. Reporting System
1. By the latest on December 30th each year, schools must report on admission results and submit plans for the next year's admissions to their supervisory bodies.
2. By the latest on January 10th of the following year, departments of education and training and ministries or sectors with vocational secondary schools under their jurisdiction must report on admission results and plans for the next year's admissions of their affiliated schools to the Ministry of Education and Training.
Article 27. Record Keeping System
Documents related to the admission period; documents on the results of the examination and selection of successful candidates (including: candidate's name; examination and selection scores; preliminary screening results; admission scores) must be preserved, stored, and destroyed according to the provisions of the Law on Archives when they have lost their value. Documents related to unsuccessful candidates must be stored for one year from the date of the examination or official selection.
Chapter V
REWARD AND VIOLATION HANDLING
Article 28. Awards
1. Individuals who make significant contributions and actively complete their assigned admission tasks excellently shall be commended by the President of the Admissions Council of the school or proposed for commendation by the Ministry of Education and Training, the competent ministry, or the provincial People's Committee depending on specific achievements.
2. The commendation fund is extracted from the admissions fee.
Article 29. Handling Violations by Admission Staff
1. Individuals involved in admission work who violate regulations (discovered during duty performance or after the admission exam), if there is sufficient evidence, will be subject to disciplinary measures under the Civil Servant Law, the Cadres and Public Officials Law, and other legal documents concerning the handling of civil servant and public official discipline, including Decree No. 138/2013/NĐ-CP dated October 22, 2013 of the Government on administrative penalties in the field of education, according to the following forms:
a) Reprimand: For those who commit minor offenses while performing their duties;
b) Warning: For those who commit one of the following offenses:
- Altering candidate files to misrepresent information (except for correcting candidate scores);
- Entering incorrect scores for fewer than or equal to five candidate applications;
- Inaccurately verifying scores for fewer than or equal to five candidate applications;
- Allowing candidates to cheat, bring, or use materials or technical devices for receiving, transmitting, or sending information in the examination room, discovered and documented by examination supervisors or admission inspectors;
- Grading exams or adding points with numerous errors;
- Setting questions that do not align with the curriculum or exceed the scope of the curriculum for the target group;
- Not complying with reporting requirements as stipulated in Article 26 of this Regulation;
- Disclosing selection criteria before the Admissions Council officially announces them.
c) Depending on the severity of the violation, they may face salary reduction, demotion, dismissal, or reassignment to another position (if they are civil servants or employees in state-owned enterprises), or forced withdrawal from studies (if they are students or pupils involved in supervision or admission work) for committing one of the following offenses:
- Entering incorrect scores for more than five candidate applications;
- Inaccurately verifying scores for more than five candidate applications;
- Setting incorrect questions;
- Directly solving problems and guiding candidates during the exam;
- Giving completed test papers to other candidates;
- Cheating during grading, giving scores outside the prescribed range, or lowering scores;
d) Forced termination of employment or legal action against individuals committing one of the following violations:
- Correcting examination or admission scores, scores on test papers, or scores in grading records or scorebooks;
- Making negative conclusions in admissions;
- Neglecting responsibilities in test paper preservation leading to loss or damage of test papers;
- Taking test papers out of the examination area or bringing solutions into the examination room during the exam;
- Leaking test questions, buying or selling test questions;
- Revealing test paper identification numbers;
- Altering, adding, or removing parts of candidate answers;
- Swapping test papers, identification numbers, or scores of candidates;
- Deception in admission and summoning successful candidates (including altering academic records, cheating in bonus point calculations, or graduation exam scores to qualify candidates for direct admission or successful admission).
Individuals involved in admission work who lose candidates' test papers during collection, transportation, storage, or grading, or who violate admission rules in other ways, will be disciplined according to one of the disciplinary forms specified in this article based on the nature and severity of the violation. In cases of serious violations causing significant consequences, the relevant authority will be recommended to pursue criminal responsibility according to the law.
f) Staff members, students, or pupils of schools, including secondary schools, who do not participate in admission work but engage in negative actions such as taking exams on behalf of others, organizing the removal of test questions and bringing solutions into the examination room, disrupting examination order, will be forced to terminate employment (if they are staff members, civil servants, or employees in state-owned enterprises), suspended from study for a period, or forced to withdraw from studies (if they are students or pupils).
The aforementioned disciplinary measures are decided by the School Principal if the violator is under the school's management, or a report is made to the Ministry of Education and Training for appropriate handling if the violator is not under the school's management. During the admission period, if inspection teams or inspectors from the Ministry of Education and Training discover violations, they will document them on-site and immediately propose the President of the Admissions Council to handle them according to the provisions of this Regulation.
g) Warning or higher disciplinary measures for the School Principal or Chairperson of the Admissions Council and other related individuals who commit one of the following offenses:

Article 30. Handling candidates who violate the regulations
For candidates who violate the regulations, a record must be made, and they will be disciplined according to the provisions of this regulation depending on the severity of the violation, and may also be subject to other forms of handling as provided for by current laws.
Depending on the degree of violation, candidates may be disciplined through the following forms:
1. Reprimand: Applied to candidates who commit one of the following offenses for the first time:
a) Looking at another candidate's paper;
b) Exchanging with another candidate.
This form of discipline is decided by the invigilator in the record established. Candidates reprimanded during a particular test section will have 25% deducted from their score for that section.
2. Warning: Applied to candidates who commit one of the following offenses:

3. Suspension from the examination for candidates who commit one of the following offenses:
a) Having been warned once but continuing to violate the regulations during the same test section;
b) Bringing examination materials, technical devices for receiving, transmitting, recording audio or video, or storage devices containing information that could be used to answer the exam questions; weapons, explosives, flammable substances, or other dangerous items into the examination room;
c) Taking the examination question out of the examination area or receiving solutions from outside the examination room;
d) Writing or drawing irrelevant content;
đ) Engaging in aggressive behavior or threatening responsible persons during the examination or other candidates.
The suspension from the examination is recorded in the record by the invigilator, confiscating evidence, and decided by the Deputy in charge of the examination venue.
Candidates suspended from the examination during a particular test section will receive a zero (0) for that section; they must leave the examination room immediately upon the decision of the Deputy in charge of the examination venue; they must submit their answers and examination questions to the invigilator and may only leave the examination area after two-thirds of the allotted time for that section has passed; they are not allowed to take subsequent sections or participate in further examination sessions at other schools in the same year.
4. Disqualification from admission to schools in the same year and disqualification from participating in the admission process for one year or referral to competent authorities for criminal responsibility for candidates who commit one of the following offenses:
a) Engaging in fraudulent acts to benefit from preferential policies based on region or category in the admission process;
b) Using illegal graduation certificates;
c) Asking others to take the exam or complete the exam on their behalf in any form;
d) Engaging in actions to sabotage the examination or assaulting responsible persons during the examination or other candidates;
đ) Using illegal university or college examination result certificates;
e) Being found guilty of misconduct in the admission process.
This disciplinary action is decided by the Chairman of the Examination Board based on the opinions of the members of the Examination Board.
5. For other cases of violation, depending on the nature and degree of the violation, the Rector or the Chairman of the Examination Board of the school shall handle them through the disciplinary measures stipulated in this Article or in accordance with current laws.
The disciplinary action against candidates must be announced to the candidates. If the candidate refuses to sign the record, the person recording the incident shall note this in the record and report it to the Chairman of the Examination Board for a decision.
