DECISION

Regarding the amendment and supplementation of certain Articles of the Regulations on Admissions to Vocational Secondary Schools

issued together with Decision No. 06/2006/QĐ-BGDĐT dated March 17, 2006

of the Minister of Education and Training

THE MINISTER OF EDUCATION AND TRAINING

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 detailing and guiding the implementation of certain provisions of the Education Law;

Considering the proposal of the Director of the Department of Vocational Education.

DECISION:

Article 1. Amending and supplementing certain Articles of the Regulations on Admissions to Vocational Secondary Schools issued together with Decision No. 06/2006/QĐ-BGDĐT dated March 17, 2006 of the Minister of Education and Training as follows:

1. Clause 1, 2, and 3 of Article 4 shall be amended and supplemented as follows:

"1. Admissions without examination shall be conducted for schools and majors that do not organize entrance examinations. The admissions process includes collecting admission application files, entering and processing data according to the admission criteria; selecting and summoning successful candidates to enroll.

2. Admissions shall be based on the following grounds:

a) The final examination scores of high school graduates (HS) of the candidates;

b) The cumulative scores of all subjects over three years of HS or four years of lower secondary school (LSS) of the candidates;

c) The cumulative scores of all subjects in the final year of HS or LSS of the candidates;

d) The entrance examination scores for university (U) or college (C) of the candidates in the same year they apply for vocational secondary school (VSS).

3. Based on the grounds specified in Clause 2 of this Article, the Principals of the schools shall determine the admission criteria and publicly announce them through mass media before collecting admission applications."

2. Clause 2 of Article 17 shall be amended and supplemented as follows:

"The duration of the VSS entrance examination period is three days: the first day for registration procedures, the second day for taking the exam, and the third day reserved for any necessary contingencies. The time allocated for each subject exam ranges from 90 minutes to 150 minutes (except for skill tests). The exam schedule and duration for each subject are determined by the Chairman of the Examination Board of the school."

Article 2. This Decision shall take effect fifteen days after its publication in the Official Gazette. All previous regulations inconsistent with this Decision are hereby abolished.

Article 3. The Heads of the Office, Inspectorate, Department of Vocational Education, Testing Center and Quality Assurance, Heads of relevant units under the Ministry of Education and Training, Heads of management agencies of institutions offering vocational secondary education, Directors of Departments of Education and Training, Principals of vocational secondary schools, and training centers are responsible for implementing this Decision./.
