Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Urban Management Planning Regulation issued together with Decree 91/CP dated August 17, 1994 of the Government;
Considering the proposal of the People's Committee of Haiphong City at Document No. 58/TT-UB dated December 19, 2000 and that of the Ministry of Construction at Document No. 2355/BXD-KTQH dated December 20, 2000.
DECISION:
Article 1. Approves the adjustment of the General Urban Planning for Haiphong City until 2020 with the following main contents:
1. Objectives:
Determine the position and function of Haiphong City in the relationship of national socio-economic development and the northern key economic region to contribute to the cause of industrialization and modernization; combine urban construction with ensuring national defense and security; between renovation and new construction to gradually build Haiphong City into a modern city with strong national characteristics, playing the role of a national-level central city.
2. Scope of study and spatial development orientation:
The planning scope includes the entire administrative boundary of Haiphong City with an area of approximately 1,520 km² and areas within the northern key economic region that affect the city's economic development, with an area of approximately 4,000 km².
3. Nature:
a. Haiphong City is a national-level central city; one of the major industrial, commercial, service, and tourism centers of the country and the Northern Coastal Economic Region;
b. A port city, the main gateway to the sea for northern provinces; an important transportation hub for the north and the whole country;
c. The administrative-political, economic, cultural, and scientific-technological center of the centrally-administered Haiphong City, holding an important position regarding national defense and security.
4. Population Scale:
The urban population of Haiphong City will reach about 1,350,000 people by 2020, including approximately 1,100,000 people in the central urban area; approximately 250,000 people in the satellite towns of Minh Duc, Do Son, Nui Deo, An Lao, Kien Thuy, Cat Ba, and other market towns.
5. Land Scale:
a. By 2005: Land for urban construction will be approximately 7,359 hectares with a standard of 103.6 m²/person, of which residential land will be approximately 3,202 hectares with a standard of 70 m²/person.
b. By 2020: Land for urban construction will be approximately 16,000 hectares with a standard of 145.4 m²/person, of which residential land will be approximately 6,875 hectares with a standard of 68.5 m²/person.
6. Orientation for the Development of Urban Space and Architectural Landscape:
a. Direction of city development:
Develop and renovate the inner city area based on utilizing unused or inefficiently used land, combining expansion and development of the city towards the outskirts, particularly the area north of the Cam River, the northwest area, the southeast area, along National Highway 14, and the eastern coastal area of the city.
b. Regarding functional zones:
- Residential areas include:
+ Restricted development zone comprising old city blocks built before 1954 within the central city area, bounded by To Hieu - Le Loi, Nguyen Trai streets to the Cam River; part of the central district of Kien An.
In these areas, high-rise construction should be limited to avoid overloading infrastructure; gradually relocate some factories and warehouses causing environmental pollution; reduce population, increase land usage standards, and improve the urban environment.
+ Expansion development zone includes: seven southern suburban communes of An Hai District such as Trang Cat, Dong Hai, Nam Hai, Dang Lam, Dang Hai, Du Hang Kenh, Vinh Nien; southwestern suburbs of the city including Kien An District; northwestern suburbs including two wards of Hong Bang District and suburban communes of An Hai District; new urban area north of the Cam River including communes of Thuy Nguyen District.
- Industrial and warehouse zones: Total industrial land area is 2,400 hectares, including the following zones:
+ Western-Western North City Industrial Zone: Scale of 363 hectares, including: Nomura Zone 153 hectares, Vat Cach Industrial Zone 210 hectares, developing high-tech industry, steel, machinery, and warehousing services.
+ Thang Ly - So Dau Industrial Zone (Hong Bang District): Scale of 150 hectares, developing industry, port and warehousing services, wharfs, building materials, oil product processing, and light industry.
+ Quan Tru Industrial Zone: Scale of 30 hectares, developing food processing industry, light industry, electronic assembly, packaging production, handicrafts, mechanical products, textile and garment production.
+ Cong Doi - Van Trang Industrial Zone: Scale of 25 hectares, developing building materials and light industry.
+ Tien Hoi Industrial Zone: Scale of 20 hectares, developing building materials and light industry production.
+ Dong Hai Industrial Zone: Scale of 300 hectares, developing export product processing industry, mechanical products, electronic assembly, chemicals.
+ Dinh Vu Industrial Zone: Scale of 937 hectares, developing comprehensive industry, port and warehousing services, wharfs serving the port.
+ Minh Duc - Trang Kenh Industrial Zone (Thuy Nguyen District): Scale of 100 hectares, developing building materials production, chemical industry, cement production.
+ Ben Rung Industrial Zone: Scale of 405 hectares, developing ship dismantling, liquefied gas, thermal power, shipbuilding, and similar products.
+ Vinh Nien Industrial Zone: Scale of 20 hectares, developing small and medium-sized enterprises in mechanical, electronic assembly, consumer goods industries.
+ Hai Thanh Industrial Zone: Scale of 50 hectares, developing clean industry: shoe production, electronic assembly, tourism-related products, household appliances.
- System of centers:
+ Service center system: Organized into levels serving daily, periodic, and non-periodic needs. Non-periodic service facilities (city level) are dispersed and not concentrated; periodic service facilities are arranged in conjunction with city (district) and residential area centers; daily service facilities are arranged in conjunction with residential units.
+ Administrative-political center of the city: Initially located at existing facilities in Hong Bang District; along Hoang Van Thu - Cau Dat - Lac Tray streets; central strip from the port to the Iron Market; in the future, located in the new urban area north of the Cam River.
+ Tourist, rest, entertainment areas:
In the urban area: It includes the central park An Bien with a scale of 40 hectares; Dong Khe park with a scale of 100 hectares; Du Hang park, Bac Song Cam park (Tan Duong - Vu Yen) with a scale of 600 hectares; Thien Van forest park (Kien An) with a scale of 100 hectares.
In the suburban area: It includes three areas of green space - sports - historical relics: Dinh Vu area; Voi Mountain (An Lao) area and the sports center along National Highway 14; Haiphong Cultural Village at Do Son.
The tourism and recreational areas and natural conservation zones outside the city include: Bac Thuy Nguyen scenic area (Gia River); Do Son tourist area; Cat Ba Island tourist area, combined with Cat Ba primeval forest and Halong Bay.
- Specialized centers:
+ Foreign residents' residential areas: Besides existing facilities on Ho Xuan Huong Street, additional areas will be arranged on Van Cao Street, Lac Tray Street, the intersection of Fifth Crossroads - Cat Bi Airport and the new urban area north of the river.
+ Educational institutions, research institutes, and state agency headquarters: Universities will be located from Nguyen Binh Khiem Street to Cau Rao along Lac Tray Street. Vocational and teacher training schools will be located in Kien An. Research institutes will be located along National Highway 14 from Cau Rao to Do Son. State management agencies, including security and defense forces, need to be rearranged to address the current scattered situation along the Fifth Crossroads - Cat Bi Airport road, Ho Sen Road extending to Cau Rao 2, and in new urban areas.
+ Medical, health resort, and convalescent centers: Viet-Tiep Hospital, the city's general hospital and foreign patient treatment facility, will be renovated, expanded, and relocated to the prison site. In the future, the hospital will be moved to a suitable location in the outskirts. Several specialized hospitals for health resorts and regional treatment will be constructed.
+ Sports and recreation centers: The current central stadium in the old urban area will be upgraded and completed, with a capacity of 15,000 to 20,000 people. A regional sports complex meeting international standards with a scale of about 70 hectares will be established along the Hai Phong - Do Son road. Sports centers in each area with a scale of 5 to 10 hectares will be arranged within urban areas.
+ Security and defense areas: Based on areas with construction projects belonging to security and defense forces, the Ministry of Public Security and the Ministry of Defense will plan military and security zones in accordance with the General Plan adjustments and security and defense requirements, to be approved by the Prime Minister.
+ Strictly protect the green belt around the city, which is agricultural land surrounding the central urban area, serving environmental protection and urban ecological balance; the coastal protective green zone along National Highway 14 - Do Son; green land for ventilation around major infrastructure such as underpasses over rivers, National Highways 5 and 10, and the airport runway at Cat Bi Airport.
c. Regarding urban architecture and landscape:
- For restricted development areas (old urban area): Preserve and enhance cultural and historical heritage and valuable architectural works; renovate and upgrade infrastructure; increase green space and public service facilities; construct high-rise buildings in appropriate locations without altering the traditional urban image and cultural environment; relocate industrial and small-scale industrial facilities causing pollution to the outskirts; gradually improve the urban environment.
- For expanding urban development areas: Protect and develop green systems, lakes, and open water bodies along the Cấm River, Lach Tray River, Bai Dang River, coastlines, along National Highway 14, Do Son City, Deo Mountain, Voi Mountain, and Cat Ba, creating green corridors for the city.
- Develop modern urban areas with synchronized infrastructure systems, high green space ratios, prioritizing open spaces; construct high-rise buildings in central areas and main roads to increase building heights, reduce construction density, while urbanizing existing villages in line with the overall planning structure of the city.
- Outside the city: Develop advanced agricultural production areas, combined with recreational and entertainment zones to meet the needs of the population.
6. On transportation planning and technical infrastructure:
a. Transportation planning:
By 2020, the area for constructing transportation infrastructure, including both dynamic and static traffic, must reach an average of 17 square meters per person, accounting for 11.6% of the total urban construction land.
- Regarding roads:
+ Upgrade and expand national highways leading into the city: National Highway 5 through Hai Phong City, from km 77+650 to Dinh Vu, becoming a primary urban road, and National Highway 10 in the future will be a second-class road throughout its route.
+ Improve and complete ring roads:
Ring Road I: Thang Lu - Bach Dang - Nguyen Tri Phuong - Hoang Dieu - Le Thanh Tong - Le Lai - To Hieu;
Ring Road II coincides with a section of National Highway 5: Thang Lu - Du Hang Kenh - Chua Ve;
Ring Road III: Minh Duc - Vat Cach - Kien An - Do Son - Dinh Vu - Minh Duc.
+ Complete the radial road network including: the route from the new urban area north of the river - Nui Deo - Ben Rung; the Hai Phong - Do Son route; the Ngu Ba Chua Ve - Kien An - Vinh Bao route; the Ngu Ba Xi Mang route along National Highway 5 to Hanoi.
+ Renovate and construct the internal city road system according to the plan.
- Regarding railways:
+ Generally consistent with the overall plan of Hai Phong City approved by the Prime Minister in 1993, including railway lines connected to port systems: Vat Cach, Hoang Dieu, Chua Ve, Dinh Vu, Minh Duc industrial zone, and the new urban area north of the river.
+ Train station: Located at Cam Lo;
+ Passenger station: Maintain the current location;
The railway lines include: The Hanoi-Haiphong line is a single track with land reserved for expansion to double track when needed; the line entering the downtown area runs north parallel to Hoang Dieu Street, on elevated tracks, passing over two bridges: the Thang Ly Canal and Tam Bac River; the line to the new urban area north of the Cam River crosses the Cam River to the Minh Duc industrial zone; the line to Do Son when the deep-water port at Nam Do Son is available.
Regarding waterways:
+ Sea routes: Develop the Haiphong port cluster closely linked with the Northeastern port cluster. Study the construction of a deep-water port capable of accommodating ships from 30,000 to 50,000 tons at an appropriate location, ensuring economic, technical, environmental hygiene, and reasonable integration with the overall city planning structure.
Open a new channel for 100,000-ton vessels to enter the Haiphong port via Lach Huyen-Cai Tra Channel into Bai Dang River, ensuring a depth of 7.7 meters.
+ River routes: Invest in dredging and maintaining the depth to ensure uninterrupted transport according to technical standards on river routes from level 1 to level 4; dredge, build embankments, and construct roads along the Thang Ly Canal, Tam Bac River, and Cam River; develop a detailed system of inland waterway transportation in Haiphong consistent with the national inland waterway transportation plan; construct the Vinh Niem, Kien An river ports; passenger ports to Cat Ba, Cat Hai, Quang Ninh, and the Niem Bridge passenger port to Thai Binh, Nam Ha.
Regarding air transport:
+ Upgrade Cat Bi airport to become a regional coastal international airport with an area of 600 hectares; runway length of 3,200 meters; annual passenger volume exceeding 2 million passengers.
+ Construct tourist airports at Cat Ba and Do Son; retain the military airport at Kien An.
b. Regarding technical preparation and land:
- Ensure a slope of the planned foundation from 0.001 to 0.002 to facilitate drainage;
- Foundation elevation: For old urban areas from +4.2 to +4.7 meters; for riverfront lands planned for port, industrial, and warehouse construction, from +5.0 meters upwards.
- Drainage of rainwater: For old urban areas, rainwater and sewage flow together, gradually separating them when conditions permit; for new urban and industrial areas, separate networks for stormwater and sewage drainage.
c. Regarding water supply:
- The water source for the central urban area is surface water from the An Kim Hai system at Vat Cay, supplied from the Sai River, Da Du River, and Gia River.
- Water supply standard for daily living in 2005 is 150 liters/person/day with 90% of the urban population receiving water; by 2020, it is 180 liters/person/day with approximately 90% to 95% of the urban population receiving water.
d. Regarding electricity supply:
Power sources from the national power system are the Pha Lai power plant, constructing power stations at Vat Cay and Dinh Vu; renovate and construct main substations of 110 kV.
e. Regarding information, postal, and telecommunications:
Modernize the communication network according to the project of the Post and Telecommunications sector; complete the regional post office station network and public telephone network; develop advanced postal and telecommunications services; by 2020, have approximately 22 to 24 telephones per 100 people.
f. Regarding wastewater discharge and environmental sanitation:
- Industrial wastewater must be treated separately for each factory with special scale and nature, or a treatment plant should be built for an industrial park, ensuring compliance with national management agency regulations before being discharged into rivers, lakes, and reservoirs.
- Domestic wastewater in urban areas and hospital wastewater must be thoroughly treated before being discharged into canals, ditches, and rivers, lakes.
Sanitary landfill sites for solid waste:
+ Exploit and use the Trang Cat landfill with a scale of 60 hectares for the central urban area; expand the current Do Son landfill to 6 hectares; construct new sanitary landfills at Xuan Son (An Lao district) with a scale of 10 hectares; at Gia Minh serving the North Cam River urban area; at Dai Ban serving the West-North urban area; near the Khue ferry for the Yen Lang and Vinh Bao towns.
- Cemeteries: Cease expanding the Ninh Hai cemetery; expand the Phi Liec crematorium cemetery in Thuy Nguyen district.
Article 2. The People's Committee of Haiphong City is assigned:
- To approve the design adjustment file for the General Plan of Haiphong City until 2020, publish it for public knowledge, inspection, and implementation; organize the implementation of the aforementioned plan in accordance with the law;
- To issue the Urban Architecture Management Regulations and Construction Planning Regulations of Haiphong City after obtaining the agreement of the Ministry of Construction;
- To study the proposal for the formation and development of deep-water ports within the administrative boundaries of Haiphong City according to the guidance of the Ministry of Transport.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
The Chairman of the People's Committee of Haiphong City, Ministers, Heads of Ministries equivalent to Ministries, and Heads of Government Agencies are responsible for implementing this Decision.
