CIRCULAR
GUIDELINES ON THE POSITIONS OF LEADERSHIP AND MANAGEMENT WORK, PROFESSIONAL TITLES, AND THE STRUCTURE OF STAFF ACCORDING TO PROFESSIONAL TITLES IN PUBLIC SERVICE UNITS UNDER THE CULTURAL, SPORTS, AND TOURISM SECTORS
Pursuant to Decree No. 01/2023/NĐ-CP dated January 16, 2023 of the Government providing for the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on positions and number of staff in public service units;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Culture, Sports and Tourism issues this Circular guiding the positions of leadership and management work, professional titles, and the structure of staff according to professional titles in public service units under the cultural, sports, and tourism sectors.
Article 1. Scope of Regulation
Article 1. This Circular guides the positions of leadership and management work, professional titles, and the structure of staff according to professional titles in public service units under the cultural, sports, and tourism sectors.
Article 2. The positions of work specified in this Circular include: List of positions; job descriptions and competency frameworks for each position.
Article 2. Applicability
This Circular applies to public service units under the cultural, sports, and tourism sectors belonging to ministries, ministerial-level agencies (except the Ministry of Public Security and the Ministry of National Defense), government agencies, organizations established by the Government or the Prime Minister that are not public service units, Hanoi National University, Ho Chi Minh City National University, People's Committees of provinces and centrally-administered cities, People's Committees of districts, towns, and provincial-level cities, and centrally-administered cities.
Article 3. Principles and bases for determining job positions
Article 1. Positions of leadership and management work and professional titles of specialized civil servants in public service units under the cultural, sports, and tourism sectors are determined based on the two principles stipulated in Article 3 of Decree No. 106/2020/NĐ-CP dated September 10, 2020 of the Government on positions and number of staff in public service units (hereinafter referred to as Decree No. 106/2020/NĐ-CP).
Article 2. The basis for determining positions of leadership and management work and professional titles of specialized civil servants in public service units under the cultural, sports, and tourism sectors shall be implemented in accordance with Clause 1 of Article 4 of Decree No. 106/2020/NĐ-CP.
Article 4. List of job positions
Article 1. The list of positions of leadership and management work in public service units under the cultural, sports, and tourism sectors is prescribed in Appendix IA attached hereto.
Article 2. The list of positions of professional titles of specialized civil servants in public service units under the cultural, sports, and tourism sectors is prescribed in Appendix IB attached hereto.
Article 5. Job Descriptions and Competency Frameworks of Positions
Article 1. Job Descriptions and Competency Frameworks of positions of leadership and management work in public service units under the cultural, sports, and tourism sectors are prescribed in Appendix IIA attached hereto.
Article 2. Job Descriptions and Competency Frameworks of positions of professional titles of specialized civil servants in public service units under the cultural, sports, and tourism sectors are prescribed in Appendix IIB attached hereto.
Article 3. The competency framework of positions of leadership and management work must be consistent with the standards of leadership and management positions as prescribed by the competent authority; the competency framework of positions of professional titles of specialized civil servants in public service units under the cultural, sports, and tourism sectors must ensure consistency with the standards of administrative civil service ranks as prescribed by the Ministry of Home Affairs or the standards of professional titles of specialized civil servants in the cultural, sports, and tourism sectors as prescribed by the Ministry of Culture, Sports and Tourism. The levels of each group of competencies within the competency framework are prescribed in Appendix III attached hereto.
Article 4. Based on the Job Descriptions and Competency Frameworks of positions at Appendices IIA and IIB attached hereto, public service units under the cultural, sports, and tourism sectors shall develop specific Job Descriptions and Competency Frameworks for each position at their unit to be submitted to the competent authority for approval.
Article 6. Structure of civil servants according to occupational titles
The determination of the staff structure according to professional titles is carried out in accordance with the provisions of Clause 5, Article 3, and Clause 3, Article 4 of Decree No. 106/2020/NĐ-CP.
Article 7. Effective Date
Article 1. This Circular takes effect from October 1, 2023.
2. In cases where the legal documents referred to in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued documents.
Article 8. Responsibility for Implementation
Article 1. The Minister, Heads of ministerial-level agencies (except the Ministry of Public Security and the Ministry of National Defense), Heads of government agencies, heads of organizations established by the Government or the Prime Minister that are not public service units, Directors of Hanoi National University, Directors of Ho Chi Minh City National University, Chairpersons of People's Committees of provinces and centrally-administered cities, relevant agencies, organizations, and individuals are responsible for implementing the provisions of this Circular.
Article 2. In the course of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to report to the Ministry of Culture, Sports and Tourism for consideration and decision.
