CIRCULAR

Amending and supplementing certain provisions of the National High School Examination Regulations and the Recognition of High School Graduation

issued together with Circular No. 04/2017/TT-BGDĐT dated January 25, 2017

Pursuant to the Law on Education dated June 14, 2005 and the Law Amending and Supplementing Certain Provisions of the Law on Education dated November 25, 2009;

Pursuant to the Law on Higher Education dated June 18, 2012;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending point b Clause 1 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Law on Education;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

The Minister of Education and Training issues this Circular amending and supplementing certain provisions of the National High School Examination Regulations and the Recognition of High School Graduation issued together with Circular No. 04/2017/TT-BGDĐT dated January 25, 2017 of the Minister of Education and Training, amended and supplemented by Circular No. 04/2018/TT-BGDĐT dated February 28, 2018 of the Minister of Education and Training.

At the proposal of the Director of the Quality Management Department;

Article 1. Amending and supplementing certain provisions of the National High School Examination Regulations and the Recognition of High School Graduation issued together with Circular No. 04/2017/TT-BGDĐT dated January 25, 2017 of the Minister of Education and Training

 amended and supplemented by Circular No. 04/2018/TT-BGDĐT dated February 28, 2018 of the Minister of Education and Training, as follows:1. Clause 1 Article 2 is amended and supplemented as follows:

"1. The purpose of the national high school examination is to use the examination results for recognizing high school graduation; provide information to evaluate the quality of secondary education; provide data as a basis for university and vocational education admissions."

Examination Content

2. Clause 2 of Article 4 is amended and supplemented as follows:

"2.  The examination content is within the high school curriculum, mainly the grade 12 program.":3. Point c and point d Clause 1 Article 6 are amended and supplemented as follows:

"c) Member: Leaders of relevant departments and bureaus under the Ministry of Education and Training; some leaders of universities, academies, and colleges; some leaders of colleges with teacher training programs; leaders of the Political Security Bureau and some related units under the Ministry of Public Security;

d) Secretary: Officials and civil servants from relevant units under the Ministry of Education and Training and the Ministry of Public Security."

4. Add the fourth bullet point to point a Clause 2 Article 8 as follows:

"- Members of the Secretariat Board of the Examination Council shall not participate in the Marking Committee, the Subjective Exam Grading Board, and the Subjective Exam Rechecking Board."

5. Point b Clause 2 and point b Clause 3 Article 8 are amended and supplemented as follows:

"b) Duties and powers of the Secretariat Board of the Examination Council

- Receive and manage registration data from the Department of Education and Training; assign registration numbers, arrange examination rooms; prepare materials, forms, and lists used at examination venues and rooms;

- Receive and store subjective exam papers and answer sheets sealed in bags/packets (hereinafter referred to as bags) from examination venues;

- Hand over sealed subjective exam papers from examination venues to the Marking Committee;

- Receive and store subjective exam papers that have been marked and sealed in bags from the Marking Committee;

- Hand over marked subjective exam papers sealed in bags from the Marking Committee to the Subjective Exam Grading Board; hand over sealed answer sheets from examination venues to the Objective Exam Grading Board and perform related tasks;

- Receive and store marked subjective exam paper stubs sealed in bags from the Marking Committee after the completion of the grading process;

- Manage related materials concerning subjective exam papers and answer sheets. Prepare a record of handling points on subjective exam papers (if necessary);

- Manage examination result data and perform other tasks assigned by the Chairman of the Examination Council."

"b) Duties and powers of the Marking Committee

- Receive subjective exam papers sealed in bags from examination venues from the Secretariat Board of the Examination Council;

- Mark and secure subjective exam paper numbers;

- Secure subjective exam paper stubs according to confidentiality regulations throughout the marking period until the completion of the grading process;

- Hand over marked subjective exam papers sealed in bags from the Marking Committee to the Secretariat Board of the Examination Council;

- Hand over marked subjective exam paper stubs sealed in bags from the Marking Committee to the Secretariat Board of the Examination Council after the completion of the grading process."

6. The second paragraph of point a Clause 2 Article 9 is amended and supplemented as follows:

"Independent candidates and candidates studying the General Secondary Education Program are arranged to take the exam together with grade 12 students studying the general high school program at some examination venues decided by the Director of the Department of Education and Training; the list-making process to arrange examination rooms at these venues is carried out according to the provisions of point a Clause 1 of this Article."

7. Clause 7 Article 17 is amended and supplemented as follows:

"7. Examination question-setting process

a) Drafting, reviewing, and refining questions: Based on the requirements of the examination, each question-setting team is responsible for drafting, reviewing, and refining questions, answers, and marking guidelines (official and backup) for one subject/test. The drafting, reviewing, and refining of questions, answers, and marking guidelines must meet the requirements stipulated in Article 15 of this Regulation.

For standardized objective test questions, the Question Bank established according to the regulations of the Ministry of Education and Training serves as an important reference for setting questions through the following process:"

Specifically for multiple-choice exams, the standardized examination question bank constructed in accordance with the regulations of the Ministry of Education and Training is an important reference for drafting exam questions according to the following procedure:

- The Chairman of the Examination Board shall prepare questions and entrust an internal secretary of the Board to use specialized software to randomly select multiple-choice questions from the Question Bank and transfer them to the Heads of Subject Examination Committees;

- The Head of each Subject Examination Committee shall assign members of the Question Preparation Team to review and evaluate each multiple-choice question;

- The Question Preparation Team shall work collaboratively, successively refining each multiple-choice question and compiling them into examination papers in accordance with the requirements set forth in Article 15 of this Regulation; after the final refinement, the Head of each Subject Examination Committee shall sign off on the examination papers and hand them over to the Chairman of the Examination Board;

- Members of the Examination Board shall implement the process of mixing examination papers into various versions;

- The Question Preparation Team shall review each version of the examination papers, answers, marking guidelines, and sign off on each version of the examination papers;

b) Examination Paper Review:

- After drafting, reviewing, and refining, the examination papers shall be subject to independent review. Reviewers shall read, solve, and assess the examination papers according to the requirements stipulated in Article 15 of this Regulation; they shall propose amendments and corrections if deemed necessary;

- The opinions of the reviewers shall serve as a reference for the Chairman of the Examination Board when deciding to approve the examination papers.

8. The name of Article 19 and Clause 1, Clause 2 of Article 19 shall be amended and supplemented as follows:

"Article 19. Preservation and Use of Examination Papers and Storage of Answer Sheets at Examination Centers

1. Examination papers and answer sheets must be stored separately in individual cabinets. Cabinets for examination papers and answer sheets must be secure, locked, and sealed (the sealing label must bear signatures of the Examination Center Head and Deputy Head from the coordinating university or college), with the key held by the Examination Center Head. When opening the seal, there must be police presence and witnesses who signed the sealing label; a record must be made detailing the time of opening, reason for opening, and condition of the seal; the record must include full names and signatures of the Examination Center Head and witnesses.

2. The area for storing examination papers and answer sheets must have police guards and security personnel on duty 24 hours a day; fire and explosion safety measures must be ensured. The storage room for examination papers and answer sheets must be secure and equipped with security cameras recording activities 24 hours a day; it must have police guards and security personnel on duty 24 hours a day, and one staff member from the coordinating university or college (Deputy Examination Center Head or secretary) must remain on duty overnight during the period the examination papers and answer sheets are stored at the Examination Center.

9. Point m of Clause 1 of Article 22 shall be amended and supplemented as follows:

"m) After completing the handover, the answer sheet bags and answer collection forms of each examination room shall be sealed on-site by the Examination Center Secretary together with two invigilators. The sealing label shall be affixed to the center of all edges of the answer sheet bag, signed and dated by the Deputy Examination Center Head from the coordinating university or college, then signed across the sealing label and the answer sheet bag by the two invigilators, stamped with the seal of the educational institution hosting the Examination Center; subsequently, transparent tape shall be wrapped around the length of the edges of the answer sheet bag and cover the sealing label. The Examination Center Secretary and the two invigilators shall clearly write their names and sign on the handover record;"

10. Clause 2 of Article 23 shall be amended and supplemented as follows:

"2. Rooms containing answer sheets, cabinets, boxes, or other containers for answer sheets must be secure and locked, with sealing labels bearing signatures of the key holder and inspector. Keys to rooms containing answer sheets shall be kept by the Head of the Marking Board (multiple choice, essay); keys to cabinets, boxes, or other containers for essay answer sheets shall be kept by a secretary of the Marking Board for essays; keys to cabinets, boxes, or other containers for multiple choice answer sheets shall be kept by a secretary of the Multiple Choice Marking Board. Rooms containing answer sheets, multiple choice marking rooms, and essay marking rooms must be equipped with fire and explosion prevention devices; they must have security cameras recording activities 24 hours a day; they must have police guards and supervisors on duty 24 hours a day. When opening or closing rooms containing answer sheets, marking rooms, and cabinets, boxes, or other containers for answer sheets, there must be police and inspectors present as witnesses."

11. Article 26 shall be amended and supplemented as follows:

"Article 26. Grading of Multiple Choice Answer Sheets

1. The Ministry of Education and Training shall delegate tasks to universities and colleges to organize the grading of multiple choice answer sheets at Examination Boards.

Universities and colleges delegated by the Ministry of Education and Training to form the Multiple Choice Marking Board shall appoint individuals in accordance with the provisions of Clause 2 of this Article. Individuals with relatives participating in the examination shall not participate in the Multiple Choice Marking Board in the locality where their relatives are taking the examination.

The Ministry of Education and Training shall directly supervise all tasks of the Multiple Choice Marking Board in accordance with this Regulation.

Local Departments of Education and Training shall be responsible for preparing physical conditions, computer systems, scanning machines, and auxiliary equipment to meet annual requirements of the Ministry of Education and Training; they shall cooperate with police forces to ensure security and safety; they shall advise provincial People's Committees to ensure funding for multiple choice grading..

2. The Multiple Choice Marking Board

a) Authority to Establish: The Director of the Department of Education and Training shall issue a decision to establish the Multiple Choice Marking Board. The Multiple Choice Marking Board shall be directly under the direction of the National High School Examination Steering Committee.

b) Composition of the Multiple Choice Marking Board includes:

- The Head of the Multiple Choice Marking Board shall be assumed by a leader of a university or college. The Head of the Multiple Choice Marking Board shall oversee the marking process and be accountable to the Head of the National High School Examination Steering Committee regarding the timing, procedures, and quality of the marking; he/she has the authority to change or suspend the marking process for members who are irresponsible, violate examination regulations, or make numerous errors in performing assigned tasks; he/she shall be responsible for inspecting and verifying any irregularities upon request of the Supervision Team.

- The Deputy Head of the Objective Test Grading Board shall be assumed by leaders of departments and boards within universities and colleges; specifically, the Deputy Head of the Objective Test Grading Board on duty shall be assumed by the leader of the department responsible for managing examination work and ensuring quality or training management. The Deputy Head may concurrently serve as the head of no more than one specialized team and perform tasks assigned by the Head of the Objective Test Grading Board.

- The specialized teams of the Objective Test Grading Board include:

+ Secretariat Team: The Head of the Secretariat Team shall be concurrently assumed by a Deputy Head; members consist of staff and lecturers from universities and colleges. The Secretariat Team is tasked with assisting the Head in preparing documents, materials, forms, minutes to support the grading work of objective tests; receiving test papers from the Examination Board; opening and sealing bags containing test papers; preserving test papers during storage time in the objective test grading room; supervising the implementation of the grading process and performing other tasks assigned by the Head.

+ Test Grading Team: The Head of the Test Grading Team shall be the Deputy Head of the Objective Test Grading Board on duty; members consist of technical staff from universities and colleges, and no more than two technical staff mobilized from education departments outside the locality where the test is graded (if the university or college organizing the grading requires it). Technical staff must have a deep understanding of information technology and test grading software.

+ Supervision Team, consisting of at least three people (one Team Leader and at least two members): The Team Leader of the Supervision Team shall be a leader of a department or board or a dedicated internal audit officer of the university or college; members of the Supervision Team are officers of the university or college.

The Supervision Team works independently from other specialized teams. The Supervision Team is tasked with closely monitoring the grading process of objective tests and the preservation process of test papers in the objective test grading room according to regulations. During the execution of their duties, if any abnormalities are detected, the Supervision Team must report to the Head to temporarily halt the grading process, request the Head to inspect, verify, and handle before continuing.

c) Members of the Objective Test Grading Board shall comply with the assignments of the Head and strictly adhere to the provisions of this Regulation; members of specialized teams shall follow the direct management of the Team Leader.

4. General Provisions on Grading Objective Tests

a) Members of the Objective Test Grading Board, members of the Supervision Team, and those currently performing related tasks shall not bring pencils, erasers, and other prohibited items into the grading room; they shall not modify the Candidate's Answer Sheet in any form or for any reason.

b) Technical staff directly responsible for grading objective tests must strictly adhere to the prescribed grading procedures; during the execution, if any abnormalities are discovered, they must immediately report to the Team Leader of the Test Grading Team to jointly establish a record with the Supervision Team and report to the Head of the Objective Test Grading Board for handling.

c) All Candidate's Answer Sheets (test papers) must be graded by machine using the same specialized software provided by the Ministry of Education and Training, from scanning images to obtaining individual test scores.

d) Handling of Objective Test Papers:

- Scanning Answer Sheets: Immediately after all answer sheets of the Examination Board are scanned, all scanned image data automatically encrypted by the grading software must be backed up onto three identical CDs or DVDs;

- Recognizing Scanned Images: Immediately after recognizing all scanned images of the objective test papers of the Examination Board, all recognized image data automatically encrypted by the grading software must be backed up onto three identical CDs or DVDs;

- Fixing Technical Errors: Immediately after fixing all technical errors of the objective test papers of the Examination Board, all fixed error data automatically encrypted by the grading software must be backed up onto three identical CDs or DVDs.

At each step above, all three identical CDs or DVDs at each step must be sealed under the supervision of the Supervision Team, police, and a record established; one set sent to the Ministry of Education and Training for management and supervision, one set handed over to the Chairman of the Examination Board for storage, one set retained by the Head of the Objective Test Grading Board. Any use of these sets must be reported and approved by the National High School Examination Steering Committee.

e) After completing the grading of all objective test papers of the Examination Board, the processed data files and officially graded results (exported from the software, ensuring structure and requirements according to the regulations of the Ministry of Education and Training) must be stored on three identical CDs or DVDs, sealed under the supervision of the Supervision Team, police, and a record established; one set sent to the Ministry of Education and Training for management and supervision; one set handed over to the Chairman of the Examination Board to update results into the database of the examination management software system and store; one set retained by the Head of the Objective Test Grading Board.

f) Grading Scores: After completing the tasks mentioned in point d of this clause, the Test Grading Team opens the sealed CD containing the grading data of the Ministry of Education and Training, establishes a record of opening the seal and loading grading data into the grading software under the supervision of the police and the Supervision Team; proceeds to grade and convert scores using computers to a ten-point scale, rounding to two decimal places for each test paper and each subject component of the combined test. Uniformly use test paper codes and subject codes in data files according to the regulations of the Ministry of Education and Training. During processing, the Objective Test Grading Board must strictly implement updates and promptly report to the Ministry of Education and Training.

12. Article 29 is amended and supplemented as follows:

"Article 29. Appeal Board

1. The Department of Education and Training shall establish an Appeal Board for Subjective Test Papers (STP). The composition of the STP Appeal Board includes:

a) Head of the STP Appeal Board: concurrently assumed by the Examination Board Leader. In the same examination period, the person serving as the Head of the STP Appeal Board shall not concurrently serve as the Head of the Subjective Test Grading Board or the Team Leader of Quality Control Grading.

b) Deputy Head of the Examination Review Board for Written Subjects: The leader of the Department of Education and Training or the leader of specialized departments of the Department of Education and Training or the leader of general education schools; among which, the Deputy Head in charge of regular duties is the leader of the Department of Education and Training or the leader of the Testing Department of the Department of Education and Training;

c) Members: Staff members or teachers with good expertise who are currently teaching the subjects being graded;

Teachers in their probationary period, members of the Secretariat of the Examination Committee shall not participate in grading the review. A person who has graded a test paper at the Written Subject Grading Board shall not grade the same test paper at the Examination Review Board for Written Subjects.

The Examination Review Board for Written Subjects is responsible for checking errors such as incorrect point addition or misrecording of points; regrading tests upon candidates' requests; presenting to the Chairman of the Examination Committee for decision on the final scores after regrading.

2. Universities and Colleges assigned by the Ministry of Education and Training to organize the grading of multiple-choice tests shall appoint individuals for the Director of the Department of Education and Training to issue a Decision to establish the Examination Review Board for Multiple-Choice Tests. The composition of the Examination Review Board for Multiple-Choice Tests is regulated in Point b Clause 2 Article 26 of this Regulation. Individuals who have participated in the Multiple-Choice Test Grading Board shall not join the Examination Review Board for Multiple-Choice Tests.

The Examination Review Board for Multiple-Choice Tests is responsible for reviewing errors in the process of handling multiple-choice test papers; checking and reviewing technical errors; regrading tests upon candidates' requests.

The Head of the Examination Review Board for Multiple-Choice Tests shall approve, hand over the results of the review to the Chairman of the Examination Committee to return the review results to the candidates.

3. The location for organizing the review of written subjects and multiple-choice tests shall be arranged in areas prepared by the Department of Education and Training and must meet the conditions stipulated in Articles 23 and 26 of this Regulation.

13. The third bullet point of Point b Clause 3; Clause 5 and Clause 6 Article 30 shall be amended and supplemented as follows:

"3. Procedure for examination review:

- During the conduct of tasks related to examination review, there must be at least two people present and supervised by inspection officers. Strictly maintain confidentiality regarding the relationship between registration numbers and personal information of candidates with the test number."

"5. Examination review of multiple-choice tests:

a) The Examination Review Board for Multiple-Choice Tests shall carry out the review of multiple-choice tests as follows:

- The Examination Review Board for Multiple-Choice Tests and the Secretariat of the Examination Committee shall organize the withdrawal of test papers of candidates requesting a review, sealing them in envelopes, and handing them over to the Head of the Examination Review Board for Multiple-Choice Tests;

- When all members of the Examination Review Board for Multiple-Choice Tests and inspectors are present, the Examination Review Board for Multiple-Choice Tests shall open the sealed envelopes containing the test papers for regrading. If the reviewed papers are sealed in several envelopes, they shall open each envelope one by one, complete the regrading of one envelope before sealing it again before opening another envelope;

- Members of the Examination Review Board for Multiple-Choice Tests shall compare each answer marked on the Multiple-Choice Answer Sheet with the scanned results stored in the computer;

- If there are discrepancies, the cause must be identified; then print the results before and after correcting the error to keep in the file;

- Upon completion of the regrading, the Examination Review Board for Multiple-Choice Tests shall prepare a summary record, signed by the Head of the Examination Review Board for Multiple-Choice Tests and all members, the Supervision Team, and inspectors.

b) The Supervision Team must directly supervise all stages of the multiple-choice test review process continuously and consistently.

c) The data from the regrading includes: Record of technical corrections made to the Multiple-Choice Answer Sheets during the review process; Official regrading results of all multiple-choice tests (recorded by the Examination Review Board for Multiple-Choice Tests on three identical CDs/DVDs, sealed and signed by the Head;one CD sent to the Ministry of Education and Training for management and supervision; one CD handed over to the Chairman of the Examination Committee to update the results into the examination management software system and store; one CDkept by the Head of the Examination Review Board for Multiple-Choice Testsfor storage).

d) The score regraded by the Examination Review Board for Multiple-Choice Tests, approved by the Head, is the official score of the candidate's multiple-choice test in the examination.

6. Report on the results of the review

Scores of Written Subjects adjusted after the review shall be presented by the Head of the Examination Review Board for Written Subjects to the Chairman of the Examination Committee for decision; scores of Multiple-Choice Tests adjusted after the review shall be decided by the Head of the Examination Review Board for Multiple-Choice Tests and handed over to the Chairman of the Examination Committee. The Chairman of the Examination Committee shall update the scores of candidates after the review into the examination management software system according to the regulations of the Ministry of Education and Training; report and send data to the Ministry of Education and Training, while announcing and returning the review results to the candidates.

For candidates whose test/paper scores have been adjusted after the review, the Examination Committee shall print the Certificate of Examination Results after the review to hand over to the candidates, while collecting and canceling the Certificate of Examination Results before the review.

14. Point c Clause 2 Article 36 shall be amended and supplemented as follows:

"c) Students in Secondary General Education, learners in Secondary Vocational Education within the scope of moral assessment, learners in Secondary Vocational Education participating in both intermediate vocational programs and cultural programs according to the Secondary Vocational Education curriculum, holding a Trade Certificate or Intermediate Diploma issued by the Department of Education and Training, educational institutions, and vocational training centers during their secondary education period shall be granted bonus points based on the grades recorded in the Trade Certificate or Intermediate Diploma as follows:

- Excellent grade for Trade Certificate, Excellent and Good grades for Intermediate Diploma: 2.0 points;

- Good grade for Trade Certificate, Good and Fair grades for Intermediate Diploma: 1.5 points;

- Average grade: 1.0 point."

15. Point a and Point b Clause 1 Article 37 shall be amended and supplemented as follows:

"a) The National University Entrance Exam score for Secondary General Education is calculated according to the following formula:

 

b) The National University Entrance Exam score for Secondary Vocational Education is calculated according to the following formula:

16. Clause 1, Clause 2 Article 44 shall be amended and supplemented as follows:

"1. The Chief Inspector of the Ministry of Education and Training decides to establish inspection teams to inspect the preparation for examinations, invigilation, grading, review, and recognition of graduation for Secondary General Education at all Examination Committees and Departments of Education and Training; in necessary cases, decided by the Minister of Education and Training.

2. The Chief Inspector of the Department of Education and Training decides to establish inspection teams to inspect the preparation for examinations, invigilation, grading, review, and recognition of graduation for Secondary General Education at localities; in necessary cases, decided by the Director of the Department of Education and Training."

17. Clause 9 Article 51 shall be amended and supplemented as follows:

"9. Coordinate with the Department of Finance and relevant agencies to submit to the People's Committee of the province to ensure funding for organizing the examination, including funding for paying staff and lecturers from universities and colleges, and other units mobilized by the Ministry of Education and Training to participate in organizing the examination, invigilation, marking, re-examination, and related tasks (if any)."

18. Clause 2 of Article 53 shall be amended and supplemented as follows:

"2. Form a team of staff and lecturers to participate in coordinating the organization of examinations at examination boards in localities according to the mobilization by the Ministry of Education and Training."

Funding for staff and lecturers from universities and colleges mobilized by the Ministry of Education and Training to participate in organizing the examination, invigilation, marking, and related tasks shall be borne by the locality in accordance with current regulations.

Article 2.

1. Replace the phrase "Department of Education and Training" with the phrase "Department of Education and Training, Department of Education and Science and Technology (collectively referred to as the Department of Education and Training and abbreviated as the Department of Education and Training)" in Clause 2 of Article 1.

2. Replace the phrase "in accordance with the principle of protecting state secrets" with the phrase "in accordance with the provisions of the Law on Protection of State Secrets" in Point b, Clause 3 of Article 17.

3. Replace the phrase "Examination Board" with the phrase "Examination Board (essay, multiple choice)" in Clause 3 of Article 23.

4. Replace the phrase "Examination Board" with the phrase "Essay Examination Board" in: Clause 1, Clause 2, Clause 3 of Article 8; Title of Article 24 and Clause 1, Clause 5 of Article 24; Point a, Clause 1 of Article 27.

5. Replace the phrase "Chairman" with the phrase "Chairman of the Essay Examination Board" in Point a, Point b, Clause 1 of Article 24.

6. Replace the phrase "Chairman of the Examination Board" with the phrase "Chairman of the Essay Examination Board" in: Clause 2, Clause 3, Title of Clause 4, Point c, Clause 4 of Article 24; Title of Clause 1, Point a, Clause 1, Points b and c, Clause 2 of Article 27; Point e, Clause 4 of Article 49.

7. Replace the phrase "Re-examination Board" with the phrase "Re-examination Board for Essay Examinations" in: Clause 1, Point e, Clause 3 of Article 8; Title of Point b, second bullet point of Point b, Clause 3 of Article 30.

8. Replace the phrase "re-examination of examination papers" with the phrase "re-examination of essay examination papers" in Title of Clause 3 of Article 30.

9. Replace the phrase "Re-examination Board" with the phrase "Re-examination Board for Examination Papers (essay/multiple choice)" in the fifth bullet point of Point b, Clause 2 of Article 43.

10. Replace the phrase "Chairman of the Re-examination Board" with the phrase "Chairman of the Re-examination Board for Essay Examination Papers" in: Point a, Clause 1 of Article 27; Point a, Clause 3 and second, third, and fifth bullet points of Point b, Clause 4 of Article 30.

Article 3.This Circular takes effect from May 3, 2019.

Article 4.The Director of the Office, the Director of the Quality Management Department under the Ministry of Education and Training; the Heads of relevant units under the Ministry of Education and Training; the Director of the Military School Department under the Ministry of National Defense; the Director of the Police Training Department under the Ministry of Public Security; the Directors of Departments of Education and Training; the Directors of Departments of Education and Science and Technology; the Rectors of universities; the Principals of colleges with teacher training programs are responsible for implementing this Circular./.
