Circular No. 09/2023/TT-BTTTT dated July 28, 2023, provides guidelines on positions for civil servants with specialized information and communications technology jobs in agencies and organizations under the information and communications sector, which took effect from September 15, 2023, amended and supplemented by:
Circular No. 01/2024/TT-BTTTT dated March 29, 2024, issued by the Minister of Information and Communications to amend and supplement the annexes accompanying Circular No. 08/2023/TT-BTTTT dated July 28, 2023, issued by the Minister of Information and Communications guiding positions for leadership and management roles and career titles of specialized staff in public service units under the information and communications sector, and Circular No. 09/2023/TT-BTTTT dated July 28, 2023, issued by the Minister of Information and Communications providing guidelines on positions for civil servants with specialized information and communications technology jobs in agencies and organizations under the information and communications sector, which took effect from March 29, 2024.
Pursuant to Decree No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to Decree No. 62/2020/NĐ-CP dated June 1, 2020, of the Government, on positions and staffing of civil servants;
The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.
The Minister of Information and Communications issues this Circular to provide guidelines on positions for civil servants with specialized information and communications technology jobs in agencies and organizations under the information and communications sector[1].
Article 1. Scope of Regulation
This Circular guides the list of job positions, job descriptions, and competency frameworks for civil servants with specialized information and communications technology jobs in agencies and organizations under the information and communications sector.
Article 2. Applicability
This Circular applies to agencies and organizations under the information and communications sector from central to local levels, including:
1. Agencies and organizations under Ministries and ministerial-level agencies assisting the Ministers and Heads of ministerial-level agencies in managing state administration in the information and communications sector.
2. Specialized agencies performing advisory functions to assist provincial People's Committees in managing state administration in the information and communications sector.
3. Specialized agencies performing advisory functions to assist district People's Committees in managing state administration in the information and communications sector.
Article 3. List of Job Positions, Job Descriptions, and Competency Frameworks for Civil Servants with Specialized Information and Communications Technology Jobs
1. The list of job positions for civil servants with specialized information and communications technology jobs is specified in Appendix I attached to this Circular.
2. Job descriptions and competency frameworks for job positions for civil servants with specialized information and communications technology jobs are specified in Appendices II and III attached to this Circular.
Article 4. Organization of Implementation
1. Based on this Circular, agencies and organizations mentioned in Article 2 of this Circular shall develop their job position plans and submit them to the competent organization for cadre management at the same level for review and approval by the competent authority in accordance with the law.
2. In cases where the regulatory documents referred to in this Circular are changed, supplemented, or replaced, they shall be implemented according to the newly issued documents.
Article 5. Transitional Provisions
In cases where civil servants currently hold higher ranks than those required for the job positions defined in this Circular, they will be retained until new regulations on salary systems are issued.
Article 6. Effectiveness and Responsibility for Implementation[2]
1. This Circular takes effect from March 29, 2024.
2. The Minister, Heads of ministerial-level agencies, Heads of government agencies, persons in charge of organizations established by the Government or the Prime Minister that are not public service units, Chairpersons of provincial People's Committees, centrally-administered cities, relevant agencies, organizations, and individuals are responsible for implementing the provisions of this Circular.
3. During implementation, if there are difficulties or obstacles, please report to the Ministry of Information and Communications for guidance and resolution.

Bộ trưởng Bộ Thông tin và Truyền thông ban hành Thông tư sửa đổi, bổ sung phụ lục ban hành kèm theo Thông tư số 08/2023/TT-BTTTT ngày 28 tháng 7 năm 2023 của Bộ trưởng Bộ Thông tin và Truyền thông hướng dẫn về vị trí việc làm lãnh đạo, quản lý và chức danh nghề nghiệp viên chức chuyên ngành, cơ cấu viên chức theo chức danh nghề nghiệp trong đơn vị sự nghiệp công lập thuộc ngành, lĩnh vực Thông tin và Truyền thông và Thông tư số 09/2023/TT-BTTTT ngày 28 tháng 7 năm 2023 của Bộ trưởng Bộ Thông tin và Truyền thông hướng dẫn về vị trí việc làm công chức nghiệp vụ chuyên ngành Thông tin và Truyền thông trong cơ quan, tổ chức thuộc ngành, lĩnh vực Thông tin và Truyền thông.”
[2] Điều 3 Thông tư số 01/2024/TT-BTTTT ngày 29 tháng 3 năm 2024 sửa đổi, bổ sung phụ lục ban hành kèm theo Thông tư số 08/2023/TT-BTTTT ngày 28 tháng 7 năm 2023 của Bộ trưởng Bộ Thông tin và Truyền thông hướng dẫn về vị trí việc làm lãnh đạo, quản lý và chức danh nghề nghiệp viên chức chuyên ngành, cơ cấu viên chức theo chức danh nghề nghiệp trong đơn vị sự nghiệp công lập thuộc ngành, lĩnh vực Thông tin và Truyền thông và Thông tư số 09/2023/TT-BTTTT ngày 28 tháng 7 năm 2023 của Bộ trưởng Bộ Thông tin và Truyền thông hướng dẫn về vị trí việc làm công chức nghiệp vụ chuyên ngành Thông tin và Truyền thông trong cơ quan, tổ chức thuộc ngành, lĩnh vực Thông tin và Truyền thông, có hiệu lực kể từ ngày 29 tháng 3 năm 2024 quy định như sau:
“Điều 3. Hiệu lực và trách nhiệm thi hành
1. Thông tư này có hiệu lực thi hành kể từ ngày 29 tháng 3 năm 2024.
2. Bộ trưởng, Thủ trưởng cơ quan ngang bộ, Thủ trưởng cơ quan thuộc Chính phủ, người đứng đầu tổ chức do Chính phủ, Thủ tướng Chính phủ thành lập mà không phải là đơn vị sự nghiệp công lập, Chủ tịch Ủy ban nhân dân tỉnh, thành phố trực thuộc trung ương, các cơ quan, tổ chức và cá nhân có liên quan chịu trách nhiệm thi hành quy định tại Thông tư này.
3. Trong quá trình thực hiện nếu có vướng mắc, đề nghị phản ánh về Bộ Thông tin và Truyền thông để hướng dẫn, giải quyết./.”
3 Nội dung của số thứ tự 31 được thay thế theo quy định tại khoản 1 Điều 2 Thông tư số 01/2024/TT-BTTTT ngày 29 tháng 3 năm 2024 của Bộ trưởng Bộ Thông tin và Truyền thông sửa đổi, bổ sung phụ lục ban hành kèm theo Thông tư số 08/2023/TT-BTTTT ngày 28 tháng 7 năm 2023 của Bộ trưởng Bộ Thông tin và Truyền thông hướng dẫn về vị trí việc làm lãnh đạo, quản lý và chức danh nghề nghiệp viên chức chuyên ngành, cơ cấu viên chức theo chức danh nghề nghiệp trong đơn vị sự nghiệp công lập thuộc ngành, lĩnh vực Thông tin và Truyền thông và Thông tư số 09/2023/TT-BTTTT ngày 28 tháng 7 năm 2023 của Bộ trưởng Bộ Thông tin và Truyền thông hướng dẫn về vị trí việc làm công chức nghiệp vụ chuyên ngành Thông tin và Truyền thông trong cơ quan, tổ chức thuộc ngành, lĩnh vực Thông tin và Truyền thông có hiệu lực kể từ ngày 29 tháng 3 năm 2024.
4 Nội dung của số thứ tự 32 được thay thế theo quy định tại khoản 2 Điều 2 của Thông tư số 01/2024/TT-BTTTT ngày 29 tháng 3 năm 2024 sửa đổi, bổ sung phụ lục ban hành kèm theo Thông tư số 08/2023/TT-BTTTT ngày 28 tháng 7 năm 2023 của Bộ trưởng Bộ Thông tin và Truyền thông hướng dẫn về vị trí việc làm lãnh đạo, quản lý và chức danh nghề nghiệp viên chức chuyên ngành, cơ cấu viên chức theo chức danh nghề nghiệp trong đơn vị sự nghiệp công lập thuộc ngành, lĩnh vực Thông tin và Truyền thông và Thông tư số 09/2023/TT-BTTTT ngày 28 tháng 7 năm 2023 của Bộ trưởng Bộ Thông tin và Truyền thông hướng dẫn về vị trí việc làm công chức nghiệp vụ chuyên ngành Thông tin và Truyền thông trong cơ quan, tổ chức thuộc ngành, lĩnh vực Thông tin và Truyền thông, có hiệu lực kể từ ngày 29 tháng 3 năm 2024.
5 Nội dung của số thứ tự 33 được thay thế theo quy định tại khoản 3 Điều 2 của Thông tư số 01/2024/TT-BTTTT ngày 29 tháng 3 năm 2024 sửa đổi, bổ sung phụ lục ban hành kèm theo Thông tư số 08/2023/TT-BTTTT ngày 28 tháng 7 năm 2023 của Bộ trưởng Bộ Thông tin và Truyền thông hướng dẫn về vị trí việc làm lãnh đạo, quản lý và chức danh nghề nghiệp viên chức chuyên ngành, cơ cấu viên chức theo chức danh nghề nghiệp trong đơn vị sự nghiệp công lập thuộc ngành, lĩnh vực Thông tin và Truyền thông và Thông tư số 09/2023/TT-BTTTT ngày 28 tháng 7 năm 2023 của Bộ trưởng Bộ Thông tin và Truyền thông hướng dẫn về vị trí việc làm công chức nghiệp vụ chuyên ngành Thông tin và Truyền thông trong cơ quan, tổ chức thuộc ngành, lĩnh vực Thông tin và Truyền thông, có hiệu lực kể từ ngày 29 tháng 3 năm 2024.
6 Ngành, lĩnh vực thông tin và truyền thông bao gồm: báo chí; phát thanh, truyền hình và thông tin điện tử; thông tin đối ngoại; thông tin cơ sở; xuất bản, in và phát hành; bưu chính; viễn thông; tần số vô tuyến điện; công nghệ thông tin (gồm: công nghiệp công nghệ thông tin; ứng dụng công nghệ thông tin, chuyển đổi số); giao dịch điện tử; an toàn thông tin mạng.
