Amending and supplementing certain provisions of the National High School Examination Regulations and High School Graduation Recognition Regulations issued together with Circular No. 04/2017/TT-BGDĐT dated January 25, 2017 of the Minister of Education and Training
Pursuant to the Law on Higher Education dated June 18, 2012;

At the proposal of the Director of the Quality Management Department,
The Minister of Education and Training issues the Circular amending and supplementing certain Articles of the Examination Regulations. Article 1. Amending and supplementing certain provisions of the National High School Examination Regulations and High School Graduation Recognition Regulations issued together with Circular No. 04/2017/TT-BGDĐT dated January 25, 2017 of the Minister of Education and Training, as follows:
1. Point a Clause 2 Article 12 is amended and supplemented as follows:
"a) Candidates must register for the examination and submit all required documents in accordance with procedures and deadlines;"
2. The second bullet point under Point a Clause 3 Article 13; Point b Clause 3 Article 13 is amended and supplemented as follows:
"- High school transcripts or general secondary education transcripts (certified copies from original documents, copies issued from the original record book or copies accompanied by the original for verification);"
"b) Independent candidates, in addition to the documents specified in Point a Clause 3 of this Article, must also have the following:
- A confirmation letter from the high school where the candidate studied grade 12 or the place where the candidate registered for the examination regarding the classification of academic performance for students classified as having poor academic performance as stipulated in Point c Clause 2 Article 12 of these Regulations;"
- A junior high school graduation certificate or a certificate of completion from a vocational college (certified copies from original documents, copies issued from the original record book or copies accompanied by the original for verification);
- A confirmation letter of credit points (if any) signed by the principal of the high school where the candidate took the exam the previous year.
For independent candidates who have graduated from a vocational college without a high school transcript or a general secondary education transcript at the high school level and wish to take the exam to be considered for admission to universities, colleges, or vocational schools with teacher training programs, they must complete and be recognized as having completed all required high school subjects according to regulations."
3. Clause 1 Article 25 is amended and supplemented as follows:
"1. Grading shall be conducted in accordance with the marking guidelines, answers, and grading scales provided by the Ministry of Education and Training. Each test will be graded out of 10 points; decimal points of the total score of the entire paper will be rounded to two decimal places."
"4. Clause 1 Article 38 is amended and supplemented as follows:
"1. Candidates who meet the eligibility requirements for the examination, are not subject to disciplinary action resulting in invalidation of their examination results, and achieve a minimum score of 1.0 on each test and component of the combined test, and have an overall score of 5.0 or higher will be recognized as having successfully completed high school."
5. Clause 6 Article 49 is amended and supplemented as follows:
"6. Invalidating the examination results and preparing a file to be sent to the competent authority for review and handling in accordance with the law for candidates who commit any of the following violations:
a) Falsifying documents to benefit from preferential treatment or incentives;
b) Using illegal certificates or diplomas;
c) Allowing another person to take the examination or answer questions on their behalf in any form;
d) Engaging in disruptive behavior, damaging the examination process; assaulting examination staff or other candidates;
đ) Using an illegally obtained Certificate of Examination Results."
6. Clause 2 Article 53 is amended and supplemented as follows:
"2. Establishing a team of officials and lecturers to participate in organizing examinations at local examination boards according to the dispatch of the Ministry of Education and Training. The expenses for officials and lecturers from universities, academies, and colleges dispatched by the Ministry of Education and Training to local areas to participate in organizing examinations shall be borne by the local authorities in accordance with current regulations."
1. Replace the phrase "Examination Management and Quality Assurance Department" with the phrase "Quality Management Department" in Point b Clause 1 Article 6.
Article 2.
2. Replace the abbreviation "KTKĐCLGD" with "QLCL" in: Point b Clause 1 Article 6; Point a, Point b, and Point c Clause 2 Article 17; Clause 6, Clause 8 Article 26; Clause 1 Article 28; Clause 2 and Clause 4 Article 31.
3. Replace the phrase “Committee for Ethnic Minorities” with the phrase “Prime Minister” in the fourth bullet point under Point a and the first bullet point under Point b Clause 1 Article 36.
4. Replace the phrase “Agent Orange” with the phrase “chemical agents” in the fifth bullet point under Point a Clause 1 Article 36.
5. Remove the provision in the third bullet point under Point c Clause 2 Article 12.
6. Remove the term “disabled veteran” from the phrase “beneficiaries of policies for disabled veterans and war invalids” in the first and second bullet points under Point a and the second and third bullet points under Point b Clause 1 Article 36.
7. Remove the phrase “in extremely difficult communes” in the fourth bullet point under Point a and the first bullet point under Point b Clause 1 Article 36.
This Circular takes effect from April 15, 2018.
Article 3. The Director of the Office, the Director of the Quality Management Department, the Heads of relevant units under the Ministry of Education and Training; the Director of the Military Training Department - Ministry of National Defense, the Director of the Police Training Department - Ministry of Public Security; the Directors of provincial education and training departments; the Directors of universities and academies; the Principals of universities and the Principals of colleges with teacher training programs are responsible for implementing this Circular./.
Article 4. The Director of the Office, the Director of the Quality Management Department, the Heads of relevant units under the Ministry of Education and Training; the Director of the Military School Administration Department - Ministry of National Defense, the Director of the Training Department - Ministry of Public Security; the Directors of provincial education and training departments; the Rectors of universities, academies; the Presidents of university colleges, the Presidents of college teacher training programs are responsible for implementing this Circular./.
