CIRCULAR

Guidelines for translating the State Emblem, names of agencies, units, and leadership positions, civil servants

 in the administrative system to English for foreign transactions

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Based on Decree No. 15/2008/NĐ-CP dated February 4, 2008, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;

After reaching consensus with the Ministry of Home Affairs, the Ministry of Foreign Affairs issues guidelines for translating the State Emblem, names of agencies, units, and leadership positions, civil servants in the administrative system to English for foreign transactions.

Article 1. Scope and Content of Translation into English

1. In this Circular, the State Emblem, names of central-level agencies, and positions within the administrative system shall be fully translated into English; the names of units under agencies and People's Committees at all levels shall be translated into common nouns.

2. Attached to this Circular is the "Appendix on Translating the State Emblem, Names of Agencies, Units, and Leadership Positions, Civil Servants in the Administrative System to English for Foreign Transactions."

3. Abbreviations in English letters of Ministries (for example, Ministry of Foreign Affairs is MOFA, Ministry of Planning and Investment is MPI), ministerial-level agencies, and government agencies shall be translated based on actual usage in foreign documents.

4. Ministries, ministerial-level agencies, government agencies, Provincial People's Committees, and Municipal People's Committees directly under the Central Government shall translate the full names of subordinate units and organizations, and positions not included in the Appendix of this Circular into English and establish documents for use in foreign transactions.

Article 2. Implementation

- This Circular takes effect 45 days from the date of publication in the Official Gazette.

- This Circular will be posted on the website of the Ministry of Foreign Affairs for reference.

- During implementation, if there are any difficulties, relevant agencies and units should contact the National Translation Center of the Ministry of Foreign Affairs for guidance on specific translations.
