Pursuant to the Agreement between the Government of the Socialist Republic of Vietnam and the Royal Government of Cambodia on inland waterway transport signed on December 17, 2009, which became fully effective from January 20, 2011;
Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport.

The Minister of Transport issues this Circular amending and supplementing certain articles of Circular No. 08/2012/TT-BGTVT dated March 23, 2012 guiding the implementation of certain provisions of the Agreement between the Government of the Socialist Republic of Vietnam and the Royal Government of Cambodia on inland waterway transport.
Article 1. Amending and supplementing certain articles of Circular No. 08/2012/TT-BGTVT dated March 23, 2012 guiding the implementation of certain provisions of the Agreement between the Government of the Socialist Republic of Vietnam and the Royal Government of Cambodia on inland waterway transport.
1. The name of the Circular is amended as follows:
"Circular No. 08/2012/TT-BGTVT dated March 23, 2012 guiding the implementation of certain provisions of the Agreement between the Government of the Socialist Republic of Vietnam and the Royal Government of Cambodia on inland waterway transport."
2. Point d Clause 2 Article 6 is amended and supplemented as follows:
"d) A copy of the Certificate of Civil Liability Insurance for the person operating the transport of flammable and explosive goods; a copy of the Compulsory Civil Liability Insurance Certificate for the person operating passenger transport."
"b) After receiving the application for extension of the Cambodian-Vietnamese Inland Waterway Transport Permit from the owner of the vessel or the captain with complete information about the vessel, crew, cargo, or passengers, date of entry into Vietnam, incident details, and requested stay period in Vietnam, within one working day from the date of receipt of all required documents, the Inland Waterway Port Authority where the vessel requests to stay will conduct an inspection of the actual situation and issue a document allowing the vessel to stay in Vietnam for a maximum of thirty days; if the extension is not granted, a written response must be provided within twenty-four hours from the time of receipt of all required documents, stating the reasons."

Article 2. Effective Date
1. The Director of the General Department of Standardization, Metrology and Quality Control is responsible for guiding and organizing the implementation of this Circular.
Article 3. Implementation Organization
The Head of the Office of the Ministry, the Inspector General of the Ministry, the Heads of Departments under the Ministry, the Director General of the Directorate of Inland Waterways of Vietnam, the Directors of Provincial Departments of Transport, relevant agencies, organizations, and individuals are responsible for implementing this Circular.
