Circular No. 04/2017/TT-BTP Abolishes Certain Legal Normative Documents Issued by the Minister of Justice, Jointly Issued

CIRCULAR

Repealing certain regulatory legal documents

issued jointly by the Minister of Justice

Pursuant to the Law on Legislative Documents dated June 22, 2015;

Pursuant to the Government's Decree No. 34/2016/NĐ-CP dated May 14, 2016 detailing certain provisions and measures for implementing the Law on Legislative Acts of Regulations;

Decree No. 22/2013/NĐ-CP dated March 13, 2013, of the Government promulgating the functions, tasks, powers, and organizational structure of the Ministry of Justice;

At the proposal of the Director of the Department for Legal Document Inspection;

After coordinating with the Minister of Interior, the Minister of Natural Resources and Environment, and the Minister of Justice, the Minister of Justice issues this Circular to abolish certain normative legal documents issued by the Minister of Justice and jointly issued documents.

This Circular takes effect from January 25, 2026.

Abolish entirely the following legal normative documents issued by the Minister of Justice and jointly issued:

Decision No. 483/TCCB-QĐ dated July 26, 1993, of the Minister of Justice on the issuance of the professional standards for administrative civil servants in the field of justice;

Circular No. 339/1998/TT-BTP dated March 19, 1998, of the Minister of Justice guiding the implementation of Decision No. 03/1998/QĐ-TTg dated January 7, 1998, of the Prime Minister;

Joint Circular No. 01/2005/TTLT-BTP-BNV dated January 24, 2005, of the Minister of Justice and the Minister of Interior guiding the implementation of certain provisions of Decree No. 122/2004/NĐ-CP dated May 18, 2004, of the Government stipulating the functions, tasks, powers, and organization of legal affairs at ministries, ministerial-level agencies, government agencies, specialized agencies under provincial people's committees, and state-owned enterprises;

Circular No. 07/2005/TT-BTP dated August 31, 2005, of the Minister of Justice guiding the implementation of certain provisions of Decree No. 122/2004/NĐ-CP dated May 18, 2004, of the Government stipulating the functions, tasks, powers, and organization of legal affairs at ministries, ministerial-level agencies, government agencies, specialized agencies under provincial people's committees, and state-owned enterprises;

Joint Circular No. 04/2006/TTLT-BTP-BTNMT dated June 13, 2006, of the Minister of Justice and the Minister of Natural Resources and Environment guiding the notarization and certification of contracts and documents implementing land users' rights;

Circular No. 20/2014/TT-BTP dated September 25, 2014, of the Minister of Justice promulgating forms to be used during the application of administrative educational measures at commune, ward, town level, and family-based administrative management measures for juveniles as prescribed in Decree No. 111/2013/NĐ-CP dated September 30, 2013, of the Government stipulating the system of administrative educational measures at commune, ward, town level;

Article 2. Repealing part of legal normative documents

Abolish Article 7, Article 8, Article 11, Article 18, Article 19, and Article 23 of Circular No. 17/2011/TT-BTP dated October 14, 2011, of the Minister of Justice guiding certain provisions of the Lawyers Law, the Detailed Regulation Decree on certain provisions of the Lawyers Law, and the Circular guiding the implementation of provisions of the Lawyers Law regarding the organization of lawyer social-professional associations.

Article 3. Implementation Organization

This Circular takes effect from May 28, 2017.

2. The Director of the Department of Legal Document Review, Heads of units under the Ministry of Justice, and related agencies, organizations, and individuals are responsible for implementing this Circular./.
