Issued University Admission Regulations for Early Childhood Education

 

Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, issued by the Minister of Education and Training on the University Admission Regulations for Early Childhood Education, which took effect from July 22, 2022, was amended and supplemented by:

Circular No. 06/2025/TT-BGDĐT dated March 19, 2025, issued by the Minister of Education and Training to amend and supplement certain provisions of the University Admission Regulations for Early Childhood Education promulgated together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, issued by the Minister of Education and Training, which took effect from May 5, 2025.

Pursuant to the Education Law dated June 14, 2019;

Pursuant to the Higher Education Law dated June 18, 2012; the Law Amending and Supplementing Certain Provisions of the Higher Education Law dated November 19, 2018;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 99/2019/NĐ-CP dated December 30, 2019 of the Government detailing and guiding the implementation of certain provisions of the Law Amending and Supplementing Certain Provisions of the Higher Education Law;

7. Components of a training program include a group of courses and other learning and research activities with common characteristics in specialized fields; clearly playing a role in achieving a set of goals and requirements of the training program. These components are used to design the overall structure of the training program (such as general education, basic sciences, core subjects, internships and experiences, scientific research, and other components).

The Minister of Education and Training issues this Circular on the University Admission Regulations for Early Childhood Education.^[1]

Article 1. This Circular promulgates the University Admission Regulations for Early Childhood Education.

Article 2.^[2]This Circular takes effect from July 22, 2022, and replaces Circular No. 09/2020/TT-BGDĐT dated May 7, 2020, on the University Admission Regulations for Early Childhood Education and Circular No. 16/2021/TT-BGDĐT dated June 1, 2021, amending and supplementing Circular No. 09/2020/TT-BGDĐT on the University Admission Regulations for Early Childhood Education, both issued by the Minister of Education and Training.

Article 3. The Director of the Office, the Head of the Higher Education Department, the Heads of relevant units under the Ministry of Education and Training; the Chairpersons of Provincial People's Committees; the Directors of Departments of Education and Training; the Presidents of universities; the Principals of colleges recruiting students for Early Childhood Education are responsible for implementing this Circular.

UNIVERSITY ADMISSION REGULATIONS FOR EARLY CHILDHOOD EDUCATION
(Issued together with the Circular on the University Admission Regulations for Early Childhood Education)

 

PART I

GENERAL PROVISIONS

 

Article 1. Scope of Regulation and Applicability

1. These regulations stipulate the principles, requirements, standards, procedures, authorities, and responsibilities of the parties involved in university and college admission work for Early Childhood Education programs; specify the organization of examinations serving admissions and regular training enrollment.

2. These regulations apply to higher education institutions, other educational establishments permitted to offer university-level training, colleges recruiting students for Early Childhood Education (hereinafter referred to collectively as educational institutions), departments of education and training, and related organizations and individuals.

Article 2. Interpretation of Terms

In this document, the following terms are understood as follows:

1. The scope of admission includes programs, majors,^[3] major groups, and forms of training organized for admission in one round or through a specific admission method.

2. Application refers to a candidate participating in the admission process for a training program or major at an educational institution, through registering their preference for admission on the common admission support system and registering for exams and admission according to the institution's regulations (if applicable).

3. Admission review is the process conducted separately at each educational institution (or jointly among a group of educational institutions) to determine the conditions for acceptance and compile a list of candidates meeting the acceptance criteria for a training program or major based on the admission criteria established by the institution.

4. Preference processing is the process conducted on the common admission support system to determine the highest preference among those for which the candidate meets the acceptance criteria, thereby compiling a list of accepted candidates.

5. Entry threshold (or entry quality assurance threshold) is the minimum requirement regarding learning ability demonstrated by academic performance, test results, and evaluation to ensure that candidates have the capacity to study and complete the training program.

6. Direct admission is the recognition of acceptance for certain categories specified in these regulations who meet the application conditions but do not need to consider the entry threshold.

7. Evaluation criteria are factors used during tests, assessments, and evaluations to classify candidates according to their level of meeting the entry requirements of the training program.

8. Admission criteria are factors used to determine the acceptance conditions for candidates, primarily based on academic achievements or test results, evaluations; typically converted into points for admission (admission points) including any bonus points.

9. Acceptance score (for a major group, a major, or a training program) is the threshold score where candidates (who have registered for the major or training program) with equal or higher admission points will meet the acceptance criteria.

10. Bonus points are the difference between the acceptance score applied to the preferred candidate group compared to the standard acceptance score; or the additional points added to the candidate's admission points to apply the standard acceptance score.

11. Admission examination period is an examination organized in conjunction with the admission review process, using examination results as the sole or primary basis for admission.

12. Independent examination period is an examination organized independently of the admission review process, using examination results at different levels as a basis for admission.

13. Supplementary examination period is an examination organized as a supplement to the admission method (such as talent tests, interviews) to serve as a basis or criterion for admission.

14. Direct examination is an examination format with proctors present; candidates answer questions on paper or computer, or respond to interviews before a panel.

15. Online examination is an examination format with online proctors and technology-based monitoring; candidates answer questions on computers or devices connected to the internet, or respond to interviews via the internet.

16. The Ministry of Education and Training's Common Admission Support System is a software system supporting the registration of admission preferences, data exchange for admission reviews, preference processing, and management of admission and enrollment data for educational institutions.

17. The Admission Information Portal (of the Ministry of Education and Training) is the web interface of the unified admission support system of the Ministry of Education and Training.

18.^[4] The school code in admissions is a standardized national code used to identify an educational institution, a branch, or a training unit under an educational institution with separate admission quotas.

19.^[5] The examination code is a standardized code within an educational institution, branch, or a training unit under an educational institution used to identify a program, major, or group of majors with separate admission quotas under a school code.

20.^[6] Equivalent conversion is the process of converting admission thresholds and acceptance scores between different admission methods and examination combinations for a given examination code according to rules set by the educational institution, ensuring equivalent levels of meeting the entry requirements of the corresponding programs, majors, or groups of majors.

Article 3. General Requirements in Admissions

1. Educational institutions exercise autonomy and accountability in admission work, ensuring compliance with legal regulations and bearing responsibility before the law.

2. Each educational institution implements all necessary measures to create favorable conditions and equal opportunities for all candidates; selecting candidates who have the most suitable aspirations and capabilities for the requirements of the programs and majors.

3.^[7] Educational institutions closely cooperate under the support and supervision of the Ministry of Education and Training to ensure consistency, synchronization, and connectivity in the system; enhancing the quality and effectiveness of admissions for each educational institution and the entire system, while positively influencing teaching and learning in secondary education.

Article 4. Basic Principles in Admissions

1. Fairness towards Candidates

a) Regarding information provision: Each candidate interested receives complete, clear, reliable, consistent, and timely information to make appropriate decisions and prepare adequately for participation in admissions;

b) Regarding admission opportunities: No candidate shall lose admission opportunities due to unrelated regulations concerning their qualifications and abilities (except for specific regulations of the Ministry of Public Security and the Ministry of National Defense in the defense and security sectors); or due to burdensome and costly admission procedures;

c) Regarding ability assessment: Candidates must be assessed objectively, fairly, and reliably on their academic potential and prospects for success, meeting the requirements of the programs and majors;

d) Regarding chances of admission: Candidates must be provided with the highest possible chance of admission and the right to prioritize their preferences among eligible programs and majors;

e) Regarding commitment fulfillment: Educational institutions must fulfill their commitments to candidates; provide counseling, support, and resolve complaints, protecting the legitimate rights of candidates in cases of risk;

2. Equality Among Educational Institutions

a) Regarding cooperation: Educational institutions cooperate equally to enhance the quality and effectiveness of admissions, while providing the best benefits for candidates;

b) Regarding competition: Educational institutions compete honestly, fairly, and healthily in admissions in accordance with legal regulations on competition.

3. Transparency towards Society

a) Regarding information transparency: Educational institutions have the responsibility to publish comprehensive, clear, and timely admission information through appropriate media for societal and state administrative oversight;

b) Regarding accountability: Educational institutions have the responsibility to report as required by state administrative agencies and explain to society through appropriate means about significant issues causing public concern.

Article 5. Recruit Object and Conditions

1. The recruit object shall be determined at the time of examination (before officially announcing the examination results), including:

a) Persons who have been recognized as having completed secondary school (high school) in Vietnam or have foreign graduation certificates recognized as equivalent;

b) Persons who have completed a vocational college degree in the same field group as the recruitment and have fulfilled the required amount of high school cultural knowledge according to the law.

2. The recruit objects specified in Clause 1 of this Article must meet the following conditions:

a) Meeting the entry threshold as prescribed in Article 9 of this Regulation;

b) Having sufficient health to study according to current regulations;

c) Having complete personal information and application documents as prescribed.

3. For training programs or majors applying multiple admission methods simultaneously, the training institution may specify the recruit objects and conditions for each admission method but must comply with the principle stipulated in point b, Clause 1 of Article 4 of this Regulation.

4. For candidates with disabilities that reduce their ability to learn, the training institution shall implement necessary measures and provide the best possible conditions for candidates wishing to apply and study majors suitable for their health conditions.

Article 6. Admission Methods^[8]

1. The training institution decides on one or more admission methods (entrance exams, examinations, or a combination of entrance exams and examinations), applicable generally to the entire training institution or separately to certain programs, majors, or groups of majors. A program, major, or group of majors can use multiple admission methods simultaneously.

2. Each admission method must clearly define evaluation criteria, examination procedures, scoring methods, and admission conditions, including:

a) Main criteria for evaluation and examination must be based on foundational knowledge and core competencies that candidates need to possess to study the program, major, or group of majors;

b) Total bonus points, award points, and incentive points (collectively referred to as bonus points) for candidates with outstanding achievements or language certificates shall not exceed 10% of the maximum score of the examination scale (maximum 3 points for a 30-point scale);

c) Each candidate has the opportunity to achieve the maximum score of the examination scale, but no candidate's examination score (including all types of bonus points and preferential points) shall exceed this maximum score.

3. For admission methods based on academic performance and subject test results (final grades of high school subjects, final exam scores of high school graduation subjects, and other assessment results):

a) The subject combination used for examination must include at least three subjects suitable for the characteristics and requirements of the training program, among which there must be mathematics or literature with a minimum weight of 25% in the examination score calculation; from 2026, the common subjects of the combinations must contribute at least 50% of the weight in the examination score calculation;

b) For language certificates used to exempt from high school graduation exams according to the current high school graduation exam regulation, the training institution may convert them into language subject scores to be included in the examination subject combination with a weight in the examination score calculation not exceeding 50%;

c) When using high school academic performance for examination, the entire year 12 academic performance of the candidate must be used with a minimum weight of 25% in the examination score calculation.

4. For training programs, majors, or groups of majors with multiple admission methods or examination combinations:

a) The training institution must determine the equivalent conversion rules for the entry threshold and admission scores of different admission methods, examination methods, or examination combinations according to the unified guidelines of the Ministry of Education and Training; ensuring the selection of candidates who best meet the entry requirements of the training program, major, or group of majors;

b) No separate examination codes or quotas shall be set for each examination method or examination combination, except for direct admission quotas as prescribed in Article 8 of this Regulation.

5. The training institution is responsible for explaining the scientific and practical basis for determining admission methods, examination methods, examination combinations, converting language certificates into language subject scores, and equivalent conversion rules for the entry threshold and admission scores; these must be based on data analysis, evaluation, and comparison of the academic performance of admitted students in previous years.

Article 7. Preferential policies in admissions

1. Priority based on region (as per Appendix I of the Regulation)

a) The level of priority points applied to Region 1 (KV1) is 0.75 points, Region 2 rural (KV2-NT) is 0.5 points, Region 2 (KV2) is 0.25 points; Region 3 (KV3) does not receive priority points;

b) The admission region for each candidate is determined according to the location of the school where the candidate has studied the longest during their high school (or college) period; if the study periods (longest) in equivalent regions are the same, it is determined according to the region of the school attended last;

c) The following cases are entitled to regional priority based on place of permanent residence:

- Students from boarding schools for ethnic minorities are entitled to preferential and favorable treatment as prescribed by the State;

- Students with a place of permanent residence (during the high school or college period) for more than 18 months in villages in Region III and villages with particularly difficult communes in ethnic areas and mountainous regions as stipulated by the Minister, Chairman of the National Ethnic Committee and the Prime Minister; particularly difficult villages in coastal areas and islands; particularly difficult villages, border villages, safe area villages included in the Program 135 investment scope (according to Decision No. 135/QĐ-TTg dated July 31, 1998 of the Prime Minister); particularly difficult villages and communes at locations as stipulated by the Prime Minister if they study high school (or college) at a location within a district, town, or provincial city that includes at least one particularly difficult village;

- Military personnel; police officers, non-commissioned officers, conscript soldiers assigned to take the examination, if stationed for 18 months or more in any region, then they enjoy priority according to that region or their place of permanent residence before enlistment, whichever region offers higher priority; if stationed for 18 months or more in regions with different levels of priority, they enjoy priority according to the region with longer stationing time; if less than 18 months, they enjoy priority according to their place of permanent residence before enlistment;

d) ^[9] Candidates are entitled to regional preferential policies as prescribed in the year of high school graduation (or college) and the following year.

2. Priority based on policy targets (as per Appendix II of the Regulation)

a) The level of priority points applied to Group UT1 (including targets 01 to 04) is 2.0 points and for Group UT2 (including targets 05 to 07) is 1.0 point;

b) The level of priority points for other policy targets (as prescribed in current legal documents) is decided by the Minister of Education and Training;

c) Candidates belonging to multiple policy target categories as specified in Points a and b of this Clause shall only be counted for the highest level of priority points;

3. The levels of priority points specified in this Article correspond to the total score of three subjects (in the subject combination for admission) on a scale of 10 points per subject test (without coefficient); in cases where the admission method uses a different scale, the priority points are converted equivalently;

4. ^[10] The priority points for candidates achieving a total score of 22.5 or higher (when converted to a 10-point scale and the maximum total score of three subjects is 30) are determined according to the following formula:

Priority Points = [(30 - Total Score Achieved)/7.5] x The levels of priority points stipulated in Clause 1 and 2 of this Article

Article 8. Direct Admission and Preferential Admission Candidates

1. Heroes of Labor, Heroes of the People's Armed Forces, National Outstanding Workers shall be directly admitted to majors and programs specified by the training institution.

2. Candidates who achieve high results in national or international examinations, contests, competitions organized or sent to participate by the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism shall be considered for direct admission to majors suitable with the subject of examination, content of the topic or profession of competition; specifically in the following cases:^[11] into majors corresponding to the subject of examination, content of the topic or profession of competition, competition won; specifically in the following cases:

a) Candidates who win first, second, third prizes in national or international student excellence selection exams, science and technology exams at the national or international level organized and sent to participate by the Ministry of Education and Training; the time of winning the prize does not exceed three years from the date of direct admission consideration;

b) Candidates who win official prizes in international art contests on singing, dancing, music, fine arts recognized by the Ministry of Culture, Sports and Tourism; the time of winning the prize does not exceed four years from the date of direct admission consideration;

c) Candidates who participate in national teams competing in official international competitions confirmed by the Ministry of Culture, Sports and Tourism to have completed their tasks, including: World Championships, World Cups, Olympic Games, Asian Games (ASIAD), Asian Championships, Asian Cups, Southeast Asian Championships, Southeast Asian Games (SEA Games), Southeast Asian Cups; the time of winning the prize does not exceed four years from the date of direct admission consideration;

d) Candidates who win first, second, third prizes in ASEAN regional and international vocational skill competitions organized and sent to participate by the Ministry of Labor, Invalids and Social Affairs; the time of winning the prize does not exceed three years from the date of direct admission consideration.

3. Candidates holding a good or higher grade secondary education teaching certificate, or holding a fairly good grade secondary education teaching certificate and having worked for at least two years in the relevant field shall be directly admitted to the Early Childhood Education major at the college level.

4. The principal or director of the training institution bases on the upper secondary school academic results of the candidate and the requirements of the training program to consider and decide to admit those cases specified below (if necessary, accompanied by the condition that the candidate must study one year of supplementary knowledge before officially starting the program):

a) Candidates with severe disabilities confirmed by the competent authority according to regulations, capable of studying some majors specified by the training institution but unable to apply for admission through the regular admission method;^[12] b) Candidates belonging to ethnic minorities with very few people as stipulated by the Government and candidates from twenty poor border and island districts in the Southwest region;

c) Candidates residing in the same place for three years or more, studying and graduating from upper secondary school in poor districts (students studying in boarding schools for ethnic minorities are counted based on their place of residence) according to the regulations of the Government and the Prime Minister;

Foreign candidates must meet the language proficiency standards required by the training program according to the regulations of the Ministry of Education and Training.

d) ^[13] 5. The training institution specifies other preferential admission forms

for the following cases:^[14] a) Candidates specified in Clause 1 and 2 of this Article applying for majors according to their preferences (without using the right of direct admission);

b) Candidates who win encouragement prizes in national student excellence selection exams; candidates who win fourth prizes in national science and technology exams applying for majors corresponding to the subject of examination or content of the topic of the exam they won; the time of winning the prize does not exceed three years from the date of preferential admission consideration;

c) Candidates who win gold, silver, bronze medals in national sports contests held once a year and candidates recognized by the General Department of Sports as national champions applying for sports majors corresponding to their achievements; the time of winning the prize does not exceed four years from the date of preferential admission consideration;

d) Candidates who win official prizes in national professional art contests on singing, dancing, music, fine arts applying for corresponding art majors; the time of winning the prize does not exceed four years from the date of preferential admission consideration;

đ) Candidates who win first, second, third prizes in ASEAN regional and international vocational skill competitions applying for majors corresponding to the professions they won; the time of winning the prize does not exceed three years from the date of preferential admission consideration.

6. Training institutions specify and announce in the enrollment project, enrollment plan, target groups, quotas, criteria, scope of enrollment, majors, training programs for direct admission and preferential admission.

6. Training institutions shall specify and announce in their enrollment project, enrollment plan, target groups, quotas, criteria, scope of enrollment, majors, training programs for direct admission and preferential admission examination.

Article 9. Admission Thresholds for Training Programs

1. The admission thresholds for teacher training programs and health-related programs requiring a license to practice shall be announced annually by the Ministry of Education and Training for regular full-time training recruitment methods using the results of the High School Graduation Examination.^[15] 2. For recruitment of other forms of regular training or recruitment methods not utilizing the results of the High School Graduation Examination, candidates must meet the admission thresholds for teacher training programs and health-related programs requiring a license to practice as follows:

a) A grade level of excellent (ranked from excellent upwards) in the overall academic performance of Grade 12 or a graduation score of 8.0 or higher on the High School Graduation Examination, except for cases specified in point b of this clause;^[16] when:

b) A grade level of good (ranked from good upwards) in the overall academic performance of Grade 12 or a graduation score of 6.5 or higher on the High School Graduation Examination for Physical Education and Music Education, Art Education programs; Early Childhood Education at the college level and Nursing, Preventive Medicine, Midwifery, Dental Prosthetics Technology, Medical Laboratory Technology, Medical Imaging Technology, and Rehabilitation Technology programs.^[17] 3. Candidates who are athletes with first-class status, champions, athletes who have won medals at the Phu Dong Youth Games, national and international youth competitions, and candidates in Music Education and Art Education programs with outstanding talent test scores (9.0 or higher on a scale of 10.0) organized by the training institution do not need to meet the admission thresholds when applying for suitable programs.

4. For candidates who have graduated from secondary teacher training programs and are applying for early childhood education at the college level, the training institution shall define and bear responsibility for explaining the admission thresholds.^[18] 5. Candidates who have graduated from associate degree level or higher in the same field of study shall apply the following admission threshold regulations:

a) For candidates applying for bachelor's degrees in teacher training programs and health-related programs requiring a license to practice, except for cases specified in point b of this clause, the admission threshold shall be applied based on one of the following criteria:

- A grade level of excellent (ranked from excellent upwards) in the overall academic performance of Grade 12 or an average score of 8.0 or higher in high school cultural subjects;

- Graduating from high school with an excellent ranking or a grade level of good (ranked from good upwards) in the overall academic performance of Grade 12 and having three years of work experience in the relevant field;

- Graduating from a junior college, college, or university with an excellent ranking;^[19] - Graduating from a junior college, college, or university with a good ranking and having three years of work experience in the relevant field;

b) For candidates applying for bachelor's degrees in nursing, preventive medicine, midwifery, dental prosthetics technology, medical laboratory technology, medical imaging technology, rehabilitation technology, music education, art education, physical education, and sports coaching programs, the admission threshold shall be applied based on one of the following criteria:^[20] - A grade level of good (ranked from good upwards) in the overall academic performance of Grade 12 or an average score of 6.5 or higher in high school cultural subjects;

- Graduating from high school with a good ranking or a grade level of pass (ranked from average upwards) in the overall academic performance of Grade 12 and having five years of work experience in the relevant field;^[21] - Graduating from a junior college, college, or university with a good ranking or higher.

6. For individuals who were admitted or have graduated from teacher training programs before May 7, 2020, if they apply for a bachelor's degree to meet the standard requirements as stipulated in Article 72 of the 2019 Education Law, the admission threshold shall be defined by the training institution.

7. Based on quality assurance requirements, the training institution shall determine and announce the admission thresholds for each program, group of programs, and recruitment method at least ten days before the end of the application period. For teacher training programs and health-related programs requiring a license to practice, the admission thresholds set by the training institution shall not be lower than those specified in Clause 1, Clause 2, and Clause 5 of this Article.

b) For candidates applying to enroll in university majors such as Nursing, Preventive Medicine, Midwifery, Dental Prosthetics Technology, Medical Laboratory Technology, Medical Imaging Technology, Rehabilitation Technology, Music Education, Fine Arts Education, Physical Education, Sports Coaching, the following entry criteria shall be applied:

- A satisfactory academic performance throughout grade 12 (classified as good academic achievement);^[22] or an average score of 6.5 or higher in high school cultural subjects;

- Graduation from high school with a good classification (academic achievement classified as average) and^[23] five years of work experience relevant to the major being trained;

- Graduation from a college or university program with a good classification or higher.

6. For individuals who have been admitted or graduated from teacher training programs before May 7, 2020, if they apply to enroll in a university program to meet the standard level as prescribed in Article 72 of the 2019 Education Law, the entry threshold shall be determined by the training institution.

7. Based on quality assurance requirements, the training institution shall determine and announce the entry threshold for majors, groups of majors, and enrollment methods at least ten days before the end of the application period. For majors in teacher training and health fields requiring a professional license,^[24]the entry threshold set by the training institution must not be lower than the provisions of Clause 1, Clause 2, and Clause 5 of this Article.

Article 10. Retention of Admission Results

1. Candidates who have received an admission notification shall retain their admission results in the following cases:

a) Enlisting for military service or joining the voluntary youth corps immediately in the year of admission pursuant to a decision or order from an authorized agency;

b) Suffering from serious illness or severe accidents that prevent them from enrolling on time, with medical records and confirmation from an authorized health authority.

2. Candidates falling under the provisions of Clause 1 must submit a retention request along with supporting documents to the training institution calling for enrollment. The maximum retention period is determined by the training institution but shall not be less than three years for those specified in Point a of Clause 1 of this Article.

3. As soon as they meet the conditions to return to study, candidates whose admission results have been retained must complete the enrollment procedures according to the regulations of the training institution, providing evidence of having completed their duties or having recovered from treatment. For cases specified in Clause 1 of this Article with a retention period of three years or more, the training institution will consider recommending them to preparatory university classes to review before officially starting their studies.

Article 11. Admissions Information^[25]

1. Training institutions shall establish, publish, and implement admissions information to fulfill their responsibility to report and commit to candidates, state management agencies, and society. Admissions information must contain sufficient information to serve as a basis for:^[26] to fulfill the obligation of accountability and commitment to candidates, state management agencies, and society. Enrollment information^[27] a) Candidates to choose schools, majors, training programs, and appropriate admission methods based on their abilities, preferences, and personal conditions; prepare the necessary conditions to participate in the selection process and follow the admission plan of the training institution;

b) State management agencies and society to monitor the implementation of legal regulations and commitments made by training institutions regarding students in the admissions and training processes.

2. Main contents of admissions information

a) Information about the training institution, majors, and training programs, including information on decisions to open majors, language of instruction, faculty members, learning and research conditions, graduation certificates, quality assessment results, graduation rates (out of total enrollments) and employment rates suitable to the level of specialization of graduates (as per Appendix III of the Regulations);^[28] including:

b) Comprehensive information on training costs, tuition fees, recruitment service fees, and other service charges throughout the course duration, each academic year; scholarship policies, tuition fee reductions, financial support, dormitory accommodation, and other preferential and support policies for students;

Admissions plans and recruitment ranges for each round in the year (including the first round for undergraduate admissions and regular kindergarten education vocational college admissions consistent with the overall plan issued by the Ministry of Education and Training), including regulations on admission targets and conditions, admission methods, examination score combinations, and admission quotas for various training programs, majors, and groups of majors; rules for equivalent conversion of admission thresholds and admission scores for different examination methods and score combinations; methods and criteria for major allocation by the training institution for group-based admission; procedures and requirements for registering for admission and other necessary information for candidates;

c)^[29] d) Risk management strategies when implementing admissions work and the training institution's commitment to responsibility.

Training institutions must announce admissions alongside publishing admissions information on their official website and through other appropriate means at least thirty days before opening the first round of admission registration; in case of adjustments or supplements (if any), at least fifteen days prior. Specifically, for equivalent conversion rules, the latest announcement time is concurrent with the announcement of the minimum quality assurance threshold.

3.^[30] ORGANIZATION OF ADMISSIONS EXAMINATIONS

Chapter II

ORGANIZATION OF ENROLLMENT EXAMINATIONS

 

Article 12. Examination Organizing Institutions

1. Examinations serving admission purposes shall be organized by training institutions themselves, or jointly by a group of training institutions with one institution designated as the main organizer (hereinafter referred to collectively as examination organizing institutions).

2. Examination organizing institutions must ensure sufficient capacity in terms of staff, physical facilities, and other conditions to organize fair, rigorous, professional, safe, convenient, and effective examinations; specifically as follows:

a) There must be a specialized department responsible for examination work with the ability to manage and implement the entire examination process.

b) The staff involved in organizing the examination must be adequate in number, have good moral character, and possess appropriate professional competence to ensure the successful completion of tasks at each stage of the examination process.

c) Procedures and responsibilities of participating departments must be complete, clear, and effective, ensuring independence and objectivity between stages and departments; there must be effective measures to prevent cheating and abuse.

d) Physical facilities, equipment, and software must be suitable for the scale and form of the examination organization, meeting the requirements for effectively supporting the implementation of procedures in the examination organization process, including security, safety, and anti-cheating requirements during the examination period.

đ) In cases where online examinations are organized, all measures must be implemented to ensure reliable and fair evaluation results comparable to those of direct examinations, while the entire examination session must be recorded and stored.

3. Examination organizing institutions must develop examination regulations and examination organization plans (which may be integrated into admission information), publish them on their electronic information websites, and submit them to the direct management authority and the Ministry of Education and Training at least 30 days before candidates begin registering for the examination.^[31]Examination organizing institutions bear legal responsibility for all pre-examination, during-examination, and post-examination activities, including the obligation to explain to state management agencies and society regarding the quality of examination questions, examination regulations, examination organization plans, the implementation of examination organization plans, and the detailed publication of score distributions as the basis for determining equivalent conversion rules for high school graduation examination results.

4.^[32] Examination organizing institutions bear legal responsibility for all pre-examination, during-examination, and post-examination activities, including the obligation to explain to state management agencies and society regarding the quality of examination questions, examination regulations, examination organization plans, the implementation of examination organization plans, and the detailed publication of score distributions as the basis for determining equivalent conversion rules for high school graduation examination results.

Article 13. Examination Questions

1. Examination questions must be developed based on a question outline. The examination question outline (including the structure and format of the examination questions, scope, and evaluation criteria) must reflect the foundational knowledge and core competencies that candidates need to successfully study at the level of training. The examination question outline must be published for candidates at least 30 days before the examination date.

2. The structure of examination questions for admission examinations or independent examinations must include components from the mathematics or literature subjects along with at least two other subjects from the high school curriculum, consistent with the requirements of the field or training program; the contents included in the examination questions must comply with legal provisions on education and culture.^[33]The scope of evaluation for admission examinations or independent examinations must closely adhere to and not exceed the current high school curriculum knowledge scope; the scope of evaluation for supplementary examinations is based on the requirements of talent, aptitude, or special qualities of the program, field, or group of fields of training. Evaluation criteria must be based on levels of competence and thinking, capable of classifying candidate abilities, matching the suitability of candidates for various training programs, fields, or groups of fields within the admission scope.

3.^[34] 4. Examination questions must be developed by randomly extracting from a sufficiently large bank of standardized questions, or newly constructed through an absolutely secure process. In cases of multiple examination sessions or multiple examination questions in one session, the examination questions must ensure equivalence. Examination questions must be clearly stated, without ambiguity.

5. Examination questions must be developed by an examination question development board and must be reviewed by an examination question review board. The organization and operation of the examination question development board and the examination question review board must be independent from each other and from the groups constructing the examination question banks (if any).

5. The examination questions must be developed by an examination question-setting council responsible for building them and must be reviewed by an examination question review council responsible for reviewing them. The organization and operation of the examination question-setting council and the examination question review council must be independent from each other and independent from the groups developing the examination question bank (if any).

Article 14. Examination Regulations

1. The examination regulations must be organized for approval by the scientific council and training board of the examination institution, signed off by the rector or director of the institution, serving as the basis for implementing pre-examination, during-examination, and post-examination activities, adhering to the general requirements and fundamental principles stipulated in Articles 3 and 4 of this Regulation.

2. The content of the examination regulations must include provisions on:

a) Scope of admission, target groups, and eligibility criteria for the examination;

b) Examination outline and examination format;

c) Procedures for organizing the examination and duties and authorities of participating organizations and individuals (preparation for the examination, registration for the examination, examination question preparation, invigilation, marking...);

d) Measures for confidentiality and anti-fraud during the examination;

đ) Publicity regime, reporting, and record-keeping;

e) Supervision, inspection, handling of incidents, and violation resolution.

3. The examination regulations must be trained for all personnel involved in examination work and fully disseminated to candidates.

Article 15. Examination Organization Plan

1. The examination organization plan is issued by the rector or director of the examination institution, reflecting the accountability and commitments of the institution to the state management agency, candidates, and society regarding the purpose and quality assurance conditions of the examination; meeting the general requirements and fundamental principles stipulated in Articles 3 and 4 of this Regulation.

2. The examination organization plan includes the following main contents:

a) Purpose and nature of the examination (entrance examination, independent examination, or supplementary examination);

b) Examination organization plan and list of cooperating training institutions or those that have announced the use of examination results;

c) Information and evidence demonstrating full compliance with examination organization capacity as prescribed in Clause 2, Article 12 of this Regulation;

d) Content of the examination regulations (in the form of an appendix or link to the training institution's website);

đ) Specific guidance for candidates to implement registration procedures and participate in the examination, including service fee levels for examination organization.

3. The examination organization plan may be adjusted and supplemented during implementation but shall not disadvantage candidates or reduce their opportunities for fair and convenient access to the examination.

Chapter III

REGULAR TRAINING ADMISSION

 

Article 16. Development of Admission Plan

1. The Ministry of Education and Training issues a general plan for regular training admission work for institutions to coordinate in implementing the following processes:

a) Registration for admission through the Ministry of Education and Training's Admissions Information Portal (referred to as the system within the scope of this Chapter) and the National Public Service Portal;

b) Organizing admissions at the training institution using high school graduation examination results or secondary school academic performance results or examination and candidate assessment results;

c) Processing preferences on the system (through a combined iterative process with the institutional admission process);

d) Confirming enrollment on the system and enrolling at the training institution.

2. Based on the general plan, the institution develops a direct admission plan^[35] for certain specific admission methods and supplementary admission plans (if any).

Article 17. Organization of Direct Admission Registration and Admission

1. Based on published admission information,^[36] the institution organizes for candidates eligible for direct admission according to Article 8 of this Regulation to register for admission through online or direct registration at the institution.

2.^[37] The institution conducts direct admission for qualified candidates, publishes, and uploads the list of qualified admitted candidates (excluding high school graduation requirements) onto the system for preference processing together with other admission methods according to the general plan, completed before candidates register for admission on the system.

3.^[38] Candidates admitted through the direct admission plan must register their preferences on the system according to the Ministry of Education and Training's general plan to choose programs, majors, or major clusters they were directly admitted to at one institution or register for other admission preferences.

4.^[39] Directly admitted candidates confirm enrollment according to the general plan; the institution shall not require candidates to commit to early enrollment beyond the schedule outlined in the general plan.

Article 18.^[40] (Repealed)

Article 19. Registration for Admission Examination on the System According to the General Plan

1. The Ministry of Education and Training supports organizations in registering for the first round of regular training admission examinations for all recruitment methods of educational institutions. The registration period begins after the national high school graduation examination and ends after the examination results and graduation assessment results are announced.

2. Candidates applying for the first round of regular training (including those who have applied under the early admission plan of the educational institution) shall register for the admission examination on the system (through the Ministry of Education and Training's Recruitment Information Portal or the National Public Service Portal) according to the general plan and guidance of the Ministry of Education and Training.

3. Candidates may register for multiple majors and institutions without limitation on the number, but must arrange their preferences in descending order of priority. In cases where multiple preferences meet the admission criteria, candidates will only be recognized as admitted and called for enrollment based on the highest preference.

4.^[41] Candidates express their preferences through choices on the common recruitment support system (according to the guidance of the Ministry of Education and Training) as follows:

a) Priority order of preferences (number 1 represents the highest preference);

b) Selection of educational institutions, recruitment units (institution code);

c) Selection of programs, majors, or groups of majors (admission code).

5. Candidates registering for admission to institutions under the Ministry of Defense and the Ministry of Public Security shall comply with the provisions of this Article and the regulations and guidance of the Ministry of Defense and the Ministry of Public Security.

Article 20. Admission Examination and Processing of Preferences According to the General Plan

1. Educational institutions independently organize admission examinations according to their own methods and criteria, or voluntarily cooperate in groups to organize admission examinations according to common methods and criteria. The Ministry of Education and Training guides the examination schedule and supports the processing of preferences on the system.

2.^[42] After the end of the preference registration period on the common recruitment support system, the educational institution downloads information and data from the system including: preference registration data, secondary school academic results, national high school graduation examination results, graduation assessment points, examination results of institutions organizing examinations in the recruitment year, data on regional and target group preferences of applicants to serve the admission process.

3. Principles of Admission

a) Admission points are determined so that the number of admissions per major and training program matches the published quota, but not lower than the entry threshold;

b)^[43] For each training program, major, or group of majors, all candidates are equally considered based on the examination points and equivalent converted admission points according to each examination method and subject combination, regardless of the order of preference registered, except in the case provided for in point c of this clause;

c) In cases where multiple candidates have the same examination points at the end of the list, the educational institution may use additional criteria such as preference order (to select candidates with higher preference orders);

d) The use of regional and target group preference points for admission ensures consistency and synchronization with the regulations on preference points stipulated in Article 7 of this Regulation.

4. After each admission cycle, the educational institution uploads to the system a list of candidates expected to meet the admission conditions for majors and training programs (according to recruitment methods). The system automatically removes lower preferences from the list of candidates meeting multiple admission conditions, returning a list of candidates expected to be admitted based on the highest preference.

5. Based on the results of preference processing, the educational institution repeats the admission process in subsequent cycles, adjusting admission points to match the quota within the prescribed time limit. In the final cycle, the educational institution determines admission points for majors and training programs (according to recruitment methods) and uploads to the system a list (official) of candidates meeting the admission conditions. Based on the final preference processing results, the educational institution decides the list of candidates admitted to majors and training programs.

6. The educational institution announces admission points (and any additional conditions and criteria if applicable) for majors and training programs according to recruitment methods; organizes for candidates to check their individual examination results on the educational institution's electronic information website (or that of the cooperative group of educational institutions conducting joint examinations).

Article 21. Notification of Results and Confirmation of Admission

1. The training institution sends a notification of successful admission to candidates who have been admitted, specifying the necessary procedures for candidates when enrolling and the method of enrollment.

2. Candidates confirm their admission through an online system before enrolling at the training institution.

3. For candidates who do not confirm their admission within the prescribed time limit:

a) If there is no valid reason, it shall be considered that the candidate has refused admission, and the training institution may refuse to accept them;

b) If due to illness, accidents, with confirmation from district or higher level hospitals, or due to natural disasters with confirmation from the People's Committee of the district or higher levels, the training institution will consider and decide on accepting the candidate for study or preserving the admission results for the candidate to enroll later;

c) If due to errors or mistakes made by recruitment staff or by the candidate themselves, the training institution will proactively coordinate with relevant individuals and organizations to examine evidence and decide on accepting the candidate for study or preserving the admission results for the candidate to enroll later.

4. A candidate who has confirmed admission at one training institution may not participate in the supplementary admission rounds at other places or institutions, except with permission from the training institution.

Article 22. Organization of Registration and Supplementary Admission Rounds

1. Based on the admission quota and the number of candidates who have confirmed admission in each major and training program, the admission council of the training institution will consider and decide on supplementary admission rounds. The training institution will announce the admission plan, admission methods, and registration forms for supplementary admission rounds; the admission conditions for each major and training program according to each admission method but not lower than the previous admission round.

2. Candidates who have not been admitted or have been admitted but have not confirmed admission anywhere can register for supplementary admission rounds according to the plan and guidance of the training institution.

3. At the end of each admission round, the training institution will publish on its website the admission scores (and additional criteria if applicable) for each major and training program according to the admission methods; organize for candidates to check their admission results; send admission notifications and guide admitted candidates to enroll.

Article 23. Responsibilities of Parties Involved in the Admission Process

1. Responsibilities of Candidates

a) Carefully understand the admission information of training institutions, do not register for majors, training programs, or admission methods without meeting the required conditions;

b) Provide complete and ensure the accuracy of all registration information, including personal information, regional and preferential group information (if applicable), registration preferences; the authenticity of supporting documents;

c) Agree to allow the training institution to which they apply to use necessary information and data for the admission process;

d) Complete payment of the admission fee before the end of the registration process.

2. Responsibilities of High Schools and Other Units Assigned Responsibility for Candidates

a) Organize reviews, inspections, and updates of candidates' personal information and high school academic data on the industry database system;

b) Check data, guide candidates to accurately fill out information, including regional and preferential group information;

c) Support candidates who cannot register online;

d) Assist training institutions with special admission plans in confirming high school academic results for applicants.

3. Responsibilities of Training Institutions

a) Provide complete, correctly formatted, and ensure the authenticity of admission information and data to the system as directed by the Ministry of Education and Training;

b) Specify (or agree with other training institutions) the amount, method, and use of service fees for the admission process;

c)^[44] Provide full information, advice, and guidance to candidates, ensuring they do not register for a program, major, or group of majors without meeting the required conditions; take responsibility and proactively resolve issues of candidates being transferred to another training institution or transferred away due to errors in the admission process;

d) Ensure the accuracy, fairness, and objectivity of the admission process; fulfill commitments according to published admission information;^[45] đ) Verify information and supporting documents when candidates enroll, ensuring all enrolled candidates meet the admission requirements;

e) Resolve complaints, appeals, and reports related to the admission process of the training institution in accordance with the law.

e) Handling letters of complaint, appeals, and accusations related to the admission process of the training institution in accordance with the provisions of the law.

4. Responsibilities of Units Assigned to Manage and Operate the System

a) Manage the national common admission database, synchronizing with the industry database.

Chapter IV

IMPLEMENTATION

 

Article 24. Responsibilities of the Ministry of Education and Training

1. Issue general plans for the first round of regular training admissions and guiding documents on admission work for educational institutions; establish an Admission Steering Committee to direct educational institutions in admission work in accordance with the provisions of this Regulation.

2. Decide on admissions that do not apply certain Articles and Clauses of this Regulation under conditions of natural disasters, epidemics, and other force majeure cases but must not contravene the law.

3. Direct the organization of inspections and checks on the implementation of this Regulation and relevant laws according to the classification of the Government.

Article 25. Responsibilities of provincial education and training departments

1. Assign and direct secondary schools and other units under their management:

a) Organize reviews and guide grade 12 students to complete personal information and data in the industry database (including identification codes and results of high school final exams);

b) Organize reviews to modify and supplement regional priority databases for local high schools and equivalent institutions as prescribed; prepare sufficient facilities and equipment to support candidates in online application;

c) Fully implement responsibilities stipulated in Clause 2 of Article 23 of this Regulation.

2. Direct the organization of inspections, checks, and resolution of complaints and denunciations in the implementation of this Regulation and relevant laws according to their functions and tasks.

Article 26. Responsibilities of educational institutions

1. ^[46]Develop admission regulations to concretize the provisions of this Regulation for various forms of training, and publicly disclose them on the institution's electronic information website.

2. Organize admissions according to approved plans and admission regulations, comply with the provisions of this Regulation and current laws; fulfill the responsibility of reporting to the Ministry of Education and Training, competent authorities, and society regarding all aspects of the admission process.

3. Organize internal inspections and proactively address risks identified in the admission information; resolve letters of complaint, appeals, and accusations and handle violations related to the admission process according to the provisions of this Regulation and relevant laws.^[47] By December 31 each year, educational institutions must complete updating actual admission data for all forms including: candidate information; examination results; admission results; information about majors; information about announced admission methods on the Ministry of Education and Training's Common Admission Support System.

4.^[48] 5. Preserve and store admission-related documents throughout the training period according to the Law on Archives and the retention period for specialized vocational documents as prescribed by the education sector. For institutions organizing examinations, they must also preserve examination room lists, candidate papers, files, and grading results according to the retention period specified in the Ministry of Education and Training's Final High School Examination Regulations.

1. Staff and candidates who violate during the examination organization will be handled according to the Final High School Examination Regulations of the Ministry of Education and Training.

Article 27. Handling Violations

2. Candidates who commit fraud during the registration and examination process to gain admission may be expelled, banned from applying to educational institutions in subsequent years, or criminally prosecuted according to the law, depending on the severity.

3. Individuals violating this Regulation who are civil servants or public officials will be processed according to Article 71 of the Higher Education Law; the Civil Servants Law, the Public Officials Law, and regulations on disciplinary actions against civil servants and public officials.

4. Individuals violating this Regulation who are staff, lecturers, teachers, or permanent employees of private educational institutions who are not civil servants or public officials, the principal of the educational institution has the responsibility to handle according to the Labor Code and related laws.

5. Educational institutions violating admission work will be subject to legal penalties according to the severity of the violation. Principals, admission committee chairpersons, and related individuals of violating institutions will also be processed according to relevant laws.

6. The admission regulations of educational institutions specify detailed procedures for handling violations by individuals and organizations involved in admission work.

^[1] Circular No. 06/2025/TT-BGDĐT amending and supplementing some articles of the Regulations on Admissions to Undergraduate Programs and Admissions to Early Childhood Education College Programs issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022 of the Minister of Education and Training, based on the following grounds:

"Pursuant to the Education Law dated June 14, 2019;

Pursuant to the Higher Education Law dated June 18, 2012; the Law Amending and Supplementing Certain Provisions of the Higher Education Law dated November 19, 2018;

Pursuant to Decree No. 99/2019/NĐ-CP dated December 30, 2019 of the Government detailing and guiding the implementation of certain provisions of the Law amending and supplementing certain provisions of the Higher Education Law;

Pursuant to Decree No. 37/2025/NĐ-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training.

7. Components of a training program include a group of courses and other learning and research activities with common characteristics in specialized fields; clearly playing a role in achieving a set of goals and requirements of the training program. These components are used to design the overall structure of the training program (such as general education, basic sciences, core subjects, internships and experiences, scientific research, and other components).

The Minister of Education and Training issues this Circular amending and supplementing some articles of the Regulations on Admissions to Undergraduate Programs and Admissions to Early Childhood Education College Programs issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022 of the Minister of Education and Training."

^[2] Article 3 and Article 4 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admission Regulations and Higher Education College Admission Regulations for Early Childhood Education issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, shall take effect from May 5, 2025, and are stipulated as follows:

Article 3. Responsibilities for Implementation

The Director of the Office, the Head of the Department of Higher Education, the heads of relevant units under the Ministry of Education and Training; the chairpersons of provincial people's committees directly under the central government; directors of education and training departments; directors of universities and academies; rectors of universities; principals of higher education colleges admitting students to the Early Childhood Education program shall be responsible for implementing this Circular.

Article 4. Implementation provisions

This Circular takes effect from May 5, 2025.

^[3] The term "field" is abolished according to the provision at point a, Clause 2, Article 2 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admission Regulations and Higher Education College Admission Regulations for Early Childhood Education issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, which shall take effect from May 5, 2025.

^[4] This Clause is amended according to the provision at point a, Clause 1, Article 1 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admission Regulations and Higher Education College Admission Regulations for Early Childhood Education issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, which shall take effect from May 5, 2025.

^[5] This Clause is amended according to the provision at point b, Clause 1, Article 1 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admission Regulations and Higher Education College Admission Regulations for Early Childhood Education issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, which shall take effect from May 5, 2025.

^[8] This Article is amended according to the provision at Clause 3, Article 1 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admission Regulations and Higher Education College Admission Regulations for Early Childhood Education issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, which shall take effect from May 5, 2025.

^[12] The term "special" is abolished according to the provision at point a, Clause 2, Article 2 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admission Regulations and Higher Education College Admission Regulations for Early Childhood Education issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, which shall take effect from May 5, 2025.

^[13] This Point is amended according to the provision at Clause 4, Article 1 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admission Regulations and Higher Education College Admission Regulations for Early Childhood Education issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, which shall take effect from May 5, 2025.

^[14] The phrase "(given priority admission in the year of graduation from high school or completion of junior college)" is abolished according to the provision at point a, Clause 2, Article 2 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admission Regulations and Higher Education College Admission Regulations for Early Childhood Education issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, which shall take effect from May 5, 2025.

^[15] The phrase "having a practice certificate issued" is replaced by the phrase "having a practice license issued" according to the provision at point a, Clause 1, Article 2 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admission Regulations and Higher Education College Admission Regulations for Early Childhood Education issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, which shall take effect from May 5, 2025.

^[40] This provision is repealed pursuant to point b, Clause 2, Article 2 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admissions Regulation and Early Childhood Education College Admissions Regulation issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, which takes effect from May 5, 2025.

^[41] This clause is amended pursuant to Clause 9, Article 1 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admissions Regulation and Early Childhood Education College Admissions Regulation issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, which takes effect from May 5, 2025.

^[44] This point is amended pursuant to Clause 11, Article 1 of Circular No. 06/2025/TT-BGDĐT amending and supplementing certain provisions of the University Admissions Regulation and Early Childhood Education College Admissions Regulation issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, of the Minister of Education and Training, which takes effect from May 5, 2025.
