THE MINISTER OF EDUCATION AND TRAINING

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006, of the Government detailing and guiding the implementation of certain provisions of the Education Law.

At the proposal of the Director of the Department of Universities and Graduate Studies,

Amending and supplementing certain articles of the University and College Regular System Admissions Regulation issued together with Decision No. 07/2005/QĐ-BGD&ĐT dated March 4, 2005, by the Minister of Education and Training, and amended and supplemented by Decision No. 05/2006/QĐ-BGD&ĐT dated February 21, 2006, by the Minister of Education and Training, as follows:

DECISION:

Article 1. “2. The Ministry of Education and Training (Ministry of Education and Training - MOET) shall organize the compilation of common entrance examination questions for universities, academies, colleges, and multiple-choice subjects for vocational colleges. The Rector of universities and academies, the Principal of colleges (hereinafter referred to collectively as the Principal of schools) shall use the common examination questions of the MOET and be responsible for printing, packaging, storing, distributing, using examination questions; organizing the examination; marking and rechecking examinations; admitting candidates; and summoning successful candidates.”

1. Clause 2, Article 2 shall be amended and supplemented as follows:

2. Article 1, Article 4 specified in Point a Clause 1 Article 7 is amended and supplemented as follows:

"- Object 01: Vietnamese citizens whose father or mother is from an ethnic minority group.

- Object 04:

+ Children of martyrs;

+ Children of war invalids with a disability rate of 81% or more;

+ Children of disease invalids with a disability rate of 81% or more;

+ Children of persons granted a "Certificate of Persons Receiving Benefits Equivalent to War Invalids" with a disability rate of 81% or more;

+ Children of Heroic Mothers, Heroes of the People's Armed Forces, and Labor Heroes;

+ Children of persons who were engaged in revolutionary activities before January 1, 1945, or children of persons who were engaged in revolutionary activities from January 1, 1945, to the day before the General Uprising on August 19, 1945.

+ Children born to persons involved in the resistance against chemical warfare recognized by the provincial People's Committee as having deformities, disabilities, or reduced self-care and study capabilities due to the effects of chemical warfare.”

3. Article 6 specified in Point b Clause 1 Article 7 is amended and supplemented as follows:

"- Object 06:

+ Children of war invalids with a disability rate below 81%;

+ Children of disease invalids with a disability rate below 81%;

+ Children of persons granted a "Certificate of Persons Receiving Benefits Equivalent to War Invalids" with a disability rate below 81%";

"2. Categories eligible for direct admission to universities and colleges

4. Clause 2 of Article 7 shall be amended and supplemented as follows:

a) National Labor Heroes, National Armed Forces Heroes, National Model Workers who have completed high school or equivalent;

b) Individuals who have taken the exam and been admitted to institutions but were immediately conscripted for military service or volunteer work that year, and have now completed their service and been discharged without being enrolled in any regular long-term program, if they meet health conditions and have valid documents, may be considered for enrollment at the institution where they previously took the exam without retaking it. If their studies were interrupted for three years or more and these individuals wish to be directly admitted, they may be considered for enrollment in preparatory classes before entering formal studies;

c) Candidates in the national Olympic team who have completed high school will be directly admitted to university. If they have not yet completed high school, their admission will be deferred until they complete high school;

d) Candidates who have completed high school or equivalent and are members of the national sports team confirmed by the Sports Management Committee to have completed their duties in international competitions including World Championships, World Cups, Olympic Games, Asian Games (ASIAN), Asian Championships, Asian Cups, Southeast Asian Games (SEA Games), Southeast Asian Cups, will be directly admitted to universities and colleges of physical education and sports (PES) or related PES majors according to each institution's regulations;

e) Candidates who have completed high school or equivalent or graduated from a secondary arts school and won awards in international arts competitions in singing, dancing, and music will be directly admitted to arts majors at universities and colleges according to each institution's regulations;

The time limit for enjoying preferential treatment for athletes and artistic talents is four years from the date of winning the award to the date of the university entrance examination.

"3. Categories eligible for preferential admission to universities and colleges

a) Candidates who win awards in the national high school student excellence competition in grade 12, after taking the university and college entrance exams, with scores equal to or above the minimum threshold and no subject score of zero, will be given priority by universities and colleges when admitted, according to each institution's regulations;

"2. The establishment plan clearly defines the objectives, tasks, programs, and educational content; land, infrastructure, equipment, proposed construction site, organizational structure, resources, and finance; development directions and plans for the school. In the development directions and plans, it must ensure the following stable ratios:

b) The results of the national high school student excellence competition for students who have not yet completed high school will be retained for the next university and college admissions cycle.”

a) Candidates who win awards in the national examination for excellent secondary school students in grade 12, after taking the university and college entrance examination for the regular program, with examination results from the minimum passing score upwards and without any subject receiving a zero score, shall be given priority by universities and colleges when considering admissions, according to each institution's regulations.

The results of the national examination for selecting excellent students according to the grade 12 curriculum of secondary school students who have not yet graduated shall be preserved for the next year’s university and college admission period.

b) Candidates who win gold medals at national first-class championships held once a year and candidates recognized by the Sports Management Committee as national champions through a decision shall be given priority for admission to the University of Physical Education or corresponding majors according to the regulations of each school if they have participated in all cultural subjects in the unified examination set by the Ministry of Education and Training and none of their subjects scored zero.

Candidates who win silver or bronze medals at national first-class championships held once a year and candidates recognized by the Sports Management Committee as national level 1 athletes through a decision shall be given priority for admission to the College of Physical Education or corresponding majors of each school if they have participated in all cultural subjects in the unified examination set by the Ministry of Education and Training and none of their subjects scored zero.

c) Artistic talent candidates who have graduated from high school or equivalent or from a secondary art school and have won official awards in national professional artistic competitions in singing, dancing, and music shall be given priority for admission to universities or colleges according to the regulations of each school if they have participated in all cultural subjects in the unified examination set by the Ministry of Education and Training and none of their subjects scored zero.

The time period during which candidates who have won awards in sports or artistic talents can enjoy preferential treatment shall not exceed four years from the date of winning the award to the date of the entrance examination.

6. Clause 3 of Article 8 is amended and supplemented as follows:

“3. Procedures for submitting registration examination files, registration admission files, and examination fees.”

“a) Procedures for submitting registration examination files and examination fees.”

- Candidates submit registration examination files, examination fees, and shipping costs for file transportation at the designated location according to the regulations of the Department of Education and Training. The Departments of Education and Training will transfer the registration examination files and examination fees to the schools;

- When the deadline for submitting registration examination files as stipulated by the Department of Education and Training has expired, candidates must submit their files directly to the school;

- After submitting the registration examination files, if any errors or omissions are discovered, candidates must notify the school on the day of the examination procedures to make timely corrections and supplements;

- For candidates who have won awards in the national competition for outstanding students in grade 12; in sports or arts, they must submit certificates of achievement or certification of rank on the day of the examination procedures.

“b) Procedures for submitting registration admission files and examination fees.”

Registration admission files and examination fees are submitted via express mail service according to the deadlines specified in the schedule of university and college admissions issued by the Ministry of Education and Training.”

7. Clause 2 of Article 17 is supplemented as follows:

2. Examination groups and subjects of schools and majors with special talents:

- Group N tests the following subjects: Literature, Knowledge of Music, Musical Talent.

- Group H tests the following subjects: Literature, Painting, Composition.

- Group M tests the following subjects: Literature, Mathematics, Reading, Recitation and Singing.

- Group T tests the following subjects: Mathematics, Biology, Sports Talent.

- Group V tests the following subjects: Mathematics, Physics, Fine Arts Drawing.

- Group S tests the following subjects: Literature, Two Subjects of Film Talent.

- Group R tests the following subjects: Literature, History, Journalism Talent.

- Group K tests the following subjects: Mathematics, Physics, Vocational Techniques.

The subjects of Physics, Chemistry, Biology, and Foreign Languages are tested using multiple-choice methods.

The duration of each subject test is determined by the Examination Board of the school if it uses its own examination questions, and by the Ministry of Education and Training if it uses the unified examination questions of the Ministry of Education and Training, and is publicly announced three months before the examination. Candidates must take all required subjects. Candidates who do not take at least three subjects cannot be admitted.

8. Point a of Clause 8 of Article 22 is amended as follows:

“a) Before August 10th each year, send examination result data to the Ministry of Education and Training according to the prescribed structure.”

9. Point a Clause 1 Article 28 is amended and supplemented as follows:

“a) The marking scale is out of ten points. Minor points are marked up to 0.25 points.

However, for talent subjects and subjects tested using multiple-choice methods, different scales may be used, but the total score must be converted to a ten-point scale. For subjects tested using essay methods, examiners only mark according to the ten-point scale. The calculation of coefficients is performed by computer.”

10. Article 29 is amended and supplemented as follows:

“Management of Examination Scores

After completing the marking, schools shall announce candidates' scores on the Education Network (www.edu.net.vn) and through mass media, no later than August 10th each year, and simultaneously transmit the data to the Ministry of Education and Training.”

11. Point c of Clause 2 of Article 30 is amended as follows:

“c) After re-examination, the Secretariat shall handle the papers as follows:

- If the results of two re-markings are the same, the Chief of the Re-examination Board shall sign to confirm the final score.

- If two out of three re-markings yield the same result, that result shall be taken as the final score. If all three re-markings differ, the Chief of the Re-examination Board shall calculate the average of the three scores as the final score and sign to confirm it.”

12. Point b of Clause 2 of Article 33 is amended and supplemented as follows:

“b) Specific Provisions

- For schools using common examination questions or common examination results for admission.

+ Based on the examination results of candidates, the Ministry of Education and Training will determine and announce the minimum admission scores for university and college systems for candidates from regions 3 (HSPT-KV3) corresponding to each examination group: A, B, C, D (the minimum score is not multiplied by a coefficient).”

Article 2. This Decision takes effect fifteen days after its publication in the Official Gazette. All previous provisions contrary to this Decision are abolished.

Article 3. The Heads of the Office, Inspectorate, Higher Education Department, Testing and Quality Assurance Bureau, Heads of relevant units under the Ministry of Education and Training, Ministers of other Ministries, Heads of agencies at the same level as ministries, Chairmen of People's Committees of provinces and centrally governed cities, Directors of Departments of Education and Training, Directors of Universities and Academies, Principals of universities and colleges are responsible for implementing this Decision./.
