JOINT CIRCULAR
ISSUING THE MAXIMUM FRAME PRICES FOR SOME HEALTH SERVICES IN STATE HEALTH CARE FACILITIES

Pursuant to Clause 3, Article 88 of the Medical Examination and Treatment Law dated November 23, 2009;
Pursuant to Decree No. 188/2007/NĐ-CP dated December 27, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
The Minister of Health and the Minister of Finance issue this Joint Circular on the maximum frame prices for some health services in state medical examination and treatment facilities as follows:
Article 1. Attached to this Joint Circular are the maximum frame prices for 447 health services in state medical examination and treatment facilities. The specific pricing for each service at different types of medical examination and treatment facilities shall be implemented according to current regulations.
Article 2. Implementation Provisions
1. This Joint Circular takes effect from April 15, 2012.
2. Abolish the partial hospital fee framework issued together with the Inter-Ministerial Circular No. 14/TTLB dated September 30, 1995 of the Ministries of Health, Finance, Labor, War Invalids and Social Affairs, and the State Price Control Board guiding the implementation of partial hospital fees (hereinafter referred to as Inter-Ministerial Circular No. 14/TTLB).
3. Abolish 80 services in the "Partial Hospital Fee Framework" issued together with the Joint Circular No. 03/2006/TTLT-BYT-BTC-BLDTBXH dated January 26, 2006 of the Ministries of Health, Finance, and Labor, War Invalids and Social Affairs supplementing Inter-Ministerial Circular No. 14/TTLB (hereinafter referred to as Joint Circular No. 03/2006/TTLT) as listed in the Appendix attached to this Joint Circular.
4. Apart from the 80 services abolished under Paragraph 3 of this Article, the partial hospital fee framework for the remaining health services issued together with Joint Circular No. 03/2006/TTLT will continue to be implemented until new guidance is provided.
Article 3. Investment projects related to the provisions at Amendment 1:2025 QCVN 07:2023/BXD issued accompanying this Circular that have been approved before this Circular takes effect shall continue to be implemented according to the regulations at the time of approval; the investment decision maker has the right to choose to apply Amendment 1:2025 QCVN 07:2023/BXD issued accompanying this Circular.
For patients admitted for inpatient treatment in medical examination and treatment facilities before the effective date of this Joint Circular, the collection of fees will still be carried out according to the provisions of Inter-Ministerial Circular No. 14/TTLB and Joint Circular No. 03/2006/TTLT until they leave the medical examination and treatment facility.
Any difficulties or issues encountered during the implementation should be reported in writing to the relevant ministries for consideration and resolution. /./
