CIRCULAR

OF THE MINISTER OF LABOUR NO. 3/LD-TT ON APRIL 6, 1981 GUIDING THE IMPLEMENTATION OF TEMPORARY ALLOWANCE INCREASE FOR STAFF AND TEACHERS IN THE GENERAL EDUCATION SECTOR
TEMPORARILY
FOR STAFF AND TEACHERS IN THE GENERAL EDUCATION SECTOR

Implementing Point 4 of Decision No. 15-CP dated January 14, 1981 of the Council of Ministers on increasing temporary allowance for staff and teachers in the general education sector to alleviate difficulties in their lives, after reaching consensus with the Ministry of Finance and the Ministry of Education, the Ministry of Labour guides implementation as follows.

 

I. LEVELS OF ALLOWANCE

 

Staff and teachers in the general education sector specifically defined in Section II below who are currently receiving temporary allowances at rates of 20%, 15%, and 10% of basic salary (according to Decision No. 334-CP dated October 10, 1980 of the Council of Ministers) shall now have their temporary allowance rate increased by an additional 5% of basic salary, specifically as follows:

- Monthly salary under 60 dong shall be supplemented with 25% of basic salary, but the total of basic salary and this allowance shall not exceed 72 dong/month;

- Monthly salary from 60 dong to 114 dong shall be supplemented with 20% of basic salary, but the total of basic salary and this allowance shall not exceed 132.25 dong/month;

- Monthly salary of 115 dong or more shall be supplemented with 15% of basic salary.

 

II. ELIGIBLE RECIPIENTS OF THE ALLOWANCE

 

The above temporary allowance levels shall only apply to the following categories:

a. Teachers of all types of general schools: primary-secondary (grades I + II), secondary (grade III), secondary schools combining work and study, teachers of state-funded kindergartens;

b. Teachers of full-time, semi-full-time, and part-time cultural supplementary schools; dedicated cultural supplementary teachers at agencies, factories (including construction sites, agricultural farms, forest farms), youth volunteer units, etc.;

c. Principals and vice-principals of various types of general schools and supplementary cultural schools who are currently receiving teacher salaries plus principal and vice-principal allowances based on percentages of basic salary;

d. Principals and vice-principals mentioned in point c and principals and vice-principals of primary and secondary teacher training schools, teachers of various types who are redeployed to provincial, municipal education departments, district and county education boards to perform direct service duties related to teaching content in their localities.

 

III. IMPLEMENTATION PROVISIONS

 

1. These temporary allowance levels of 25%, 20%, and 15% of basic salary shall take effect from April 1, 1981.

2. Conditions for entitlement and methods of payment for temporary allowances for specific cases shall continue to be implemented according to Circular No. 9-LD/TT dated October 24, 1980 and explanatory letter No. 1690-LD/TL dated December 23, 1980 of the Ministry of Labour.

During the implementation process, if encountering issues, especially regarding eligible recipients for allowances, it is recommended that localities promptly report to the Ministry of Labour and the Ministry of Education for specific guidance.
