DECISION OF THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Regarding the approval of the "Radio Band Plan for the IMT-2000 Mobile Communication System up to 2015 in the 1900-2200 MHz Frequency Band"

THE MINISTER OF POSTS AND TELECOMMUNICATIONS

 

Pursuant to the Ordinance on Posts and Telecommunications dated May 25, 2002;

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

Pursuant to Decree No. 24/2004/NĐ-CP dated January 14, 2004 of the Government detailing implementation of certain provisions of the Ordinance on Posts and Telecommunications regarding radio frequencies;

Pursuant to Decision 85/1998/QĐ-TTg dated April 16, 1998 of the Prime Minister approving the "Frequency Spectrum Plan for Vietnam's Radio Services";

At the proposal of the Director of the Radio Frequency Management Department,

 

DECISION:

 

Article 1. Approves the "Radio Band Plan for the IMT-2000 Mobile Communication System of Vietnam up to 2015 in the 1900-2200 MHz Frequency Band" with the main contents as follows:

2. Applicability:

The Radio Band Plan for the IMT-2000 Mobile Communication System of Vietnam up to 2015 in the 1900-2200 MHz Frequency Band shall be applied to deploy third-generation mobile communication systems according to the IMT-2000 standards of the International Telecommunication Union (ITU) in Vietnam.

2. Contents of the Plan:

2.1. The frequency bands 1900-1980 MHz, 2010-2025 MHz, and 2110-2170 MHz shall be licensed for use to deploy IMT-2000 in Vietnam. In particular:

2.1.1. The frequency bands 1900-1920 MHz and 2010-2025 MHz shall be reserved for radio interfaces using time-division duplex (TDD) technology.

2.1.2. The frequency band 1920-1980 MHz shall be reserved for the uplink and the frequency band 2110-2170 MHz shall be reserved for the downlink for radio interfaces using frequency-division duplex (FDD) technology.

2.2. The frequency bands 1900-1980 MHz and 2110-2170 MHz shall be allocated to public IMT-2000 network operators as follows:

2.2.1. The frequency bands 1920-1980 MHz and 2110-2170 MHz shall be allocated to each operator with a minimum bandwidth of 2 x 15 MHz (15 MHz for the uplink and 15 MHz for the downlink).

2.2.2. The frequency band 1900-1920 MHz shall be allocated to each operator with a minimum bandwidth of 5 MHz.

2.3. The frequency band 2010-2025 MHz shall be used to deploy private IMT-2000 telecommunications networks or other applications using IMT-2000 technology. The minimum bandwidth for each network is 5 MHz.

3. Guard Bands:

 The spectrum blocks allocated to each public IMT-2000 network operator and private network include guard bands. The Ministry of Posts and Telecommunications will specify the guard bands when issuing licenses.

4. Implementation:

4.1. To prepare for the deployment of IMT-2000 systems, no additional radio communication equipment shall be deployed in the frequency bands designated for IMT-2000 under this Plan.

4.2. The Ministry of Posts and Telecommunications will issue regulations on IMT-2000 licensing. The Radio Frequency Management Department shall be responsible for guiding the implementation of this Plan in accordance with the IMT-2000 licensing regulations of the Ministry of Posts and Telecommunications.

Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 3. The Head of the Office, Director of the Radio Frequency Management Department, Heads of agencies and units under the Ministry of Posts and Telecommunications, organizations and telecommunications enterprises are responsible for implementing this Decision./.
