DIRECTIVE
Regarding the continued renewal of competition and commendation work to achieve success in the tasks of the Banking Industry for the period from 2006 to 2010
Implementing Directive No. 35-CT/TW dated June 30, 1998 of the Party Central Committee on renewing competition and commendation work in the new period; Directive No. 39/CT-TW dated May 21, 2004 on continuing to renew and promote patriotic competition movements, discovering, nurturing, summarizing, and promoting exemplary models; and Directive No. 17/2006/CT-TTg dated May 8, 2006 of the Prime Minister on launching competition to achieve success in the development tasks for 2006 and the five-year plan (2006-2010) according to Resolution of the 10th National Congress of the Party, in recent years, the competition and commendation work in the Banking Industry has made positive changes. Competition movements and commendation forms have become important driving forces contributing to completing the tasks of the Banking Industry. Many individuals and collectives with outstanding achievements have been awarded high honors by the Party, State, Government, State Bank, and various Ministries, localities.
However, there are still shortcomings in competition and commendation work. Leaders of some units have not truly attached importance and paid sufficient attention to competition and commendation work, so competition movements remain formalistic, lacking practicality and effectiveness. In some places, emphasis is only placed on commendation while neglecting the promotion and organization of competition movements, leading to excessive and indiscriminate commendation proposals that lose their representative nature. The examination and commendation process generally remains slow, reducing the timely motivational effect. Publicizing, propagandizing, and learning from exemplary models and good deeds is limited. Regulations, standards, and procedures for competition and commendation work throughout the Industry have not been uniformly established and adequately trained and guided, resulting in insufficient personnel and inadequate capacity to meet the requirements of the tasks.
To address these shortcomings, build upon achieved results, and institutionalize competition and commendation work to create new incentives for completing all political tasks of the Industry and continue implementing the directives of the Party and the Prime Minister, the Governor of the State Bank requests the heads of units under the State Bank, credit organizations, Deposit Insurance Corporation of Vietnam, permanent agencies of associations managed by the State Bank, and enterprises throughout the Industry to implement the following contents effectively:
1. Coordinate with Party committees and leaders of mass organizations throughout the Industry to genuinely lead and direct comprehensive competition and commendation work in their units; Organize the dissemination and strict implementation of the policies and laws of the Party, the Law on Competition and Commendation 2003, the Government's Decree on competition and commendation work, Decision No. 40/2006/QĐ-NHNN dated August 17, 2006 of the Governor of the State Bank, and related documents.
2. Grasp the role and significance of competition and commendation work in the new situation. It must be recognized that competition and commendation are important tools in managing and operating activities of each unit, making them truly driving forces to encourage every individual and collective to excel in completing assigned professional tasks, actively participating in common activities of the Industry and society. Unit heads are responsible before the Governor for the results of implementing competition and commendation work within their units.
3. Renew the content, methods, and measures for organizing competition movements. Each year, units must organize registration for competition, launch competition movements, build and nurture exemplary models in their units to serve as examples for learning. Competition movements must focus on achieving professional tasks, using specific professional tasks as competition content. Standards and indicators for competition must be quantified to accurately assess competition results. Forms and measures for organizing and implementing competition and commendation must be practical, economical, and suitable for each unit's conditions and industry regulations, avoiding ostentatious formalism. After each competition movement, timely summaries and evaluations must be conducted to draw lessons for future movements. When launching competitions, extensive mobilization and propaganda must be carried out to encourage all cadres, civil servants, employees, and workers in the unit to participate enthusiastically and voluntarily. Trade unions and Youth League must coordinate well in organizing, implementing, and mobilizing participation in competition movements.
For the immediate future, units throughout the Industry should launch competition movements focusing on the following contents: Continuing to innovate and develop banking activities, achieving success in the Industry's action program until 2010; Concentrating on improving credit quality, developing and diversifying banking products and services to ensure safe and effective business operations; Reforming mechanisms and policies, strengthening management to ensure system safety, enhancing competitiveness, accessing, and applying international standards and practices to integrate with developing banks in the region and globally; Responding and implementing programs on anti-corruption, thrift, and waste reduction, and enhancing administrative reform throughout the Banking Industry.
5. Continue to improve the procedures and processes for commendation and reward, ensuring that such evaluations must be public, democratic, timely, appropriate to individuals, achievements, and strictly follow the principle of rewarding according to the level of achievement. When evaluating commendations for units from central to grassroots levels, they must strictly adhere to the established procedures, conditions, and standards for rewards. It is necessary to focus on promptly commending or recommending the Governor to grant special commendations to individuals and small groups who have achieved notable results. Firmly oppose and prevent formalistic and negative phenomena in the work of commendation and reward. Competitive activities must be carried out based on a strict supervision mechanism, including in the evaluation and utilization of competitive and reward funds. Commendations should combine spiritual encouragement with material incentives, but must ensure compliance with national financial principles and regulations. The results of commendations serve as a basis for assessing cadres, considering early salary increases annually; for planning, promoting, appointing, and reappointing leaders at all levels.
6. Develop and promulgate clear and specific documents guiding the work of competitive activities and commendations throughout the industry, each system, and each unit in accordance with the spirit of the Law on Competitive Activities and Commendations and the guidance documents of the Government, the State Bank, and other competent state agencies. Pay attention to inspecting the implementation of competitive activities and commendations throughout the industry.
7. Organize and stabilize the structure of the competitive activities and commendation department at each unit in accordance with Decision No. 40/2006/QĐ-NHNN dated August 17, 2006, of the Governor of the State Bank. Allocate capable and experienced staff to handle competitive activities and commendation tasks. Strengthen and complete the Competition and Commendation Councils of each unit, enhancing the roles and responsibilities of members participating in the Competition and Commendation Councils at all levels.
8. Heads of units should pay attention and promote the dissemination work, promptly publicizing exemplary individuals, good deeds, advanced models, and the results of competitive movements through mass media both within and outside the industry. The Banking Times, magazines, and online news sites within the industry and the activity reports of commercial banks must allocate a certain amount of time to publish policies, regulations, and systems regarding competitive activities and commendations, actively exploiting articles to disseminate exemplary individuals, good deeds, and advanced models throughout the industry. Media outlets within the industry must consider this as an important and regular task in their dissemination work.
9. The Department of Competitive Activities and Commendations shall be responsible for monitoring, urging, and inspecting the implementation of policies and regulations on competitive activities and commendations; coordinating with heads of units to organize training and guide staff in competitive activities and commendation tasks; organizing thorough reviews of achievements for cases proposing high-level commendations; serving as the main point of contact to coordinate with the Banking Times and other media outlets within and outside the banking industry to disseminate competitive movements, achievements, and commendation results of individuals and groups throughout the industry.
The Department of Competitive Activities and Commendations shall study annual award forms to be presented by the industry to individuals and groups with outstanding performance, aiming to honor exemplary models in the specialized field of banking.
This Directive takes effect fifteen days after its publication in the Official Gazette. Heads of units under the State Bank, Governors of State Bank Branches in provinces and centrally-administered cities, Chairmen of Management Boards, General Directors (Directors) of Credit Organizations, permanent offices of associations managed by the State Bank, enterprises under the banking sector, have the responsibility to thoroughly implement this Directive.
