THE MINISTER OF THE MINISTRY OF HOME AFFAIRS
Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decision No. 161/2003/QĐ-TTg dated August 4, 2003 of the Prime Minister promulgating the Regulation on Training and Capacity Building for State Officials and Civil Servants;
Pursuant to Decision No. 104/2005/QĐ-BNV dated October 3, 2005 of the Minister of Home Affairs promulgating the Regulation on Dispatching Officials and Civil Servants for Overseas Training and Capacity Building at State Expense;
Considering the proposal of the Director of the Department of Training and Capacity Building for State Officials and Civil Servants
DECISION:
Article 2. The Ministers of Ministries, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities, and Heads of related units shall be responsible for implementing this Decision./.
