CIRCULAR

Guidelines for Implementing the Allowance System for Job Responsibility for Experts of the Ministry of Foreign Affairs

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;

Based on Decree No. 15/2008/NĐ-CP dated February 4, 2008, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;

Implementing the directive of the Prime Minister as stated in Circular No. 6114/VPCP-KGVX dated September 5, 2011 of the Government Office;

After receiving opinions from the Ministry of Home Affairs and the Ministry of Finance, the Ministry of Foreign Affairs hereby guides the implementation of the allowance system for job responsibility for experts of the Ministry of Foreign Affairs as follows:

Article 1. Scope and Applicability

This Circular stipulates the allowance system for job responsibility for experts under the Ministry of Foreign Affairs who do not hold leadership positions, including department-level experts and division-level experts.

1. A 25% allowance rate shall be applied to:

1. Department-level experts under the Ministry of Foreign Affairs shall be granted a job responsibility allowance at a rate of 0.5 times the general minimum wage.

2. Division-level experts under the Ministry of Foreign Affairs shall be granted a job responsibility allowance at a rate of 0.3 times the general minimum wage.

2. Industrial emission testing must ensure timeliness, accuracy, objectivity, compliance with procedures, and adherence to legal provisions.

1. Experts at which level shall enjoy the job responsibility allowance corresponding to their level from the date they are recognized as experts until the month they are relieved of their duties, retire, or transfer to another agency.

2. In case an expert is promoted to a higher level, they shall enjoy the corresponding job responsibility allowance from the month of promotion.

3. The job responsibility allowance for experts of the Ministry of Foreign Affairs shall be paid together with the monthly salary and shall not be used to calculate contributions or benefits for social insurance or health insurance.

Article 4. Source of Funds

The job responsibility allowance system for experts of the Ministry of Foreign Affairs shall be guaranteed by the state budget and allocated in the annual budget of the Ministry of Foreign Affairs.

Article 5. Responsibilities and Effectiveness of Implementation

1. This Circular takes effect 45 days from the date of signature.

2. The Minister of Foreign Affairs shall establish regulations on recognizing, promoting, or relieving experts within the Ministry of Foreign Affairs of their duties.

3. Heads of agencies and organizations directly under the Ministry of Foreign Affairs shall be responsible for implementing this Circular.

Any difficulties encountered during implementation should be reported in writing to the Standing Committee of the Expert Title Council of the Ministry of Foreign Affairs for study and resolution./.
