CIRCULAR
Regulations on code numbers, professional standards, and salary grading
for administrative specialized civil servant ranks
and archival specialized civil servant ranks
Pursuant to Decree No. 138/2020/NĐ-CP dated November 27, 2020 of the Government on recruitment, use, and management of civil servants;
Pursuant to Decree No. 34/2017/NĐ-CP dated April 3, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
At the request of the Director of the Civil Servant and Public Official Department;
The Minister of Home Affairs issues this Circular to stipulate the code numbers, professional standards, and salary grades for administrative specialized civil servant ranks and archival specialized civil servant ranks.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the code numbers, professional standards, and salary grades for administrative specialized civil servant ranks and archival specialized civil servant ranks.
Article 2. Applicability
This Circular applies to administrative specialized civil servants and archival specialized civil servants working in Party organizations of the Communist Party of Vietnam, state agencies, the Vietnam Fatherland Front, and political-social organizations at central, provincial, and district levels.
Article 3. Positions, Code Numbers of Administrative Specialized Civil Servant Ranks and Archival Specialized Civil Servant Ranks
1. Administrative specialized civil servant ranks:
a) Senior Specialist Code number: 01.001
b) Principal Specialist Code number: 01.002
c) Specialist Code number: 01.003
d) Clerk Code number: 01.004

d) Live a healthy lifestyle, be modest, united; be thrifty, honest, upright, and dedicated; not exploit public affairs for personal gain; not be bureaucratic, corrupt, wasteful, or negative;
e) Continuously have a sense of learning and training to improve moral qualities, competence, and capabilities.
Chapter II
DUTIES, RESPONSIBILITIES, AND STANDARDS OF SPECIALIZED CIVIL SERVANT RANKS
IN THE ADMINISTRATIVE FIELD
Article 5. Senior Specialist Rank
1. Responsibilities:
A civil servant with the highest level of expertise in one or several fields of state administration within central agencies or provincial administrative organizations, responsible for researching, advising on comprehensive policies, macro-strategies according to sectors or fields, or implementing leadership tasks to organize the implementation of laws and policies within the scope of ministries, sectors, or localities.
2. Tasks:
a) Lead in drafting, perfecting institutional frameworks or normative legal documents, economic and social policies, projects, programs, strategic plans concerning politics, economy, national defense, security, culture, and society at the national level within ministries or sectors, or comprehensive economic and social projects at the provincial level under the direct jurisdiction of the central government;
b) Direct and implement guidance, inspection of the execution of specialized management systems and propose measures to ensure effective implementation;
c) Organize summaries, evaluations, and propose amendments to enhance the effectiveness of management work;
d) Lead research topics, projects, national-level scientific studies in order to innovate and improve management mechanisms, enhancing the efficiency of agency operations;
đ) Lead the organization of compiling and building professional guidance materials for sectors and fields; organize specialized training sessions, vocational training, or disseminate knowledge and experience in sectors and fields;
3. Qualifications regarding professional expertise and skills:
a) Understand Party guidelines, laws, development orientations, strategies, and policies of the sector or field of work; be familiar with the political system, organizational structure of state agencies, civil service regulations, and professional knowledge and skills in the sector or field of management;
b) Have the ability to research and draft normative legal documents, projects, programs; advisory capacity in planning strategies, master plans, policies linked to professional expertise in the sector or field or locality;
c) Possess analytical, synthesis, and systematic skills to propose solutions to improve or resolve practical issues within the scope of management in the sector or field or locality;
d) Be well-informed about the situation and trends in the sector or field both domestically and internationally; have the ability to organize research for management purposes and handle management information;
đ) Have writing, presentation, and project proposal skills related to management work in the sector or field or locality;
e) Have the ability to organize the application of scientific and technological advancements to improve and enhance the quality and effectiveness of work in the sector or field or locality;
4. Training and Development Standards:
a) Hold a bachelor's degree or higher in a relevant field corresponding to the sector or field of work;
b) Hold a certificate in Advanced Political Theory or Advanced Political Theory and Administration, or an equivalent certificate recognized by authorized bodies;
5. Requirements for Civil Servants Applying for Promotion to the Senior Specialist Rank:
a) Have held the Specialist Rank or equivalent for at least six years. In cases where the equivalent period is considered, the minimum time held in the Specialist Rank must be at least one year (twelve months) up to the deadline for submitting registration applications for promotion;
b) During the period holding the Specialist Rank or equivalent, have led in drafting or reviewing at least two normative legal documents or research projects, programs, or scientific studies at the national, ministerial, departmental, or provincial levels that have been issued or accepted by competent authorities. Specifically:
There is a decision from an authorized person assigning participation in the Drafting Board or Drafting Team of normative legal documents or a document from an authorized person assigning the lead role in drafting when it is not mandatory to establish a Drafting Board or Drafting Team according to the Law on Enacting Normative Legal Documents;
There is a decision from an authorized person assigning participation in the Steering Committee, Project Leader, Drafting Board of research projects, programs, or scientific studies at the national, ministerial, departmental, or provincial levels or a document from an authorized person assigning the lead role in drafting review reports, verification, and revision of normative legal documents.
Article 6. Senior Specialist Rank
1. Responsibilities:
Is a civil servant with high expertise in one or more fields of state administration in administrative agencies and organizations at the district level or higher, responsible for researching, developing policies, or implementing leadership and directive tasks to organize the implementation of policies and laws at the district level or higher.
2. Tasks:
a) Lead or participate in researching, developing, and organizing the implementation of policies and laws; developing and perfecting institutional mechanisms or state management mechanisms within the assigned professional field.
b) Lead or participate in researching, developing regulations and management systems for the industry, field, or locality; researching, developing research topics, projects, scientific works aimed at innovating and perfecting management mechanisms, enhancing the effectiveness of agency and organizational operations.
c) Lead or participate in organizing the implementation of professional activities; compiling comprehensive reports, evaluating, and perfecting management mechanisms and policies.
d) Guide, monitor, and inspect the implementation of professional systems and policies; participate in proposing measures to enhance the effectiveness of management in the industry, field, or locality.
3. Qualifications regarding professional expertise and skills:
a) Master the Party's guidelines and policies, laws related to the industry or field of work, and professional knowledge and skills within the assigned industry or field of management.
b) Possess the ability to participate in drafting regulatory documents, projects, programs, and guidance on implementing systems, policies, and regulations concerning state management within the industry, field, or locality of work.
c) Understand the situation and development trends of the industry or field of work both domestically and internationally; possess the ability to organize research for management purposes and handle management information.
e) Possess basic information technology skills, proficiency in a foreign language equivalent to Level 3 of the Vietnamese Foreign Language Proficiency Framework, or proficiency in a minority ethnic language if working in a minority region as required by job position.
4. Training and Development Standards:
a) Hold a bachelor's degree or higher in a relevant field corresponding to the sector or field of work;
5. Requirements for civil servants applying to advance to the Senior Specialist Rank:
a) Have held the Specialist Rank or equivalent for at least nine years (excluding probationary and trial periods). In cases where the equivalent time is counted towards the Specialist Rank, the minimum tenure in the Specialist Rank must be at least one year (twelve months) up to the deadline for submitting application forms for the rank advancement examination.
b) During the period holding the Specialist Rank or equivalent, have participated in drafting or reviewing at least one regulatory document or research topic, project, program from the grassroots level upwards, which has been issued or accepted by the competent authority.
Article 7. Clerk Level
1. Responsibilities:
Is a civil servant with basic professional and vocational qualifications in administrative agencies and organizations at district level or higher, responsible for researching, building, and implementing policies and laws according to the sector, field, or locality.
2. Tasks:
a) Participate in building and organizing the implementation of regulations and management systems of the sector, field, or locality; participate in building mechanisms and specific decisions for each management content in accordance with the provisions of the law, suitable to the actual situation.
b) Advise the competent authority to decide on handling specific issues; proactively coordinate with related units and other civil servants in performing tasks within their authority and responsibilities.
c) Participate in inspection, collecting information, statistics, managing files, and storing materials and data to serve work.
d) Monitor, urge, inspect, and propose measures to implement management regulations or decisions effectively.
e) Directly perform official duties and other tasks assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Proficient in the Party's policies and guidelines, laws relating to the industry and field of work, objectives and management subjects, systems of principles and mechanisms for business operations within the scope of work;
b) Possess the ability to participate in building and guiding the implementation of state management systems, policies, and regulations in the sector, field, or locality of work; possess the ability to participate in research serving management and processing management information.
c) Have the capacity to work independently or in teams; have skills in drafting documents and presenting issues assigned for advice and proposal.
4. Training and Development Standards:
a) Hold a bachelor's degree or higher in a relevant field corresponding to the sector or field of work;
5. Requirements for civil servants taking the examination to upgrade to the Clerk Level: Must have held the Cadre Trainee Level or equivalent for at least three years (excluding probationary and trial periods). In cases where the time is equivalent to the Cadre Trainee Level, the minimum time held must be one year (twelve months) until the deadline for submitting registration forms for the upgrading examination.
Article 8. Cadre Trainee Level
1. Responsibilities:
Is a civil servant executing specific professional and vocational tasks according to the requirements of the job position in administrative agencies and organizations at district level or higher.
2. Tasks:
a) Participate in or support the implementation of management tasks of the agency or organization.
b) Participate in building and implementing file management systems, organizing statistics and storing documents and data accurately according to task requirements.
c) Directly perform official duties and other tasks assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Understand the principles, systems, rules, procedures, and content of guidance on vocational tasks and management objectives of the sector or field.
b) Be proficient in the procedural and administrative procedures of the agency, organization, or unit of employment.
c) Skillfully operate office equipment and other devices serving task requirements.
4. Training and Development Standards:
Hold a college degree or higher in a relevant major corresponding to the sector or field of work.
5. Requirements for civil servants taking the examination to upgrade to the Cadre Trainee Level:
Must have held the Staff Trainee Level or equivalent for at least three years (excluding probationary and trial periods). In cases where the time is equivalent to the Staff Trainee Level, the minimum time held must be one year (twelve months) until the deadline for submitting registration forms for the upgrading examination.
Article 9. Clerk Rank
1. Responsibilities:
Is a civil servant performing support and service tasks for the operations of administrative agencies and organizations at the district level or higher, assigned to positions determined as civil servants according to the provisions of the law.
2. Tasks:
Performs specific tasks based on job requirements and other duties assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Master the regulations and operational procedures according to the assigned tasks.
b) Proficiently use technical means and equipment serving the requirements of the tasks.
4. Training and Development Standards:
Must have a college degree or higher. In the case of performing driving tasks, only a valid driver's license issued by the competent authority is required.
Chapter III
DUTIES, RESPONSIBILITIES, AND STANDARDS OF SPECIALIZED CIVIL SERVANT RANKS
DOCUMENT MANAGEMENT SPECIALTY
Article 10. Senior Document Officer Rank
1. Responsibilities:
Is a civil servant with the highest professional expertise in document management work in administrative agencies and organizations at the district level or higher, responsible for directing and organizing document management activities within the agency or organization, or directly performing high-responsibility and confidential document management tasks.
2. Tasks:
a) Participate in researching, proposing, and implementing programs, plans, and management documents related to document management work according to the delegated authority.
b) Participate in building and operating the electronic document management system of the agency or organization; directly execute the document management tasks of the agency according to regulations.
c) Participate in training and professional development activities related to document management work.
3. Qualifications regarding professional expertise and skills:
a) Master the Party's policies and laws regarding document management; understand knowledge and skills in document management work.
b) Have the ability to organize labor in document management activities; proficiently use the electronic document management system.
c) Possess skills to ensure compliance with the correct format, procedures, processes, and authority for issuing administrative documents as stipulated by law.
Must have a bachelor's degree or higher in document management - archives or archival studies. In cases where a bachelor's degree in another specialty is held, a certificate of professional training in document management from an authorized training institution must be obtained.
5. Requirements for civil servants participating in the examination to advance to the Senior Document Officer rank:
Must have held the Document Officer rank or equivalent for at least nine years (excluding probationary and trial periods). If there is equivalent time to the Document Officer rank, then the minimum time held in the Document Officer rank must be one year (twelve months) up to the deadline for submitting application registration forms for the advancement examination.
Article 11. Document Officer Rank
1. Responsibilities:
Is a civil servant undertaking one or more document management tasks according to job requirements within the document department of administrative agencies and organizations at the district level or higher.
2. Tasks:
a) Operate the electronic document management system of the agency or organization.
b) Implement document storage management according to document management regulations; organize the statistical archiving of documents and data as required by document management work.
c) Directly execute document management tasks of the agency and other tasks assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Master the Party's policies, laws on document management, procedural tasks, and specific responsibilities of document management.
b) Possess skills to ensure compliance with the correct format, procedures, processes, and authority for issuing administrative documents as stipulated by law.
c) Proficiently use technical equipment and tools serving the requirements of the tasks.
Must have a bachelor's degree or higher in document management - archives or archival studies. In cases where a bachelor's degree in another specialty is held, a certificate of professional training in document management from an authorized training institution must be obtained.
5. Requirements for civil servants participating in the examination to advance to the Document Officer rank:
Must have held the Intermediate Document Officer rank or equivalent, including if there is equivalent time to the Intermediate Document Officer rank, then the minimum time held in the Intermediate Document Officer rank must be one year (twelve months) up to the deadline for submitting application registration forms for the advancement examination. Specifically as follows:
a) In the case of initial recruitment with an associate degree, must have held the Intermediate Document Officer rank or equivalent for at least two years (excluding probationary period).
b) In the case of initial recruitment with a college degree, must have held the Intermediate Document Officer rank or equivalent for at least three years (excluding probationary period).
Article 12. Intermediate Clerk Rank
1. Responsibilities:
Is a civil servant undertaking one or more document management tasks according to job requirements within the document department of administrative agencies and organizations at the district level or higher.
2. Tasks:
Directly perform the secretarial duties of the agency and other tasks assigned by superiors.
3. Qualifications regarding professional expertise and skills:
a) Master the procedures and specific tasks of the agency's secretarial work as prescribed;
b) Proficiently use technical means and equipment serving the requirements of the tasks.
4. Training and Development Standards:
Hold a diploma at the intermediate level or higher in the field or specialty of administrative secretarial, secretarial-archival, archival, and information management. In cases where a diploma at the intermediate level or higher in another specialty is held, a vocational training certificate in secretarial work issued by an authorized training institution must be obtained.
Chapter IV
SALARIES FOR RANKS OF CIVIL SERVANTS
ADMINISTRATIVE SPECIALTY, SECRETARIAT SPECIALTY
Article 13. Principles for setting salaries for ranks of civil servants in administrative specialties and secretariat specialties
1. The appointment and salary setting for ranks of civil servants in administrative specialties and secretariat specialties as stipulated in this Circular must be based on the position, responsibilities, tasks, and specialized professional skills undertaken by the civil servant.
2. When appointed to ranks of civil servants in administrative specialties and secretariat specialties, it shall not be combined with salary grade advancement or rank promotion.
Article 14. Setting Salaries for Ranks of Civil Servants in Administrative Specialties
1. The ranks of civil servants in administrative specialties as stipulated in this Circular apply Table 2 (Table of salaries for professional and technical staff in state agencies) promulgated together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the wage system for cadres, civil servants, public officials, and armed forces personnel (hereinafter referred to as Decree No. 204/2004/ND-CP), as follows:
a) Senior Specialist Rank (code 01.001) applies the civil servant salary table type A3, group 1 (A3.1), from coefficient 6.20 to coefficient 8.00;
b) Principal Specialist Rank (code 01.002) applies the civil servant salary table type A2, group 1 (A2.1), from coefficient 4.40 to coefficient 6.78;
c) Specialist Rank (code 01.003) applies the civil servant salary table type A1, from coefficient 2.34 to coefficient 4.98;
d) Staff Officer Rank (code 01.004) applies the civil servant salary table type A0, from coefficient 2.10 to coefficient 4.89;
đ) Employee Rank (code 01.005) applies the civil servant salary table type B, from coefficient 1.86 to coefficient 4.06.
In cases where civil servants in the Employee Rank perform agency driving duties without holding a diploma at the intermediate level or higher in a relevant field of study that meets the job requirements, Table 4 (Table of salaries for administrative and service staff in state agencies and state-run units) promulgated together with Decree No. 204/2004/ND-CP shall be applied.
2. The transfer of salary setting for civil servants moving from current ranks of civil servants in administrative specialties to ranks of civil servants in administrative specialties as stipulated in this Circular shall be implemented according to the guidelines set out in Clause 2, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs guiding salary setting when promoting ranks, transferring ranks, and changing types of civil servants and public officials (hereinafter referred to as Circular No. 02/2007/TT-BNV).
In cases where civil servants do not meet the criteria and conditions to transfer salary setting into the Staff Officer Rank and Employee Rank as stipulated in Clause 6, Article 1 of Circular No. 05/2017/TT-BNV dated August 15, 2017 of the Minister of Home Affairs amending and supplementing certain articles of Circular No. 11/2014/TT-BNV dated October 9, 2014 and Circular No. 13/2010/TT-BNV dated December 30, 2010 of the Minister of Home Affairs on professional standards, rank appointment, and salary setting for ranks of civil servants in administrative specialties and the organization of examinations for civil servant rank promotion, they will continue to be paid according to their current civil servant rank for a period of five years from the date this Circular takes effect. Within this five-year period, civil servants must complete the educational qualifications required for the new Staff Officer Rank and Employee Rank. Once civil servants meet the criteria and conditions for the new Staff Officer Rank and Employee Rank, the employing agency shall report to the civil servant management agency for consideration and decision on appointment to the rank. If civil servants fail to meet the educational qualifications required for the civil servant rank, reduction in staffing shall be carried out in accordance with the provisions of the law.
Article 15. Classification of salaries for specialized civil servant ranks in archives
1. Civil servants appointed to the specialized civil servant ranks in archives as stipulated in this Circular shall apply Table 2 issued together with Decree No. 204/2004/ND-CP, as follows:
a) The rank of Senior Archivist (code 02.006) shall apply the salary table for type A2 civil servants, group 1 (A2.1), from coefficient 4.40 to coefficient 6.78;
b) The rank of Archivist (code 02.007) shall apply the salary table for type A1 civil servants, from coefficient 2.34 to coefficient 4.98;
c) The rank of Intermediate Archivist (code 02.008) shall apply the salary table for type B civil servants, from coefficient 1.86 to coefficient 4.06. In cases where civil servants with college level qualifications or higher are recruited to positions requiring the corresponding specialized civil servant rank of Intermediate Archivist, they shall be classified at the second grade of the Intermediate Archivist rank; if there is a probationary period, during which they shall receive 85% of the second grade salary of the Intermediate Archivist rank.
2. The process of reclassification of salaries for civil servants transferring from their current specialized civil servant ranks to the specialized civil servant ranks in archives as stipulated in this Circular shall be carried out according to the guidelines set forth in Clause 2, Section II of Circular No. 02/2007/TT-BNV.
In cases where civil servants with college qualifications were classified at the A0 type civil servant salary upon recruitment in accordance with Decree No. 204/2004/ND-CP, when transferring to the Intermediate Archivist rank (code 02.008), the classification of salary grades in the new rank shall be based on the time of service with mandatory social insurance contributions according to the scale and salary table prescribed by the State (after deducting the probationary period as prescribed by the rank) as follows:
Starting from the second grade of the Intermediate Archivist rank, every two years (full 24 months), they will be promoted to one salary grade (if there are interrupted periods without enjoying social insurance benefits, these periods will be accumulated). If during the period of service there is a year in which the assigned tasks are not completed or disciplinary action is taken, the regular promotion of salary grades will be extended according to regulations.
After reclassifying salaries into the Intermediate Archivist rank, if the salary coefficient assigned in the Intermediate Archivist rank plus any excess tenure allowance (if applicable) is lower than the salary coefficient enjoyed in the previous rank, they shall enjoy the difference in salary coefficients retained to equal the salary coefficient (including any excess tenure allowance, if applicable) enjoyed in the previous rank. This retained difference in salary coefficients shall be enjoyed throughout the period that the civil servant is classified in the Intermediate Archivist rank. Subsequently, if the civil servant is promoted to a higher rank, this retained difference in salary coefficients shall be added to the salary coefficient (including any excess tenure allowance, if applicable) currently enjoyed to classify the salary into the position appointed upon promotion and cease to enjoy the retained difference in salary coefficients from the day they start receiving salary in the new rank.
Chapter V
IMPLEMENTING PROVISIONS
Article 16. Implementation organization and application provisions
1. Ministries, ministerial-level agencies, agencies under the Government, organizations established by the Government and the Prime Minister that are not public service units, provincial People's Committees, municipal People's Committees directly under the Central Government, and related agencies and organizations shall base their implementation of recruitment, utilization, and management of administrative specialized civil servants and archival specialized civil servants on the provisions of this Circular.
2. Civil servants in agencies of the Communist Party of Vietnam, the Vietnam Fatherland Front, and political-social organizations shall implement the provisions of this Circular and guidance from the competent authority of the Communist Party of Vietnam.
3. Apply the provisions of Chapter II and Article 14 of Chapter IV of this Circular to staff working in administrative departments, general departments, office management, organizational cadres, financial planning departments, and non-professional positions in public service units in terms of recruitment, utilization, and management of staff. Specifically as follows:
a) The application of the senior specialist rank or the specialist rank for staff shall be implemented according to the requirements of the position the staff member is currently holding in a public service unit, as decided by the competent authority.
For promotion to senior specialist: Lead the development of research topics, projects, programs, scientific research documents, business practices, technical improvement initiatives within the sector, field, agency, or unit where they work, confirmed by the head of the agency or unit managing the staff member.
For promotion to specialist: Lead or participate in research and development of research topics, projects, programs, scientific research documents, regulatory documents, business practices, technical improvement initiatives within the sector, field, agency, or unit where they work, confirmed by the head of the agency or unit managing the staff member.
4. Apply the provisions of Chapter III and Article 15 of Chapter IV of this Circular in the recruitment, utilization, and management of staff working in archives in public service units.

Article 17. Transitional Provisions
1. Civil servants who have been appointed to the specialized civil servant ranks in administration or specialized civil servant ranks in archives according to the law before the effective date of this Circular shall be deemed to meet the professional and specialized standards of the specialized civil servant ranks in administration or specialized civil servant ranks in archives stipulated in this Circular corresponding to the ranks they have been appointed to.
2. Specialized civil servants in archives who have not yet implemented the reclassification of salaries according to Circular No. 10/2019/TT-BNV dated August 2, 2019, of the Minister of Home Affairs guiding the classification of salaries for specialized civil servant ranks in archives, shall follow the provisions of this Circular.
Article 18. Effective Date
1. This Circular takes effect from August 1, 2021.
2. Abolish all the following normative legal documents:
a) Circular No. 11/2014/TT-BNV dated October 9, 2014, of the Minister of Home Affairs stipulating job titles, rank codes, and professional standards for specialized civil servant ranks in administration;
b) Circular No. 14/2014/TT-BNV dated October 31, 2014, of the Minister of Home Affairs stipulating job titles, rank codes, responsibilities, duties, and professional standards for specialized civil servant ranks in archives;
c) Circular No. 10/2019/TT-BNV dated August 2, 2019, issued by the Minister of Home Affairs, guiding the determination of salary for specialized civil servant positions in archival work.
3. Repeal Article 1 of Circular No. 05/2017/TT-BNV dated August 15, 2017, issued by the Minister of Home Affairs, amending and supplementing certain provisions of Circulars No. 11/2014/TT-BNV dated October 9, 2014, and No. 13/2010/TT-BNV dated December 30, 2010, issued by the Minister of Home Affairs, concerning professional standards, appointment to grades, and salary determination for specialized civil servant positions in administrative work, and the organization of examinations for promotion to higher grades of civil servants.
Article 19. Responsibility for Implementation
1. The Ministers, Heads of ministerial-level agencies, agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities, and relevant agencies, organizations, and individuals shall be responsible for implementing the provisions of this Circular.
2. Any difficulties encountered during implementation should be reported to the Ministry of Home Affairs for guidance or consideration and resolution.
