CIRCULAR

REGULATIONS ON STANDARDS AND CONDITIONS FOR PROMOTION OF PROFESSIONAL RANKS OF CIVIL SERVANTS IN THE LIBRARY, CULTURAL HERITAGE, COMMUNITY CULTURE, CULTURAL PROPAGANDA, FINE ARTS, PERFORMING ARTS, AND FILM INDUSTRIESSPECIALIZED FIELD FINE ARTS, PERFORMING ARTS, AND FILM INDUSTRIES

Pursuant to the Civil Servant Law dated November 15, 2010; and the Law Amending and Supplementing Certain Provisions of the Civil Servants and Public Officials Law and the Civil Servant Law dated November 25, 2019;

Pursuant to Decree No. 01/2023/NĐ-CP dated January 16, 2023 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to Decree No. 115/2020/NĐ-CP dated September 25, 2020 of the Government on recruitment, utilization, and management of civil servants; Decree No. 85/2023/NĐ-CP dated December 7, 2023 of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, utilization, and management of civil servants;

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Culture, Sports and Tourism issues this Circular to regulate standards and conditions for promotion of professional ranks of civil servants in the specialized fields of libraries, cultural heritage, community culture, cultural propaganda, fine arts, performing arts, and film industries.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. This Circular stipulates standards and conditions for promotion to Rank II and Rank I of professional ranks of civil servants in the specialized fields of libraries, cultural heritage, community culture, cultural propaganda, fine arts, performing arts, and film industries.

2. This Circular applies to civil servants in the specialized fields of libraries, cultural heritage, community culture, cultural propaganda, fine arts, performing arts, and film industries working in public service units and related organizations and individuals.

Article 2. General Standards and Conditions

1. Common standards and conditions for registration to be considered for promotion of professional ranks of civil servants in the specialized fields of libraries, cultural heritage, community culture, cultural propaganda, fine arts, performing arts, and film industries:

a) Public service units have a need and a shortage of civil servants corresponding to the professional rank being considered for promotion, as approved by the competent authority.

b) Civil servants who meet the standards and conditions specified in points a and b of Clause 1, Article 32 of Decree No. 115/2020/NĐ-CP dated September 25, 2020 of the Government on recruitment, utilization, and management of civil servants (amended according to Clause 16, Article 1 of Decree No. 85/2023/NĐ-CP dated December 7, 2023 of the Government amending and supplementing certain articles of Decree No. 115/2020/NĐ-CP dated September 25, 2020 on recruitment, utilization, and management of civil servants), and the requirements of the position corresponding to the professional rank being considered for promotion as prescribed in Circular No. 10/2023/TT-BVHTTDL dated September 8, 2023 of the Minister of Culture, Sports and Tourism guiding positions, leadership and management roles, and professional ranks in specialized fields, and the structure of civil servants by professional ranks in public service units under the cultural, sports, and tourism sector; and are nominated by the competent authority to participate in the examination for promotion of professional ranks.

2. Civil servants holding professional ranks in the specialized fields of fine arts, performing arts, and film industries who have been awarded the title of "People's Artist," "Meritorious Artist," or received the "Ho Chi Minh Prize" or "State Prize" in literature and arts may use such titles or awards once to apply for promotion to the next higher professional rank.

Chapter II

SPECIFIC STANDARDS AND CONDITIONS FOR PROMOTION OF PROFESSIONAL RANKS OF CIVIL SERVANTS SPECIALIZED FIELD OF LIBRARIES

Article 3. Criteria and conditions for promotion to the rank and position code V.10.02.05 of Library Assistant Level II

A civil servant shall be considered for promotion to the rank and position code V.10.02.05 of Library Assistant Level II when meeting the provisions set out in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank and position code V.10.02.06 of Library Assistant Level III.

2. Meeting the training, education standards and requirements for civil servants being considered for promotion to the rank and position code V.10.02.05 of Library Assistant Level II as stipulated in Clause 2 and Clause 4 of Article 5 of Circular No. 02/2022/TT-BVHTTDL dated July 1, 2022 issued by the Minister of Culture, Sports and Tourism on job title codes, qualification standards, and salary grading for specialized cultural sector civil servants (hereinafter referred to as Circular No. 02/2022/TT-BVHTTDL).

Article 4. Criteria and conditions for promotion to the rank and position code V.10.02.30 of Library Assistant Level I

A civil servant shall be considered for promotion to the rank and position code V.10.02.30 of Library Assistant Level I when meeting the provisions set out in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank and position code V.10.02.05 of Library Assistant Level II.

2. Meeting the training, education standards and requirements for civil servants being considered for promotion to the rank and position code V.10.02.30 of Library Assistant Level I as stipulated in Clause 2 and Clause 4 of Article 4 of Circular No. 02/2022/TT-BVHTTDL.

Chapter III

SPECIFIC STANDARDS AND CONDITIONS FOR PROMOTION OF PROFESSIONAL RANKS OF CIVIL SERVANTSSPECIALIZATION IN CULTURAL HERITAGE

Article 5. Criteria and conditions for promotion to the rank and position code V.10.05.16 of Heritage Assistant Level II

A civil servant shall be considered for promotion to the rank and position code V.10.05.16 of Heritage Assistant Level II when meeting the provisions set out in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank and position code V.10.05.17 of Heritage Assistant Level III.

2. Meeting the training, education standards and requirements for civil servants being considered for promotion to the rank and position code V.10.05.16 of Heritage Assistant Level II as stipulated in Clause 2 and Clause 4 of Article 5 of Circular No. 16/2021/TT-BVHTTDL dated December 22, 2021 issued by the Minister of Culture, Sports and Tourism on job title codes, qualification standards, and salary grading for specialized cultural heritage sector civil servants (hereinafter referred to as Circular No. 16/2021/TT-BVHTTDL).

Article 6. Criteria and conditions for promotion to the rank and position code V.10.05.29 of Heritage Assistant Level I

A civil servant shall be considered for promotion to the rank and position code V.10.05.29 of Heritage Assistant Level I when meeting the provisions set out in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank and position code V.10.05.16 of Heritage Assistant Level II.

2. Meeting the training, education standards and requirements for civil servants being considered for promotion to the rank and position code V.10.05.29 of Heritage Assistant Level I as stipulated in Clause 2 and Clause 4 of Article 4 of Circular No. 16/2021/TT-BVHTTDL.

Chapter IV

SPECIFIC STANDARDS AND CONDITIONS FOR PROMOTION OF PROFESSIONAL RANKS OF CIVIL SERVANTSSPECIALIZATION IN COMMUNITY CULTURE AND CULTURAL OUTREACH

Article 7. Criteria and conditions for promotion to the rank and position code V.10.06.19 of Methodology Assistant Level II

A civil servant shall be considered for promotion to the rank and position code V.10.06.19 of Methodology Assistant Level II when meeting the provisions set out in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank and position code V.10.06.20 of Methodology Assistant Level III.

2. Meeting the training, education standards and requirements for civil servants being considered for promotion to the rank and position code V.10.06.19 of Methodology Assistant Level II as stipulated in Clause 2 and Clause 4 of Article 4 of Circular No. 03/2022/TT-BVHTTDL dated July 7, 2022 issued by the Minister of Culture, Sports and Tourism on job title codes, qualification standards, and salary grading for specialized community culture sector civil servants (hereinafter referred to as Circular No. 03/2022/TT-BVHTTDL).

Article 8. Criteria and conditions for promotion to the rank of cultural guide level II, code V.10.07.22

A civil servant shall be considered for promotion to the rank of cultural guide level II, code V.10.07.22 when meeting the provisions stipulated in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank of cultural guide level III, code V.10.07.23.

2. Meeting the criteria regarding educational qualifications, training, and requirements for civil servants being considered for promotion to the rank of cultural guide level II, code V.10.07.22 as prescribed in Clauses 2 and 4 of Article 7 of Circular No. 03/2022/TT-BVHTTDL.

Article 9. Criteria and conditions for promotion to the rank of chief cultural propagandist, code V.10.10.34

A civil servant shall be considered for promotion to the rank of chief cultural propagandist, code V.10.10.34 when meeting the provisions stipulated in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank of cultural propagandist, code V.10.10.35.

2. Meeting the criteria regarding educational qualifications, training, and requirements for civil servants being considered for promotion to the rank of chief cultural propagandist, code V.10.10.34 as prescribed in Clauses 2 and 4 of Article 4 of Circular No. 02/2023/TT-BVHTTDL dated February 21, 2023 issued by the Minister of Culture, Sports and Tourism on job title codes, standards, and salary grades for civil servants specializing in cultural propaganda.

Chapter V

SPECIFIC STANDARDS AND CONDITIONS FOR PROMOTION OF PROFESSIONAL RANKS OF CIVIL SERVANTSART FIELD: FINE ARTS

Article 10. Criteria and conditions for promotion to the rank of artist level II, code V.10.08.26

A civil servant shall be considered for promotion to the rank of artist level II, code V.10.08.26 when meeting the provisions stipulated in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank of artist level III, code V.10.08.27.

2. Meeting the criteria regarding educational qualifications, training, and requirements for civil servants being considered for promotion to the rank of artist level II, code V.10.08.26 as prescribed in Clauses 2 and 4 of Article 5 of Circular No. 09/2022/TT-BVHTTDL dated October 28, 2022 issued by the Minister of Culture, Sports and Tourism on job title codes, standards, and salary grades for civil servants specializing in fine arts (hereinafter referred to as Circular No. 09/2022/TT-BVHTTDL).

Article 11. Criteria and conditions for promotion to the rank of artist level I, code V.10.08.25

A civil servant shall be considered for promotion to the rank of artist level I, code V.10.08.25 when meeting the provisions stipulated in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank of artist level II, code V.10.08.26.

2. Meeting the criteria regarding educational qualifications, training, and requirements for civil servants being considered for promotion to the rank of artist level I, code V.10.08.25 as prescribed in Clauses 2 and 4 of Article 4 of Circular No. 09/2022/TT-BVHTTDL.

Chapter VI

CRITERIA AND CONDITIONS FOR PROMOTION TO THE RANK OF CIVIL SERVANTS SPECIALIZING IN PERFORMING ARTS AND FILM

Article 12. Criteria and conditions for promotion to the rank of artistic director level II, code V.10.03.09

A civil servant shall be considered for promotion to the rank of artistic director level II, code V.10.03.09 when meeting the provisions stipulated in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank of artistic director level III, code V.10.03.10.

2. Meeting the criteria regarding educational qualifications, training, and requirements for civil servants being considered for promotion to the rank of artistic director level II, code V.10.03.09 as prescribed in Clauses 2 and 4 of Article 5 of Circular No. 10/2022/TT-BVHTTDL dated October 28, 2022 issued by the Minister of Culture, Sports and Tourism on job title codes, standards, and salary grades for civil servants specializing in performing arts and film (hereinafter referred to as Circular No. 10/2022/TT-BVHTTDL).

Article 13. Criteria and conditions for considering promotion to the rank of Art Director Grade I, code V.10.03.08

A civil servant shall be considered for promotion to the rank of Art Director Grade I, code V.10.03.08 if they meet the provisions set out in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank of Art Director Grade II, code V.10.03.09.

2. Meeting the training level, development standards, and requirements for civil servants being considered for promotion to the rank of Art Director Grade I, code V.10.03.08 as stipulated in Clauses 2 and 4 of Article 4 of Circular No. 10/2022/TT-BVHTTDL.

Article 14. Criteria and conditions for considering promotion to the rank of Actor Grade II, code V.10.04.13

A civil servant shall be considered for promotion to the rank of Actor Grade II, code V.10.04.13 if they meet the provisions set out in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank of Actor Grade III, code V.10.04.14.

2. Meeting the training level, development standards, and requirements for civil servants being considered for promotion to the rank of Actor Grade II, code V.10.04.13 as stipulated in Clauses 2 and 4 of Article 9 of Circular No. 10/2022/TT-BVHTTDL.

Article 15. Criteria and conditions for considering promotion to the rank of Actor Grade I, code V.10.04.12

A civil servant shall be considered for promotion to the rank of Actor Grade I, code V.10.04.12 if they meet the provisions set out in Clause 1 of Article 2 of this Circular and the following criteria and conditions:

1. Currently holding the rank of Actor Grade II, code V.10.04.13.

2. Meeting the training level, development standards, and requirements for civil servants being considered for promotion to the rank of Actor Grade I, code V.10.04.12 as stipulated in Clauses 2 and 4 of Article 8 of Circular No. 10/2022/TT-BVHTTDL.

Chapter VII

IMPLEMENTATION

Article 16. Effective Date

1. This Circular takes effect from August 1, 2024.

2. In cases where the referenced documents in this Circular are amended, supplemented, or replaced, implementation shall be carried out according to the amended, supplemented, or replaced documents.

3. Circular No. 03/2023/TT-BVHTTDL dated March 23, 2023, issued by the Minister of Culture, Sports and Tourism, which sets out the criteria and conditions for examination or consideration for promotion; the form, content, and determination of successful candidates during the period of consideration for promotion to the rank of civil servant in specialized fields such as libraries, cultural heritage, grassroots culture, cultural propaganda, performing arts, cinema, and fine arts, shall cease to be effective from the date this Circular takes effect.

Article 17. Responsibility for Implementation

1. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of People's Committees of provinces and centrally-run cities, and related agencies, organizations, and individuals are responsible for implementing this Circular.

2. Any difficulties encountered during implementation should be reported to the Ministry of Culture, Sports and Tourism for guidance or review and resolution./.
