Circular No. 02/2024/TT-BNG Abolishes Certain Legal Normative Documents Issued by the Minister of Foreign Affairs

CIRCULAR

ABOLISHING CERTAIN LEGAL DOCUMENTS ISSUED BY THE MINISTER OF FOREIGN AFFAIRS issues

BASED ON THE LAW ON ENACTING LEGAL DOCUMENTS dated June 22, 2015;

BASED ON THE LAW AMENDING AND SUPPLEMENTING CERTAIN ARTICLES OF THE LAW ON ENACTING LEGAL DOCUMENTS dated June 18, 2020;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

On the basis of DECREE NO. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Enacting Legal Documents;

BASED ON DECREE NO. 59/2024/NĐ-CP of the Government dated May 25, 2024 amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Enacting Legal Documents which has been amended and supplemented certain articles pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government;

BASED ON DECREE NO. 81/2022/NĐ-CP dated October 14, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;

PURSUANT TO THE PROPOSAL OF THE DIRECTOR OF THE DEPARTMENT OF LEGAL AFFAIRS AND INTERNATIONAL TREATIES;

THE MINISTER OF FOREIGN AFFAIRS ISSUES THIS CIRCULAR TO ABOLISH CERTAIN LEGAL DOCUMENTS ISSUED BY THE MINISTER OF FOREIGN AFFAIRS.

This Circular takes effect from January 25, 2026.

ABOLISH THE FOLLOWING ENTIRE LEGAL DOCUMENTS ISSUED BY THE MINISTER OF FOREIGN AFFAIRS:

1. CIRCULAR NO. 01/2019/TT-BNG dated July 18, 2019 of the Minister of Foreign Affairs prescribing reporting procedures within the scope of state management of the Ministry of Foreign Affairs.

2. CIRCULAR NO. 02/2021/TT-BNG dated August 6, 2021 of the Minister of Foreign Affairs amending and supplementing Circular No. 01/2019/TT-BNG dated July 18, 2019 prescribing reporting procedures within the scope of state management of the Ministry of Foreign Affairs.

3. CIRCULAR NO. 06/2016/TT-BNG dated November 11, 2016 of the Minister of Foreign Affairs guiding the implementation of Article 15 of Decree No. 17/2014/NĐ-CP dated March 11, 2014 of the Government on the organization and operation of diplomatic inspection.

Article 2. Implementation clause

THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 15, 2025.
